Cabinet Post Meeting Summary
His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 23rd August, 2022 in the Cabinet Conference Room, Government Administration Building.
Mr Dwayne Seymour, acted as Temporary Minister for Education, District Administration and Lands and Ms. Reshma Sharma, acted as Attorney General. All other Ministers and Members of Cabinet were present.
At this meeting Cabinet:
- Confirmed approval granted by circulation on 15th August 2022 for the presentation of the Traffic (Amendment) Bill, 2022 to the House of Parliament;
- Confirmed approval granted by circulation on 16th August 2022 to the claim of beneficial ownership in relation to Block 43D Parcel 159 and the transfer of the property to the beneficial owner;
- Confirmed approval granted by circulation on 16th August 2022 of the terms of the lease and extension of the existing lease in relation to Block 14BH Parcel 89;
- Confirmed approval granted by circulation on 16th August 2022 for the transfer of $340,000 to TP 86 – Sister Islands Beaches and Community Clean-up Programme from the 2023 budget to the 2022 budget in accordance with section 9(5) of the Public Management and Finance Act (2020 Revision);
- Confirmed approval granted by circulation on 16th August 2022 for the temporary waiver of SAT scholarship requirements for the upcoming Fall 2022 semester;
- Approved the temporary waiver of grade requirements for students who have applied for and received conditional approval to begin under-graduate studies overseas for the Fall 2022 term at accredited and recognised educational institutions;
- Approved the short list of options to be taken forward for the development and analysis in the Lighthouse School Expansion Strategic Outline Case stage; recommended the affordability range of CI$19.6 – $20.6 million and the procurement of external consultants to undertake the Outline Business Case;
- Approved the issuance of drafting instructions to amend the Exempted Limited Partnership Act (2021 Revision);
- Approved the issuance of drafting instructions to amend the Companies Act (2022 Revision);
- Approved a comprehensive review of the SEZ regime, the production of a findings report and preparation of drafting instructions for legislation and regulations based on the review findings;
- Approved for the Hon Minister for Health and Wellness to request the extension of the Framework Convention on Tobacco Control to the Cayman Islands;
- Reviewed and noted the Cayman Islands Health Services Authority Annual Report and Audited Financial Statement for the year ended 31st December 2021 and authorised the responsible Minister to present the Annual Report and Audited Financial Statement to Parliament;
- Approved the advancing of the proposal to amend the Development Plan for West Bay, Block 11B Parcels 55, 58 and 79 from Neighbourhood Commercial to Hotel/Tourism to Parliament for consideration;
- Approved the publication of the Declaration of Intent Notice to acquire Land for Public Road Construction and Declaration of Classification of Land as Public Road as depicted by Boundary Plan No 635 and defined by Prescribed Composite Map No 340 for Block 43A Parcel 346 and Block 43D Parcels 10, 11 and 195;
- Approved an application to register Articles of Clerkship pursuant to Regulation 16 (b) of the Legal Practitioners (Students) Regulations (2018 Revision);
- Confirmed approval granted by circulation on 19th August 2022 of the Control of Covid-19 (Travel) (No.3) (Amendment) Regulations, 2022 and the Control and Management of Covid-19 (No.4) Regulations, 2022;
- Confirmed approval granted by circulation on 22nd August 2022 of the definition of “Volunteerism and Charitable Service” and the eligibility criteria for the National Heroes Day 2023 theme as well as the appointment of the following persons to the National Heroes Day Committee: Alanna Warwick-Smith, Tanisha Wilson, Hon Mary Lawrence, Mitzi Tomlinson, Ann Kirchman, Kimberly Walton, Nickolas DaCosta, Carl Brown, Chief Officer Ministry of Culture (Chair), Deputy Chief Officer Ministry of Culture (Deputy Chair), Senior Policy Analyst Ministry of Culture, Secretary Ministry of Culture, Communications and Public Affairs Manager Ministry of Culture, Protocol Officer (Protocol Office);
- Approved the Control of Covid-19 (Travel) (No.3) (Amendment) (No.2) Regulations, 2022;
- Noted the update on climate change policy review;
- Noted the Climate Change Risk Assessment Public Survey results Report;
- Noted the Financial Report for the period 1st January 2022 – 31st July 2022;
- Noted new posts for Ministry of Financial Services and Commerce Compliance and Enforcement functions; and
- Noted the 2021 Annual Report of the Cayman Islands Independent Monitoring Board.
