General Records Assistant Tyrone Yen of the Cayman Islands National Archive (CINA) is the first civil servant to be named top employee for the 1 July 2015 – 30 June 2016 financial year, for the sterling values and standards that he brings to his job.

Lauded for continually thinking outside the box, Mr. Yen is also considered the “most practical and innovative” employee at the National Archive.

Given that the Archive is at full capacity with regards to the storage of semi-active records on-site, and that as alternative storage, public agencies have had to use warehouses that may not be ideal for the protection and preservation of government’s information assets, Mr. Yen, stepped up to the challenge by assisting with the development and implementation of an alternate recordkeeping strategy.

This strategy undertook to manage off-site storage as a satellite facility under the care and control of the National Archive, and included the marriage of technological advances and best practices for records and information management.

During his 17 years’ of public service, his employers also noted that, Mr Yen has maintained a high calibre of customer service, and displayed professionalism in all interactions with clients.

Noting his accomplishments, Deputy Governor, Hon. Franz Manderson, paid special tribute Mr. Yen’s contribution of devising a practical solution to deliver recordkeeping services in an efficient and cost effective manner.

“You have demonstrated that the implementation of simple and practical strategies can make a difference,” the Deputy Governor commented, presenting Mr. Yen with the award at the National Archive. Applauding him for his business acumen, Mr. Manderson concluded: “Thank you for demonstrating such a remarkable level of performance and commitment to the Cayman Islands Government.”

Chief Officer in the Portfolio of the Civil Service Mrs. Gloria McField-Nixon also applauded Mr. Yen’s professionalism.

“What is even more telling than the ability to have a good idea, is the commitment and perseverance to see it through to completion. Mr. Yen is an example of personal sacrifice as he has continued to oversee the project, even in the midst of personal challenges when an immediate family member suffered life threatening injuries after an accident. We owe him a debt of gratitude,” Mrs. McField-Nixon said.

In response, Mr. Yen said the unexpected award would inspire and encourage him to further provide his best service to the Archive and thereby to the Cayman Islands Government. “This is definitely one for the team,” he acknowledged, accepting the award with “humility”.

The Deputy Governor’s Award was set up by the Deputy Governor as an internal programme to recognise civil servants who exceed expectations and serve as role models.
