The Grand Court of the Cayman Islands has granted recognition and assistance to the liquidators of an agricultural investment company who were appointed by the Hong Kong High Court – despite the company being incorporated in Cayman and there being no parallel proceedings in the islands.

Cayman Islands Football Association offers referee beginners course in October
The Cayman Islands Football Association (CIFA) is to host a referee beginners course staring on October 8.
The week-long course will be held at the George Town Primary School, with a Tuesday evening practical to be held at the Truman Bodden Sports Complex.
The course is aimed exposing participants to the intricacies of the laws of the game, including the offside rule, fouls and misconduct, match management, referee techniques, report writing and fitness techniques.
The course, which is free of charge, is open to both men and women between the ages of 18-33.

System in Caribbean could develop, approach Florida next week

The National Hurricane Center is monitoring an area of low pressure in the Caribbean, just south of Cuba, that could develop into a tropical system over the next several days.
Forecasters say the area of disturbed weather is located in the northwestern Caribbean Sea but is expected to move slowly across Cuba and approach the Florida Keys by Thursday.
The system could develop as it nears the Florida peninsula or the northwestern Bahamas on Friday or Saturday, but weaken early next week when it encounters upper-level winds, forecasters said.
There is a 10 percent for tropical development over the next two days, and 20 percent over the next five days, forecasters said.
Whether it develops into a named storm, heavy rain is forecast for Cuba, southern Florida, the Florida Keys and the Bahamas over the next several days.
ALE operators needed to support disaster relief flights in the Caribbean
Ham radio volunteers living in areas having good signal propagation into the Caribbean region are being asked to activate their home ALE (automatic link establishment) HF stations. The call is going out to ALE-equipped radio amateurs in the Caribbean islands, eastern and southeast US, Central America, and northern South America.
The activation will support the Dominica Airlift — Angels to Eden disaster relief initiative spearheaded by Brian Lloyd, WB6RQN, the Texas aviator who recently circumnavigated the globe following Amelia Earhart’s path. If you can volunteer some time to put your ALE station on the air, even on a single frequency, e-mail HFLINK.

Progress of Latin American and Caribbean Nursing Recognized in Cuba

Havana, Sep 27 (Prensa Latina) The development of nursing in Latin America and the Caribbean is now increasing, said Chilean Erika Caballero, representative of the region to the International Council of Nurses (ICN).
Although there are many problems regulating its practice and training, the progress is surprising, Caballero told Prensa Latina.
Regarding the staff preparation, there are some countries, unlike others, that have a lot of experience, but to be fair, it should be recognized that the realities are very different.
For example, the Caribbean island is at the forefront, I have said it in many places, you have a service of excellence, and I always surprised by the high professional level of Cuban nurses, he stressed.
Cuba has a significant number of nurses with scientific master’s degrees or doctors in science, and this differs from other nations in the Latin American and Caribbean region, he said.
Caballero participated in the 17th Congress, Enfermeria 2017, held last week at the Havana’s Conference Center with the attendance of representatives from more than 10 countries.
The International Council of Nurses, headquartered in Geneva, Switzerland, and founded in 1899, is a federation of 135 national associations, representing more than 13 million nurses worldwide.
Cayman Islands; 2 Men Charged with Animal Cruelty Related Crimes
A decision made by the Office of the Director of Public Prosecution (ODPP) has resulted in two men being charged in relations to an Animal Cruelty incident that took place on 13 May, 2017 (see press release below):
An 18-year-old-man of North Side has been charged with Cruelty to Animals, Causing Unnecessary Suffering and Failing to Exercise Proper Care and Supervision, according to the Animal Law (2015 Revision). The second, a 63-year-old-man, also of North Side, was charged with Causing Unnecessary Suffering and Failing to Exercise Proper Care and Supervision under the Animal Law (2015 Revision).
Both men are bailed to attend court on Tuesday 3rd October, 2017 at 10AM.
Police Respond to Complaint of Animal Cruelty in North Side, Saturday, 13 May
On Saturday, 13 May, police received a report of animal cruelty at a residential address in North Side where a dog had allegedly been set afire. Officers responded to the location and gathered information from those in the area, but the dog could not be located. Personnel from the Cayman Islands’ Humane Society also arrived and searched for the dog. Several hours later that day the animal was located and police were informed that the dog had been badly burned but was alive and being treated.
The incident is under police investigation and anyone with information is asked to call the George Town Police Station at 949-4222. Cayman Islands DEH appeals for access to garbage receptacles
The Department of Environmental Health (DEH) urges residents and business operators to ensure that garbage containers are accessible to its sanitation crews at all times.
Residents are asked to place garbage containers either at the front of the property or at a side that is accessible to the roadway. Receptacles must be stored in properly constructed enclosures and should not impede the flow of traffic.
Business owners/operators are asked to store commercial garbage containers in properly constructed enclosures, unlock access gates and provide a clear pathway for collection crews.
Garbage receptacles that are inaccessible to sanitation crews during servicing will be collected on the next scheduled day.
The DEH also reminds its residential customers to avoid placing sharp or broken objects into garbage containers as exposure to these items can pose a safety risk to its collection crews. These items should instead be separately packaged and transported to the George Town Landfill.

US: Model ‘scalped and drained of blood’ in murder unprecedented ‘outside wartime’, reveals LA autopsy

An autopsy report has revealed how a model was scalped and drained of blood, in a murder branded unprecedented “outside of wartime”.
Comic book writer Blake Leibel, 35, is charged with the murder of the mother of his child, Ukrainian-born Iana Kasian, 30.
She died of exsanguination — being drained of her blood — according the medical documents, and blunt force trauma to the head.
She is also believed to have been tortured for hours in a knife attack in a Los Angeles apartment.
Dr James Ribe, of the Los Angeles County Coroner’s office, gave a harrowing description of Ms Kasian’s death in an autopsy report.
“[Her] entire scalp was traumatically absent and was not found, was not present with the body. Her skull had been stripped down to the surface of the bone … there was no scalp present except for little bits in the back of the neck,” he said, according to the Toronto Sun.
“Also portions of the right side of her face were torn away including the right ear and part of the posterior face on the right side, all the way down the jawline.”
Dr Ribe also said there were bruises and abrasions on Ms Kasian’s face, including a human bite mark.
In a grim twist, the autopsy also revealed Ms Kasian “lived for at least eight hours approximately after receiving the scalp injury and the bruise to the collarbone.”
Dr Ribe said: “I have never seen this before. And I doubt hardly any forensic pathologists in this country or abroad have even seen this, outside of, perhaps, wartime … it’s extremely rare.”
Mr Leibel, a Toronto native, is charged with murder, mayhem, aggravated mayhem and torture.
His lawyers are reportedly planning to argue he is mentally unfit for trial.

UPDATE: Cayman Islands: Man found deceased Wed (20) morning near Eden Rock named
The RCIPS have said they can officially identified the Indian man who died suddenly last Wednesday now that his family has been notified of his death and is in communications with the police. He was 37-year-old Melito Fernandes, who worked for a local security company. See original story below:

Just past 3:40AM this morning, 20 September, the 9-1-1 Communications Centre received a report of a medical emergency at the waterfront in the vicinity of Eden Rock. Police and emergency personnel responded to the location, where a man was found unresponsive at the rear of the dive shop. The man was transported to Cayman Islands hospital, where he was pronounced dead.
The incident is under police investigation and anyone with any information is asked to call GTPS at 949-4222. Police are still on scene conducting enquiries.
The deceased was 37 years old and from India. Given the fact that contact with relatives is currently being established, the RCIPS is requesting that media do not publish the name of the deceased before relatives are able to be appropriately informed.

NWDA to Visit Cayman Brac
Representatives from the National Workforce Development Agency (NWDA) will visit Cayman Brac this Wednesday through Friday (27-29 September 2017) to hold workshops and meet with both jobseekers and employers.
Officials will assist with online registration for their Job Link Programme from 9 a.m. to 5 p.m. on Wednesday and Thursday, and until 2 p.m. on Friday at the DLP Office, 256 Creek Road.

Cayman Islands: Closure of DEH’s Offices
The Department of Environmental Health (DEH) wishes to advise the public that both of its Grand Cayman offices will close at 12.30 p.m. on Wednesday, 27 September 2017 to facilitate a staff meeting.
The Cayman Brac office and the George Town landfill will both operate with limited staff from 12.30 p.m. until their normal closing hours. Businesses that need to dispose of large amounts of waste at the George Town landfill are asked to do so before the 12.30 p.m. closure. The 24 hour public drop-off site will, however, remain open to facilitate disposal of small amounts of waste from residential customers.
All DEH offices and the George Town landfill will resume normal business on Thursday, 28 September 2017.
The department seeks your understanding and apologises for any inconvenience caused by this closure.

Hurricane Irma Appeal launched by Cayman Islands Red Cross
The Cayman Islands Red Cross (CIRC) is launching its Hurricane Irma appeal in light of the devastation suffered by the Eastern Caribbean islands as the storm continues to wreak havoc throughout the region.
“We really don’t know the extent of the damage as full assessments haven’t been conducted yet, but based on what we have seen and heard Irma has been catastrophic for several nations,” explains CIRC Director Jondo Obi. “The Anguilla Red Cross has lost its headquarters, and as has now been widely reported the island of Barbuda has basically been declared uninhabitable,” she continues.
“We are still working on establishing contact with our counterparts throughout the region, and those with whom we have reached have stated that they are physically well but emotionally devastated,” adds Mrs. Obi.
The CIRC’s Irma appeal is strictly for monetary donations, and the organisation urges residents *not* to make arrangements to send supplies to the affected areas.
“The arrival of unsolicited donations into a disaster zone is at times referred to as the second disaster,” explains Deputy Director Carolina Ferreira. “The items that most people would like to donate, like clothing, shoes, household items and toys, are not a priority in the immediate aftermath of a catastrophe, and when they arrive into affected areas they create numerous problems for workers on the ground,” she explains.
Unsolicited donations are not only difficult and costly to send, but in areas where major ports have been affected and alternative locations are being utilised they become difficult for organisations to access and collect, if they are even made aware of their existence at all. Furthermore clearing and collecting such goods means diverting personnel and equipment away from more pressing tasks, like damage assessments. There is also the issue of sorting and storage, as such widespread devastation means that many buildings have been affected and there is a shortage of space. Lastly, often times the affected population is not in a position to be able to receive these goods at the time when they are sent.
“The Cayman Islands Red Cross is a branch of the British Red Cross, and the funds we collect here go directly to the most affected areas as part of the larger appeal by the British Red Cross and the International Federation,” adds Keith Ford, Disaster Manager for the organisation. “The people of these Eastern Caribbean islands are already going to need a lot of help, but the truth is that Jose is following closely behind a similar path and set to turn into a major hurricane itself. We must help.”

Cayman Islands’ Green Iguana Cull extended
The Department of Environment wishes to announce that this year’s green iguana cull is to be extended until the end of November 2017.
Although contracts to cullers were issued with a provisional end date of 31 August 2017, availability of funds is sufficient to allow current culling contractors to continue until the end of November. Terms of contracts and payment rates will remain unchanged.
Culling contractors and other interested parties are asked to carefully note the following deadlines and arrangements:
1. No new contractors will be signed up after 5 p.m. on 31 August, 2017.
2. The green iguana raffle will close on 31 August 2017. Participants will be invited to attend the closing draw.
3. No contractor reports of culled iguanas will be accepted for payment after 5 p.m. on 30 November, 2017.

Cayman Islands: Garbage fees reminder
The Department of Environmental Health (DEH) is urging business operators, owners and strata to pay their outstanding garbage fees and to ensure their properties meet DEH’s standards.
Businesses or properties (including plazas and strata with a central waste-management container) with accounts still in arrears, or that do not otherwise meet the DEH’s requirements, will not be recommended by the DEH for approval to either the Trades and Businesses Licensing Board, the Hotels Licensing Board, or the Liquor Licensing Board, during the upcoming scheduled board meetings, unless all fees and other DEH requirements are in compliance.
All other non-licensing properties/strata with outstanding garbage fees should also promptly settle these arrears to avoid disruption of waste collection services and the implementation of other actions.
Payments can be made at any of the local post offices or at the DEH’s main office at 580 North Sound Road from 8.30 a.m. to 5 p.m., Monday to Friday. In the Sister Islands, payments can only be made at the District Administration office.
