CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY, 24th October, 2023

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 24th October, 2023 in the Cabinet Conference Room, Government Administration Building.
Hon Premier acted for Hon Minister for Financial Services, Commerce, Investment, Innovation and Social Development, Hon Minister for Planning, Agriculture, Housing and Infrastructure acted for Hon Minister for Tourism and Ports and Ms Reshma Sharma acted for the Attorney General. All other Ministers and Members of Cabinet were present.
At this meeting Cabinet:
• Confirmed approval granted by circulation on 19th October 2023 in accordance with section 6 ofthe Public Lands (Amendment and Validation) Act, 2023 for the following appointments anddesignations to the Public Lands Commission: Jaron Leslie, Chair; Teddie Ebanks, Deputy Chair and Member of the Public from North Side; Shanna Myles, Member of the Public from GeorgeTown; Ezmie Smith, Member of the Public from West Bay; Elsie Kynes, Member of the Publicfrom Cayman Brac and Little Cayman; Sharon Smith, Member of the Public from East End; Anniki Brown Hill, Member of the Public from Bodden Town; Chief Officer, Ministry of Lands ordesignate, Ex-officio Member; Chief Officer, Ministry of Tourism or designate, Ex-officio Member; Chief Officer, Ministry of Commerce or designate, Ex-officio Member; and ChiefOfficer, Ministry of Planning or designate, Ex-officio Member;
• Approved the Report entitled “Technical Working Group of the Inter-Ministerial Housing Taskforce: 27 Policy Recommendations/Options” and to undertake the actioning of the 27recommendations listed in the Report;
• Approved the issuance of a coastal works permit for the re-construction/repair of a dock adjacent to Block 12C Parcel 386;
• Approved in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act(2020 Revision) to increase CCO 1 – Teaching of Tertiary Level, Professional and VocationalProgrammes by CI$2,000,000 and decrease EI 46 – University College of the Cayman Islands byCI$2,000,000;
• Approved in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act(2020 Revision) to decrease EI 87 – Ministry of District Administration and Lands by $525,000, increase DAL 3 – Provision of Cadastral Surveying, Planning and Resource Management by CI$380,000, increase EA 139 – Little Cayman Boat Launch Ramp by CI$95,000 and increase TP 6 – Sister Islands Beaches and Community Clean-up Programme by $50,000;
• Approved the lease of office space at Clifton House for the Department of Counselling Services;
• Approved the lease of a storage unit for WORC;
• Approved the grant of a 30 ft vehicular public right of way over Crown land Block 70A Parcel 7, infavour of public interest;
• Approved in accordance with section 9 of the Public Authorities Act (2020 Revision) the re-appointment/appointment of the following persons to the Sister Islands Affordable HousingDevelopment Corporation: Dave Tatum, Chair/Director; Leila Hurlstone, Director; Yvette Dilbert,Director; Robert Banks, Director; Mark Scotland, Director; Darrel Rankine, Director; Sidney Ebanks Jr, Director; Chief Financial Officer, Ministry of District Administration or designate,Director – Ex-Officio; Chief Officer, Ministry of District Administration or designate, Director – Ex-Officio; and District Commissioner, Director – Ex-Officio;
• Approved the Airports Authority (Charges) Regulations, 2023;
• Approved:
o The purchase of land Block 112A Parcel 29; and
o In accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) to decrease EI 87 – Ministry of District Administration and Lands by CI$400,000 and increase EA 4 – Land Purchases by CI$400,000;
• Approved for the actioning of a business case to examine options for the National Roads Authority;
• Approved the issuance of drafting instructions to amend the Summary Jurisdiction Act (2023 Revision);
• Approved the issuance of drafting instructions to amend the applicable primary and secondary legislation to revise fees charged by the General Registry, Department of Commerce and Investment, the Cayman Islands Monetary Authority and the Department of International Tax Cooperation;
• Noted the Financial Report for the period 1st January – 30th September 2023; and
• Noted the Tax Exemption Statistics for July, August and September 2023.
