Cayman Islands Customs Registration of Importers Begins Monday (16)
To help importers start using a system for entry declaration, the Customs Department will start registering importers. The registration takes place from Monday, 16 October 2017 until 27 October 2017, from 8:30am to 4:00pm, Monday to Friday, on the 1st floor of Customs Headquarters, located at #42 Owens Roberts Drive (locally known as Airport Road).
Only after registration and formal recognition by Customs as an importer can they access the new online electronic system for entry declaration that comes into effect on 1 November 2017. Importers have to complete and submit entries electronically to Customs using the new gateway portal COLS (Customs Online System), which they will be able to access through the website www.customs.gov.ky.
To be registered, each individual has to visit Customs headquarters in person and provide relevant information including a government-issued identification, e.g., driver’s licence or passport.
Additionally, companies and businesses will have to provide their business licence and/or company registration, including directorship.

Cayman Islands DCI to Close Early on 13 October 2017
The Department of Commerce and Investment (DCI) in Grand Cayman, including its Business Licensing Counter on the first floor of the Government Administration Building, will close at 12.30 pm on Friday, 13 October 2017 for staff training.
DCI’s main office will reopen on Monday, 16 October 2017 at 8.30 am, and the counter will reopen at 9 am.

Mattis: NBC Report Is False, Erroneous, Irresponsible

Defense Secretary James Mattis rebuked an NBC News report that President Donald Trump wanted to increase the U.S. nuclear arsenal “tenfold” after a meeting with defense officials in July.
“Recent reports that the president called for an increase in the U.S. nuclear arsenal are absolutely false,” Mattis said in a statement, Military.com reported. “This kind of erroneous reporting is irresponsible.”
The NBC News report on the July 20 meeting rekindled a feud between the outlet and Trump.
According to Military.com, Mattis does not often comment on the president’s statements, but found it necessary to put out his own statement on the issue.

Former Barbados Governor-General Sir Clifford Husbands is dead

BRIDGETOWN, Barbados (CMC) — Barbados’ sixth and longest serving Governor-General, Sir Clifford Husbands died suddenly at his home late Wednesday.
Husbands, 91, served as the head of state from 1996 — succeeding Dame Nita Barrow— until his retirement in October 2011.
A lawyer by profession, Husbands also served as deputy registrar, director of public prosecutions as well as Supreme Court judge.
In recognition of his long and outstanding legal and judicial service to Barbados, he received the highest national honour in 1995 and was made a Knight of St Andrew.
He was predeceased by his wife, Lady Ruby Husbands.

Caribbean Airlines names new CEO

Trinidad and Tobago-based Caribbean Airlines has named a new Chief Executive Officer, the company announced Tuesday.
The airline has named Garvin Medera as its new CEO, effective immediately.
Medera comes to the company after having served most recently as CEO of Digicel Play, a position he held since December 2015.
Medera succeeds acting CEO Captain Jagmohan Singh who had been serving as the company looked for a permanent CEO. Singh had been serving since Oct. 2016.
“The Board and employees look forward to the innovation and collective capabilities that would be developed under the leadership of the new CEO,” the company’s board said in a statement.

NASA mission will study Earth’s ‘breathing’ from space

A satellite will monitor plant life to see how it influences the planet’s carbon cycle.
Scientists know that the Earth “breathes” carbon, particularly through plants that absorb carbon through photosynthesis when they’re healthy and give it up when they lose their leaves or die. They haven’t had an extremely detailed look at that breathing cycle, however, which is where NASA and the University of Oklahoma come into play. They’re launching a satellite mission, the Geostationary Carbon Cycle Observatory, that will both study plant health as well as the exchange of key gases (carbon dioxide, carbon monoxide and methane) between the land and the atmosphere.
The satellite will float 22,000 miles above the equator and examine both solar-based fluorescence (a sign of changes in photosynthesis and plant stress) as well as gas levels in the atmosphere. At a ground resolution of 3 to 6 miles, the mission promises “unprecedented detail” — it’ll show just where carbon is coming from and where it’s going.
There’s no mention of a specific launch date. However, NASA expects to spend $166 million on the mission over the next 5 years. That’s not a trivial amount, but it could pay dividends if it gives researchers a much better understanding of both Earth’s natural rhythms and our effect on them through deforestation.

Cayman Islands George Town landfill reopens

The Department of Environmental Health (DEH) wishes to advise the public that the George Town Landfill was reopened on Saturday, 7 October 2017.
Some repair work is still ongoing and haulers of small waste loads are still urged to utilise the 24-hour public drop-off site at the entrance of the landfill, until further notice.
The DEH thanks the public for their patience and cooperation during the recent temporary landfill closure and apologises for any inconveniences that may have occurred.

Cayman Islands: Reminder to Mobile Liquor Licence Holders
Holders of retail mobile liquor licences are reminded of their obligation under the Liquor Licensing Law (2016 Revision) and Music And Dancing (Control) Law (2012 Revision), to avoid any potential breaches of these laws.
The Chairman of the Liquor Licensing Board reminds all mobile licensees to comply with the laws and that the licence is restricted to mobile bartending and limited to private and organised events or functions. No street-side vending is allowed. The licence holders must also comply with permitted hours and any other conditions listed on the licence to avoid actions by the Board. Failure to comply could result in recommendations by the Board to revoke such licences.
Licence holders are also reminded of their responsibility to notify the Chairman through the Department of Commerce and Investment (DCI) at least seven days in advance of events hosting 49 or more persons and give at least 24 hours’ notice during business hours for events hosting 49 or less persons. Notification can be sent via email to [email protected] and should include all relevant details of the event.
Licensees are further advised that under the Music and Dancing (Control) Law (2012 Revision), Section 9 subsection (2), the Chairman may, from time to time, grant extensions of permitted hours in respect of special occasions either generally or in the case of a particular licence. Request for extensions will be processed through the Secretariat.

FORT JACKSON, S.C. (AP) — Military officials say two soldiers are dead and six are hurt after a military vehicle struck them while they were in formation at an Army base in South Carolina.
Fort Jackson officials say two of the six soldiers injured Friday afternoon were in critical condition and all of the soldiers hurt were taken to a hospital off the base near Columbia.
The statement from Fort Jackson called the incident a “tragic accident,” but did not give details about where the wreck happened or the type of vehicle involved.
Fort Jackson says the names of the soldiers killed will be released after families are notified.
The Army says it has started a thorough investigation.
Fort Jackson is the Army’s largest training instillation, with more than 50,000 recruits assigned there each year.
Jamaica to strengthen multi-destination arrangement with Cuba

KINGSTON, Jamaica – Jamaica’s Minister of Tourism, Hon. Edmund Bartlett received a courtesy visit from Cuba’s Ambassador to Jamaica, His Excellency Bernardo Guanche Hernández as they conversed about strengthening the memorandum of understanding for multi-destination tourism, which was signed between the two countries last year.
The Minister also used the opportunity to thank Mr. Hernández for his service, after it was revealed during the discussions that his tenure in Jamaica would soon come to a close.
The visit took place on October 3, 2017, at the Minister’s New Kingston offices.

Jamaican imprisoned in Cayman Islands to be returned to Jamaica to face murder charge
Jamaican O’Brian Odane (O’Dane) Ellis (29), wanted in his home country in connection with a December 2016 killing of Steadman Sterling, will be returned under escort from Cayman Islands after his current prison sentences expire on Oct. 11th for illegal landing.
The magistrate imposed a term of five days for possession of 19.93 ounces 19.93 ounces and ordered it to run concurrently with the sentence for illegal landing.
Ellis had sought a declaration from the Cayman Islands Grand Court claiming an order to return to Jamaica would violate his right to life as well as violate prohibitions against torture and inhumane treatment as set out in Cayman’s 2009 Constitution Order.
On Sept. 12th in the Cayman Islands Grand Court the matter was heard but made no finding. It was adjourned.

Cayman Islands Pirates Week food handlers training 2017
The Department of Environmental Health (DEH) advises the public that it will be conducting two basic Food Handlers’ Certification Courses for Pirates Week food vendors on Wednesday, 25 October and Thursday, 26 October 2017. Each course will commence at 9 a.m. and continue until 4 p.m. Sessions will be held at the DEH Conference Room which is located at the Cayman Islands Environmental Centre, 580 North Sound Road, Grand Cayman.
The DEH urges all food handlers needing to update their certification before Pirates Week to register early for one of these courses as there is limited space available. The cost of registration for each course is $15 per person and includes the cost of materials.
At the end of the course, food handlers will be certified in safe food handling and be able to prevent the spread of food-borne illness and disease. Certification is valid for three years.

Hurricane Irma Appeal launched by Cayman Islands Red Cross
The Cayman Islands Red Cross (CIRC) is launching its Hurricane Irma appeal in light of the devastation suffered by the Eastern Caribbean islands as the storm continues to wreak havoc throughout the region.
“We really don’t know the extent of the damage as full assessments haven’t been conducted yet, but based on what we have seen and heard Irma has been catastrophic for several nations,” explains CIRC Director Jondo Obi. “The Anguilla Red Cross has lost its headquarters, and as has now been widely reported the island of Barbuda has basically been declared uninhabitable,” she continues.
“We are still working on establishing contact with our counterparts throughout the region, and those with whom we have reached have stated that they are physically well but emotionally devastated,” adds Mrs. Obi.
The CIRC’s Irma appeal is strictly for monetary donations, and the organisation urges residents *not* to make arrangements to send supplies to the affected areas.
“The arrival of unsolicited donations into a disaster zone is at times referred to as the second disaster,” explains Deputy Director Carolina Ferreira. “The items that most people would like to donate, like clothing, shoes, household items and toys, are not a priority in the immediate aftermath of a catastrophe, and when they arrive into affected areas they create numerous problems for workers on the ground,” she explains.
Unsolicited donations are not only difficult and costly to send, but in areas where major ports have been affected and alternative locations are being utilised they become difficult for organisations to access and collect, if they are even made aware of their existence at all. Furthermore clearing and collecting such goods means diverting personnel and equipment away from more pressing tasks, like damage assessments. There is also the issue of sorting and storage, as such widespread devastation means that many buildings have been affected and there is a shortage of space. Lastly, often times the affected population is not in a position to be able to receive these goods at the time when they are sent.
“The Cayman Islands Red Cross is a branch of the British Red Cross, and the funds we collect here go directly to the most affected areas as part of the larger appeal by the British Red Cross and the International Federation,” adds Keith Ford, Disaster Manager for the organisation. “The people of these Eastern Caribbean islands are already going to need a lot of help, but the truth is that Jose is following closely behind a similar path and set to turn into a major hurricane itself. We must help.”

Cayman Islands’ Green Iguana Cull extended
The Department of Environment wishes to announce that this year’s green iguana cull is to be extended until the end of November 2017.
Although contracts to cullers were issued with a provisional end date of 31 August 2017, availability of funds is sufficient to allow current culling contractors to continue until the end of November. Terms of contracts and payment rates will remain unchanged.
Culling contractors and other interested parties are asked to carefully note the following deadlines and arrangements:
1. No new contractors will be signed up after 5 p.m. on 31 August, 2017.
2. The green iguana raffle will close on 31 August 2017. Participants will be invited to attend the closing draw.
3. No contractor reports of culled iguanas will be accepted for payment after 5 p.m. on 30 November, 2017.
