OECS Organisation of Eastern Caribbean States : The OECS awarded for Support to Agriculture Health and Food Safety in the Caribbean
Thursday, July 20, 2017 – Over 20 Caribbean countries gathered at the 10th Caribbean Plant Health Directors Forum in the Dominican Republic last week where the OECS was awarded in recognition of its role in plant protection initiatives leading to enhanced agricultural development, trade and innovation in the region.
The Caribbean is known for its vital and diverse agriculture and natural resources, and protecting them from potentially devastating invasive pests and diseases is critical to the health and prosperity of the region.
Accordingly, the Caribbean Plant Health Directors (CPHD) has continuously strived to unify plant health safeguarding strategies in the region while fostering the exchange of technical information, the transfer of technologies and methods, and the harmonization of plant protection and agricultural trade management approaches.
The 10th CPHD Forum was held from July 11 to 13 in Punta Cana, Dominican Republic. The meeting gathered representatives from over 20 countries and territories along with several partner organizations.
Officials had two-day intense discussions aiming at bolstering the ability of member countries to identify, exclude, and respond to pests and diseases that threaten regional agriculture and natural resources and to resolve issues that might impede the trade of Caribbean agricultural products regionally and internationally.
During the meeting the OECS Commission received the Greater Caribbean Safeguarding GCSI award 2017 in recognition of initiatives and innovations that make significant contributions to furthering the goal of safeguarding the region’s agriculture and plant resources. The Commission was represented by George Alcee, Programme Officer – Agriculture.
”Receiving an award at that level is a great achievement for the Commission and the region. It is a recognition of all the endeavours which were undertaken to safeguard the Eastern Caribbean from pest and invasive species.
‘We still continue to work to enhance trade and strengthen capacity of the quarantine infrastructure and border control agencies to achieve our goal. I am thankful to the European Union for their support under the 10th EDF which allowed us to provide that level of capacity building to reduce the entry and spread of pests and invasive species in the region.
‘The USDA is also currently speaking to the OECS to offer support to the Shipping initiative ” said Mr. Alcee.
Five (5) major projects have been implemented towards the preservation of the subregion:
The training support of thirty-three (33) plant quarantine officers at the annual University of the West Indies plant quarantine training programme.
The support to training in Pest Prioritization and Pest Risk Analysis (PRA) and the Establishment of PRA units in the plant health laboratories in Saint Lucia, Dominica and St.Vincent and the Grenadines.
The improvement of Regional Pest surveillance through support to the train the trainers workshop on pest surveillance held in Grenada and the production of a pest surveillance manual for plant health technicians in the region.
The training in the Development of National Pest List and the Production of a Manual for Developing Pest List
The training and equipment support to laboratories.
Dr. Didacus Jules, Director General of the OECS said the award was a symbol of the extended efforts made by all agricultural professionals in the region to safeguard the sector as a driver of economic growth.
‘Sustainable agricultural development is an OECS priority. Through our virtual working groups we have been able to achieve major advancements in plant protection initiatives to ultimately safeguard and enhance agricultural trade within the region.
‘Furthermore, agricultural professionals are now connected through an app where they can address in real time the fulfilment of shipment quotas for international trade, the extension of purchasing links with Trinidad and Tobago, Martinique, the United States and Canada or the improvement phytosanitary standards. Dr. Jules said.

Cayman Islands Family Resource Centre hosts free interactive parenting class
The Family Resource Centre is hosting a free Interactive Parenting Class for parents/guardians of students intending to go overseas colleges and their teenagers on Wednesday, 26 July 2017.
The workshop, from 6.00 p.m. to 7.30 p.m., will be held at the Family Resource Centre on North Sound Road. The family skills session will help attendees navigate many of the pitfalls and issues prospective students may face while away at school. Topics to be covered include personal safety tips, ways to deal with roommates, money management and how to deal with possible culture shock and substance misuse.

Hayleigh Sciamonte has been located in West Bay by the police.
A member of the public who recognised her notified the police of her whereabouts.

Police are investigating a report of a missing girl who was last seen on Friday, 14 July, just before 1PM, near her home in West Bay on Grass Piece Lane.
The name of the girl is Hayleigh Sciamonte, age 12. She has brown hair, brown eyes and is of fair complexion and is 5ft 4inches. She was last seen wearing a black top with green splashes.
A pictures of her are attached however it is unclear how recent these picture are.
Officers have been searching for her throughout the district, and are appealing to the public for assistance.

Cayman Islands: Stolen Vehicle Reports 14 and 15 July

White Mercedes Benz, #154-504, Stolen from Rock Hole Road
Just before 8am on 14 July, a report was made to the police stating that a white 1998 Mercedes Benz E320, with registration plate 154-504, was stolen from an address in Rock Hole, overnight.
The vehicle was last seen on Thursday 13 July about 9am at the address of the owner. The owner of the vehicle was off island at the time that the vehicle was stolen.
The vehicle may not have any plates on, or may not be wearing it correct plates as the complainant told the police that the plates for the vehicle was stolen 2 weeks prior to the theft of the vehicle.

Stolen Black 2001 KTM#640 Motor Cycle
Police responded to a report of a stolen motor cycle on Glen Dale Drive, off South Church Street, just after 1.40am on Saturday 15 July.
The vehicle stolen was a BLACK 2001 KTM#640 motor cycle, registration number 165-126. The vehicle was driven home by the owner just after 12.30am the same morning and discovered to be stolen just after 1.30am.

1996 White Ford F250 Truck Stolen from Eastern Avenue
Police responded to a report of a stolen vehicle at the intersection of Washington Blvd and Eastern Avenue, George Town, just before 4.20am on 15 July.
The complainant told the attending officer that he park his 1996 WHITE FORD F250 TRUCK, registration number unknown, as it was recently purchased, and went into a nearby bar and when he returned he could not find the vehicle.

Camana Bay, pictured, gets a prominent mention in Travel + Leisure magazine’s latest online guide for Caribbean islands, which directs visitors to a variety of sights and attractions in the Cayman Islands.
Describing Cayman as being ideal for ‘beach bums, divers, families, food snobs, golfers and value,’ the guide highlights Stingray City and Seven Mile Beach, The Ritz-Carlton, Grand Cayman, and Le Soleil d’Or resort on Cayman Brac.

Cayman-based investment fund files for Chapter 15 protection in New York

The liquidators of a Cayman Islands-registered investment fund have filed for Chapter 15 protection in New York, saying that the company has “several business ties, discovery targets, and potential assets” in the district.

PORT OF SPAIN, Trinidad, Jul. 15, CMC – The head of Corporate Communications at Caribbean Airlines (CAL) says the emergency landing of an aircraft at St. Lucia’s Hewanorra International airport last weekend was “quite routine”
According to Dionne Ligoure, the emergency landing on Sunday afternoon was made after a warning light came on in the cockpit of the plane and not due to an engine fire as had been reported.
In response to a suggestion that it was a common thing for warning lights to come on in the cockpits of the ATR aircraft, Ligoure said it was the first time such an incident had happened with this particular plane but admitted that there had been such incidents with other ATR aircraft.
It was initially reported that the pilot of the ATR aircraft had informed airport officials of an engine fire shortly after 3:00 pm (local time) last Sunday.
The plane landed safely and was met by emergency services and there were no reported injuries among the 68 passengers aboard.
Ligoure said the cockpit crew and flight attendants followed all the proper steps and displayed professionalism in keeping the passengers calm.
Concerning the use of the aircraft in the aftermath of the incident, Ligoure said the airline business is a highly regulated one and that “independent bodies” have to inspect the aircraft after an incident.
She said the aircraft cannot return to service without “particular and rigorous” inspections being made and the affected aircraft remained on the ground so that those inspections could take place
The aircraft returned to Trinidad and Tobago on Friday after inspections were completed.
However, she could not say when the aircraft will return to service since further inspections have to be done. Caribbean Airlines has five ATRs in service.

Cayman Islands Stolen Vehicles Still Outstanding for the Month of June, 2017

In the month of June there were thirteen incidents of stolen vehicles, all within the district of George Town.
Eight of these vehicles have been recovered, and five (5) are still outstanding, as per the below:
- Light Green Hyundai, Reg. #113 161, last seen on Windsor Hill Crescent on 6 June;
- 1998 Grey Honda Civic, Reg. #126 060, last seen on Selkirk Drive on 15 June;
- Black Hatchback Honda Civic, Reg. # 105 279, last seen on Dorcy Drive on 16 June;
- 2007 Blue BMW, Reg. # 134 163, last seen roadside in Red Bay on 20 June;
- White Honda Civic Ferio, Reg. #161 406, last seen on Walkers Road on 22 June.
Police recommend that car owners take extra precautions when securing their vehicles. Aside from always locking doors and closing windows, owners may wish to consider purchasing anti-theft devices or an alarm.
Any suspicious activity seen around vehicles, especially at night, should be reported to police at 949-4222.
