Cayman Premier Leads Delegation to Samoa for Commonwealth Heads of Government Meeting

(18 October 2024, Grand Cayman) – The Cayman Islands will be proudly represented by The Honourable Premier Juliana O’Connor-Connolly and Chief Officer Eric Bush of the Ministry of Planning, Agriculture, Housing, Infrastructure, and Development (PAHITD) at the upcoming Commonwealth Heads of Government Meeting (CHOGM) 2024 in Apia, Samoa.


This invitation from Lord Marland of Odstock, Chairman of the Commonwealth Enterprise and Investment Council (CWEIC), and Stephen Doughty, Minister of State for Europe, North America, and the UK Overseas Territories, underscores Cayman’s growing influence within the Commonwealth and its Overseas Territories.


Premier O’Connor-Connolly will participate in sessions including “Reducing Barriers to Trade” and the “Island Nations Leaders Roundtable” as the Premier of the Cayman Islands, focusing on strategies for economic cooperation among small island states. Additionally, in the role of President of the United Kingdom Overseas Territories Association (UKOTA), the Premier will represent UKOTA at the “VVIP CWEIC and Sustainable Markets Initiative CEO-Leaders” event. This gathering, which will be attended by His Majesty King Charles III and Her Majesty Queen Camilla, Queen Consort of the United Kingdom, provides an unparalleled opportunity to explore sustainable market initiatives and strengthen global partnerships to promote economic resilience.

Reflecting on these discussions, Premier O’Connor-Connolly stated, “As the Cayman Islands takes its place among Commonwealth nations at CHOGM, I am deeply honoured to bring our voice to these critical discussions on trade, sustainability, and resilience. By engaging in sessions focused on reducing barriers to trade and collaborating with fellow island leaders, we stand ready to champion the needs of small territories. Our participation reaffirms our unwavering commitment to building pathways to prosperity and stability for Caymanians. Chief Officer Eric Bush, who received a direct invitation from Lord Marland to attend CHOGM, remarked, “It is a privilege to represent Minister Jay Ebanks and the Ministry of PAHITD at this significant global forum. Engaging in discussions on resilient infrastructure allows us to address the unique challenges faced by small island states and opens doors for networking on a global scale. By participating in these high-level exchanges, we position the Cayman Islands as a key player in sustainable development, unlocking opportunities for future partnerships that will benefit our communities and enhance Cayman’s international profile.”


Her Excellency the Governor Jane Owen expressed her support for Cayman’s participation, stating, “It is significant that Cayman has been invited by our Minister to represent the Overseas Territories at this important global event. At the current President of the United Kingdom’s Overseas Territories Association (UKOTA), Premier O’Connor-Connolly will represent the voice of the OT family at CHOGM 2024, as the gathering addresses critical global challenges, from economic cooperation to sustainability. The Premier and Chief Officer will be supported by Head of Communications and Public Relations for PAHITD, Anne Kensington-Lott, and Senior Special Advisor, Darrel Rankine, who will provide essential communication and strategic support during the event.


The Cayman delegation also includes CARICOM Youth Ambassador Vanessa Burke, who will attend both the Youth and Women’s sessions, bringing valuable insights on resilience and sustainability. Her participation aligns with Cayman’s commitment to sustainable growth, climate adaptation, and empowering youth across the Commonwealth.


CHOGM 2024, themed “One Resilient Common Future: Transforming our Common Wealth,” emphasizes shared goals for sustainable development. The Cayman Islands will also participate in the Commonwealth Business Forum, Women’s Forum, and Youth Forum, reinforcing its leadership on environmental stewardship, economic resilience, and inclusive growth.
