Cayman: Appointments to the Judicial and Legal Services Commission

Her Excellency the Governor Jane Owen is pleased to announce two new appointments to the Judicial
and Legal Services Commission (JLSC):

1. Chairman – Mr. Julien (Nick) Freeland

a. Mr. Freeland has been appointed as Chairman of the JLSC under Cayman Islands Constitution Order 2009 s.105(1)(a), effective 9 January 2024 to 8 January 2028.Chairman Freeland succeeds former Chairman Mr. Ormond Williams, whose tenure ended on 31 December 2023.

2. Member – Mrs. Frances (Myrtle) Brandt KC

a. Mrs. Brandt has been appointed as a Member under s.105(1)(e) from 10 January 2024 to 9 January 2028. Member Brandt succeeds former Member Mr. Langston Sibblies, whose tenure ended on 31 December 2023.

The JLSC is an independent body established under Section 105 of the Cayman Islands Constitution Order 2009 and has an important role to play in upholding democracy and supporting good governance in the Cayman Islands. One of the primary functions of the JLSC is to make recommendations to the Governor pertaining to decisions about the judicature and senior members of the Government’s legal services.

Mr. Freeland and Mrs. Brandt join existing JLSC Members: President of the Court of Appeal Sir John
Goldring s.105(1)(b), Chief Justice Margaret Ramsay-Hale s.105(1)(c), Justice Adrian Saunders
s.105(1)(d), Dame Janice Pereira s.105(1)(d), and Mr. Guy Locke s.105(1)(e). The current complement
of the JLSC is seven, with the intention of appointing an additional Member under s.105(1)(a) as soon
as possible which will bring the full complement of the JLSC to eight.

NOTES:

Nick Freeland, FCA, TEP has a history of leadership on a number of boards and committees in both
the private sector and public sector. He served over 30 years with the firm PricewaterhouseCoopers
(PwC), including as Territory Senior Partner from 2004-2011 and Chairman of PwC’s Caribbean region
from 2010 to retirement in 2011. Mr. Freeland currently serves on the boards of directors of the
London & Amsterdam Trust Company, Vanguard Risk Solutions Limited, RF Holdings Limited, Fidelity
Bank & Trust International Limited, Special Olympics Cayman Islands, and the Council of the Cayman
Islands Stock Exchange. Previous appointments include: Chairman of Special Olympics Cayman Islands,
Chairman of the Central Tenders Committee, Director of the Public Service Pensions Board, President
of the Cayman Islands Society of Professional Accountants, and President of Rotary Club of Grand
Cayman.

Myrtle Brandt, KC, was called to the Guyana Bar in 1975. Her expertise is in Legislative Drafting, an
area in which she has been immersed since 1977, with extensive regional experience throughout the
Caribbean. Mrs. Brandt joined the Legislative Drafting Department of the Cayman Islands Government
in 1999, and was head of the Department as First Legislative Counsel from 2001 until her retirement
in 2017. She was appointed Queen’s (now King’s) Counsel in 2017. Mrs. Brandt continues to provide
consultancy services on various projects.
