Second Cayman Islands 2017 Election Candidate disqualified – 3rd candidate challenged OK
A second candidate vying for election to the Cayman Islands Legislative Assembly has been disqualified because he has U.S. citizenship, obtained through family ties rather than by birth
A third candidate, Alric Lindsay, however who was challenged, has been given the OK.
Both decisions were made by Cayman Islands Chief Justice Anthony Smellie.
From a start of 63 there are now 61 persons standing in the May 2017 General Election after a third candidate known as ‘X’ was also disqualified by the Chief Justice.
Hurricane Hunters Visit Grand Cayman
A Hurricane Hunter aircraft will soon arrive in Grand Cayman as part of a regional tour to educate and prepare people for the 2017 hurricane season.
1.) Public tours of the Air Force Reserve Command’s WC-130J aircraft will be held on Wednesday, 26 April 2017 from 11a.m. to 3p.m. at the General Aviation Terminal, next to the Island Air. During the tour the 53rd Weather Reconnaissance Squadron will showcase the aircraft to the public and share their experiences of flying through hurricanes.
2.) On the same day international and local weather experts, including the Director of the National Hurricane Center in Miami, Dr. Rick Knabb, will lead a public workshop at the Ritz-Carlton Rembro conference room from noon to 1.30p.m., and deliver the latest developments in hurricane forecasting and the future direction of the science.
3.) Radio listeners can also tune-in to Radio Cayman’s Talk Today show at 12.15p.m. on the Wednesday to hear from senior hurricane specialist Dr. Lixion Avila, and have their questions answered on air.

Tropical Storm Arlene Discussion Number 6 NWS National Hurricane Center Miami FL AL012017 500 PM AST Thu Apr 20 2017I have to add one more surprise to my long hurricane forecasting career. Unexpectedly, the subtropical cyclone became a tropical depression this morning, and then it intensified to a tropical storm. This intensity estimate is based on the cloud pattern presentation on satellite imagery which shows moderate thunderstorm activity surrounding an eye-type feature, and a convective ring in microwave imagery. Initial intensity is set at 40 kt, although estimates from TAFB suggest that the winds could have reached 45 kt around 1800 UTC. Since that time, the cloud pattern has deteriorated somewhat and winds probably have diminished. Despite the intensification, Arlene is still forecast by all global models to become absorbed by a nearby developing extratropical cyclone on Friday.
TRINIDAD: Sexually abuse by her father, uncle and their friends

SHE claims to have been sexually abused since she was eight year old. Now the 16-year-old victim says her mother disregarded her and when she sought help from her uncle, he, too, sexually abused.
Her allegations are captured in a video that has gone viral.
Alarmingly, the girl’s father, in a separate interview, admits to having had sex with his underage daughter.
His excuse – he was lonely.
The Children’s Authority told TV6 that they are looking into the disturbing matter.

Cayman Islands Conservation Council Meeting 3 May 2pm

Suffolk Brewery secures European export deals [and one in Cayman Island]

An independent Suffolk brewery has continued to secure export deals across Europe despite “Brexit doom and gloom”.
St Peter’s Brewery, which creates a range of craft beers, said interest for its products in the continent continues to grow with new deals secured in Norway, as well as further afield in the Cayman Islands.
“We’ve just been notified by our importers in Norway that we have won a tender to supply our Cream Stout through the alcohol monopoly – Vinmonopolet, this will join current listings of Suffolk Gold, India Pale Ale, and The Saints Whisky Beer from 1st September,” said chief executive Steve Magnall, who said that St Peter’s Brewery was founded on a desire to export craft beers to countries all over the world.
“We’ve also just signed a deal with a brand new customer in the Cayman Island for our Golden Ale, IPA and Cream Stout.”
Export sales make up 50 per cent of the overall business for the brewery, which was built in 1996 and is based at St Peter South Elmham, near Bungay in Suffolk.
Magnall added: “People talk about the negative effects of Brexit, but so far we’ve seen no evidence of this on our sales or export deals. Interest in our beers is growing in Europe and across the world. Deals like this prove that the taste for craft beer is far-reaching and we intend to be at the forefront of that growth and interest as much as possible.”

Cayman Islands Chief Justice disqualifies Election Candidate ‘X’
Cayman Islands Chief Justice Anthony Smellie has disqualified a candidate from running for office in the upcoming May General Election.
The Chief Justice ruled that a dishonesty conviction, although spent, still bars the candidate known as ‘X’ from running for election as a member of the Legislative Assembly.
As a result of a court order, iNews Cayman along with other the media has been banned from identifying the candidate to protect his character. Therefore he can only be referred to as Candidate ‘X’.
There are other cases before the Courts relating to issues of status and citizenship.
Cayman Islands Candidate Chisholm plans NS clean-up
Ed Chisholm, North Side’s candidate for Member of the Legislative Assembly, is spearheading clean-up efforts on Earth Day this weekend.
“This is another community effort to help keep our beautiful District of North Side in pristine condition,” said Mr. Chisholm. “Once again it is about community and my team and I are inviting everyone in the community to participate.
The clean-up will start at 7 a.m. Saturday, 22 April, at Jack’s gas station in Old Man Bay. It will continue to the Old Man Bay dock near the Over the Edge restaurant. Teams will be spread between the land side and ocean side.
“Once again, this is all about community and that is what my campaign is about; bringing all of us together as one community and working side by side to help make North Side the best district in the Cayman Islands,” said Mr. Chisholm.

Cayman Airways appoints AirlinePros for distribution services

Cayman Islands voter ID distribution set to begin
The Elections Office will begin issuing its new voter registration cards on Tuesday, 18 April 2017. Persons may also collect the cards from the Elections Office, located at the Smith Road Centre, 150 Smith Road, or from various locations listed below.
The new cards will replace all previously issued voter identification (IDs). Officials will cease issuing cards on Friday, 19 May 2017.

Spirit Airlines to withdraw from Cuba

FORT LAUDERDALE, Apr 19 2017 – The US-based carrier, Spirit Airlines says it will be withdrawing from the Cuban market – joining two other carriers to announce plans to stop flying to the island.
The ultra-low cost carrier has blamed insufficient loads to warrant continued flights to the Spanish-speaking Caribbean island.
On December 1 last year, the airline started flights twice daily between Fort Lauderdale’s Hollywood International and Havana International.
However, President and CEO of Spirit, Bob Fornardo told the Sun Sentinel newspaper last week that “the costs of serving Havana continue to outweigh the demand for service”.
As a result, Spirit will begin reducing frequencies starting next month before completely withdrawing from the Cuban capital on June 1.
The other airlines to cease operations are Silver Airways that will pull out as of April 22, and Frontier Airlines, which will have its last flight to the island on June 4.

Antigua & Barbuda breaks ground for five-star hotel

ST JOHN’S, Antigua, Feb 28 2017 – Officials here broke ground Tuesday morning for a five-star hotel. The Callaloo Cay Development project is being hailed as a major contributor to the national economy.
Callaloo Cay is expected to increase the country’s room capacity to more than 5,000 within the next 18-24 months.
“Callaloo Cay is certainly helping us meet this goal. Their focus on driving high-end year-round tourism to our country and boosting hotel room stock,” Tourism Minister Asot Michael said.
“We could not have asked for better partners in tourism than Sheik Tariq Faisal Al Qassemi of Dubai and OBMI, RBC, HVS and Rider Levett Bucknall.”
The Callaloo Cay Resort Development will include a luxury five-star hotel with 95-100 rooms and 40 villas with a world-class spa, a trend-setting beach club and several waterside-dining concepts among other amenities.

Yesterday (Wed 12), around 2:20pm 911 received a call of a person in distress onboard a vessel in the North Sound. While snorkeling, he was observed to be experiencing some difficulties. He was taken unto the vessel and commenced CPR with the guidance of 911 operators. The Joint Marine Unit responded in Niven D, met the vessel and continued CPR until reaching Safe Haven where they were met by the ambulance.
Unfortunately he passed away early this morning at the George Town Hospital. The victim, a 77 yr. old Mexican national was visiting with his family at the time of the incident.
The matter is under investigation by the Joint Marine Unit.
Cayman Islands police warn of telephone scam on Sister Islands; Possible impersonation of police officer
Police are warning of a scam involving the addition of phone credit to Jamaican telephone numbers. Last week, on 13 April, a member of the public on Little Cayman reported that she had received a call on her work phone from a Jamaican number. A male voice on the other end of the line stated that “Mr. Brown” had asked her to add 40KYD in credit to a Jamaican number. The victim believed the caller was referring to a police constable on Little Cayman with the same last name and added the credit. However, when the caller phoned again requesting credit, the victim became suspicious.
Police are investigating the incident, but ask the public to beware of any strangers calling and requesting the addition of credit to their phones, even if they claim to be calling on behalf of a police officer or someone else known to them. If such a call is received, police are asking that members of the public note the phone number from which the call originates and contact the Cayman Brac Police Station at 948-0331 with this information.

International Council for Science meets in Cuba
Havana, Apr 17 (Prensa Latina) The Regional Meeting for Latin America and the Caribbean, of the International Council for Science (ICSU), is beginning here today with specialized debates focused on sustainable development.
Cuba will present during the event the scientific progress made in the last decades, especially in the field of medicine and biotechnology, the national press stressed.
This is the first meeting of this kind based in the island and will be attended by renowned experts from Brazil, Argentina, Colombia, Bolivia, Trinidad and Tobago, and Panama, members of the scientific council, the ICSU director for the region, Manuel Limonta, stated.
The objective is to follow up the international programs of the Office for Latin America and the Caribbean, he stated.
Sustainable energy, risks and disasters, mathematics education, biodiversity, and open data (related to the dissemination of scientific findings) are among the issues of the agenda.
The event, which will take place until tomorrow at a Havana hotel, will include the presence of South African doctor Heide Hackmann, Executive Director of the ICSU, and Erlinda Handal, Minister of Science and Technology of El Salvador.

Transfer of cable landing licence to new Cayman Islands company

In other FCC-related developments, the US watchdog has confirmed that it has approved the transfer of a cable landing licence for the Gemini-Bermuda Cable, which links New Jersey with Bermuda, from Cable & Wireless Network Services Limited (CWNS) to CWC New Cayman. CWC New Cayman, a newly incorporated Cayman Island entity, is a wholly-owned subsidiary of CWC New Cayman Holdco. Further, the FCC has also approved the transfer of the cable landing licence for the Pacific Caribbean Cable System (PCCS) from Cable & Wireless EWC to New Cayman CWC. As a result of the transaction, New Cayman now holds the following interests in the PCCS Cable System: an 18.0% ownership interest in the PCCS Cable system; ownership and operational responsibility for the cable landing station in Tortola, British Virgin Islands; 100% ownership interest in the portion of the PCCS Cable System in British Virgin Islands waters; and ownership and operational responsibility for the cable landing stations in Maria Chiquita and Balboa (both Panama).
2 US citizens rescued in Caribbean waters after boat sinks

SANTO DOMINGO, Dominican Republic (AP) — The U.S. Coast Guard says it has rescued two U.S. citizens whose boat sank north of the Dominican Republic.
The Coast Guard says Kirk Plender of New Hampshire and John Boone of South Carolina were traveling through the Silver Banks fishing area when their 62-foot (19-meter) boat struck a reef on
Thursday and began taking on water.
Officials said Friday the men were found aboard a life raft. They were taken to Puerto Rico and released after being found in good condition.
Caribbean Airlines begins service to St. Vincent and the Grenadines

PSBP Pensioners’ Appreciation Event in Cayman Brac
The Public Service Pensions Board (PSPB) is continuing celebrations to mark its 25th anniversary this year with a Pensioners’ Appreciation event at the Aston Rutty Centre on Monday, 24 April 2017.
The 4 p.m. to 8 p.m. event is being organised by the fund’s Managing Director, Jewel Evans Lindsey and the Minister for District Administration, Tourism and Transport Hon. Moses Kirkconnell’s. It will feature a host of booths, local food stalls, entertainment, prizes and giveaways.
Mrs. Evans Lindsey said, “We are hosting a similar event in Grand Cayman for our pensioners on Wednesday, 12 April; and we are happy to partner with the Ministry of District Administration to thank our PSPB retirees by putting on another for Cayman Brac”.

Builders Board Registration – Phase 1 – Now Open
Contractors in the Cayman Islands, specifically general contractors, building- and civil-contractors, are reminded that their formal registration period is now open, through the end of April, as required by The Builders Board Law.

Residential contractors and trade contractors should not apply at this time, as their application period will take place in coming months.
Companies that are not registered by the end of September 2017 will be unable to have permits or request inspections.
Deadline for Gazettal of Cayman Islands Candidate Interests
Candidates in the upcoming general election are reminded that the deadline for publishing their declaration of interests in the Cayman Islands Gazette is 24 April 2017.
Currently only three issues of the extraordinary gazette remain open for publication prior to that date: Tuesday 18 April, Wednesday 19 April and Friday 21 April. The deadline for publication is noon on the day before publication. (This would be Thursday 13 April for publication on Tuesday 18.)
Content may be submitted by visiting the Gazette Office, in Government Information Services, on the 2nd floor of the Government Administration Building on Elgin Avenue, Grand Cayman. Persons with questions should call 244-1752, or email caymangazettes.gov.ky. There is a minimum cost of $600 plus $150 for every over page over four pages.
Elections officials note that failure by candidates to publish their interests in the Gazette by the deadline, is a disqualifying criteria in pursuant to section 62 (1) (g) of the Cayman Islands Constitution Order (2009).

Cayman Islands Elections Office offering postal and mobile Balloting
The Elections Office reminds registered voters that the period during which they may request postal ballots or mobile voting is underway, and will continue until close of business on Friday, 12 May 2017.
Persons who will be away from the Cayman Islands on Election Day may request a postal ballot by filling out form B, available on www.elections.ky, at https://portal.elections.ky/files/downloads/forms/2016/FORMB.pdf. The completed form along with proof of travel plans may be emailed to [email protected].
Those who will be in the Cayman Islands but unable to physically attend the polls, may apply for mobile voting using Form C, also available from www.elections.ky at https://portal.elections.ky/files/downloads/forms/2016/FORMC.pdf. Elections Office polling staff will either visit successful applicants in person, or facilitate their vote before polling day at an early voting station.

Weekly classes provide structured arts and craft activities for pre-schoolers, their parents, and caregivers. Based on the NGCI exhibition, Upon the Seas participants enjoy interactive activities which include storytelling and a range of art making experiences to engage senses, develop cognitive, social, and sensory-motor skills. Projects can be messy to parents are encouraged to dress their children accordingly. The weekly drop in sessions take place in the NGCI Art Studio and are $5.00 per child and are designed for children ages 2yrs to 4yrs. Creative Worksheets ∙ Educational Resources for Students

The National Gallery’s Education Department has produced fun-filled educational activities in the form of worksheets for all ages to support the exhibition Upon the Seas. These educational resources can be downloaded for free from the NGCI website – www.nationalgallery.org.ky and will be made available during school tours and can be requested at reception throughout the duration of the exhibition.

Free guided tours of the temporary exhibition Upon the Seas – are available for students and youth groups of all ages at the National Gallery. Students will discuss the exhibition and get hands-on with interactive activity sheets. Topics covered include art, social studies, narratives, literacy and numeracy. WORKSHOPS & FILM SCREENINGS
Beach-combing & Assemblage Art with Chris Mann
Saturday, 1 April 2017, 10:00 AM to 1:00 PM
Led by artist Chris Mann this workshop invites participants to create an environmental assemblage art piece which tells a story. Bring your beach-combing collection (driftwood, plastics, shells, bottles, fishing nets, etc., to produce your very own work of art while learning about form, narratives, and assemblage art. The workshop is $80.00 (members receive a 10% discount). Participants are asked to bring a piece of driftwood to create the base of their work as well as additional collected items from the beach. A Plastic Ocean – Film Screening
Saturday, 1 April 2017, Screenings at 3:30 PM, 5:30 PM and 7:30 PM
Released in 2016, A Plastic Ocean is an adventure documentary shot on more than 20 locations over four years. Explorers Craig Leeson, the film’s director, and Tanya Streeter, British-Caymanian-American world champion free diver, and a team of international scientists reveal the causes and consequences of plastic pollution and share solutions. Admission is free and refreshments including popcorn will be served. Donations welcome. Seating is on a first come first-served basis. Throughout the exhibition, Upon the Seas, the NGCI Store will feature books, accessories, art supplies, and kids’ items that will inspire ingenuity and encourage one to make a BIG NOISE with a little creativity! NGCI members receive a 10% discount, plus additional sales on art supplies and merchandise will run throughout the exhibition.
GUIDED TOURS
National Gallery offers guided tours to enhance your experience and offer memorable moments. Led by NGCI curators or educators, tours provide additional insights and tell the stories behind the works of art and artists who created them. Custom tours and packages are also available – consider including a workshop, art class, or art documentary with your visit. We have ample parking and an Art Café offering healthy snacks and beverages. Additional catering options are also available. Tour pricing is dependent on group size and staff availability. The National Gallery of the Cayman Islands (NGCI) has a temporary access road while work is being done to improve site access as well as develop the front sculpture gardens. The access road is located off of Lawrence Boulevard and passes through the F.J. Harquail Cultural Grounds (Harquail Theatre). About the National Gallery of the Cayman Islands
Established in 1996, the National Gallery of the Cayman Islands (NGCI) is the country’s leading visual arts museum and education centre, charged with promoting and encouraging the appreciation and practice of the visual arts in the Cayman Islands. This mission is achieved through exhibitions, education/outreach programmes, school tours, community festivals, and ongoing research projects. Holding up to six exhibitions annually at our central exhibition space, and satellite venues around Grand Cayman and the Sister Islands, the curatorial team strives to create a balance between exhibitions of quality Caymanian artwork with art from further afield. This is achieved by working with a broad cross-section of artists and ranging from site-specific work to more traditional gallery-based projects.
NGCI is at the forefront of visual arts education in the Cayman Islands hosting 25+ education and outreach programmes monthly, across all three islands. These programmes aim to capture every age group in our community from the youngest pre-schoolers to senior citizens, in addition to marginalized members of our community. They combine arts education with enriching creative experiences which foster creativity, help build self-esteem, and provide effective and invaluable explorations of culture, cultural heritage, national identity and community values.
NGCI Site & Facility
The new National Gallery building is a 9,000 sq. ft. facility situated on the western side of the Esterley Tibbetts Bypass, close to Camana Bay town centre and adjacent to the Harquail Theatre. The new development is home to two temporary exhibition areas, an art studio, library, auditorium, sculpture garden, Art Café and Gift Shop, and a permanent gallery for the Cayman Islands National Art Collection.
As part of the National Gallery’s long-term business plan, an auditorium and multi-purpose event space have been incorporated into the design providing flexible venue options for conferences.
