CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY
A meeting of the Cabinet was convened on Tuesday, 3rd December, 2024 in the Cabinet Conference Room, Government Administration Building.
Solicitor General, Ms Reshma Sharma acted for the Hon Attorney General and Acting Deputy Chief
Officer, Mrs. Krista Seymour-Mohammed acted for the Cabinet Secretary. All other Ministers and
Members of Cabinet were present.
At this meeting Cabinet:
- Confirmed approval granted by circulation on 15th November 2024 for the lease of office premises
for the Royal Cayman Islands Police Service; - Confirmed approval granted by circulation on 18th November 2024 of the Public Service Pensions
(Contribution Rates) Regulations, 2024 and the Parliamentary Pensions (Contribution Rates)
Regulations, 2024; - Confirmed approval granted by circulation on 18th November 2024 pursuant to sections 11(5) and
11(6) of the Public Management and Finance Act (2020 Revision) to increase SCR 3 –
Environmental Services and Research for 2024 fiscal year by CI$100,000; - Approved pursuant to section 48 of the Public Authorities Act (2020 Revision) for the Cayman
Islands National Insurance Company to award its employees a 5% Cost of Living Adjustment
effective January 2025 and a one-off $2,000 honorarium in December 2024; - Approved pursuant to section 159 of the Companies Act (2023 Revision) for the following
companies to make application to the Grand Court for restoration to the Cayman Islands Register
of Companies: Cape Alta Limited, CI Capital Investors GP II (Cayman) Ltd, Dark Pool Investment
Limited, KR Global Ltd, Parasol Capital Limited, Redstone Holdings Ltd, Research (International)
Limited, Seachoice Ltd, Taylor Foster Sons Ltd and Viaduct Ventures GP; - Recommended the transfer of Crown land to the Sister Islands Affordable Housing Development
Corporation for use for affordable housing; - Approved for NRA to open a public road in Lower Valley registration district and publication of
the declarations pursuant to sections 3 and 6 of the Roads Act (2005 Revision); - Approved an exemption under section 53(1)(b) of the Immigration (Transition) Act (2022
Revision); - Approved the appointment of the following members to the Management Board of the Cayman
Islands National Museum: Susan Arch-Parson, Chair; Daniel Reid, Member; Lyle Frederick,
Member; Kaitlyn Elphinstone, Member; Colleen Burke, Member; Teresa Merren, Member; and
Chief Officer or Designate, Ministry with responsibility for the National Museum, Member (non-
voting);

Gallery of the Cayman Islands: Susan Olde, MBE – Chair; Jennifer Dilbert, MBE – Member; Carl

CI$152,398 and increase HAF 6 – Regiment Service by CI$152,398; - Approved a one-time ex gratia payment to Pensioners of $500 and approved pursuant to sections
11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) to increase OE 19 –
Ex-Gratia Recipients Plan Payments by $1,282,000; - Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase OE 105 – Settlement of Claim by $42,552; - Approved pursuant to section 3 of the Notaries Public Act (2023 Revision) the appointment of the
following persons as notaries public: Stuart Bostock; Maria Ferrao; Allain Forget; and Colin
Robinson; - Confirmed approval granted by circulation on 29th November 2024 of the Beneficial Ownership
Transparency (Legitimate Interest Access) Regulations, 2024 and the Government Motion for the
Regulations to be considered for affirmative resolution in the next meeting of Parliament; - Confirmed approval granted by circulation on 29th November, 2024 for the Customs Tariff
(Amendment of Schedule 2) Order, 2024 to come into force on 1st December 2024 through 6th
January 2025; - Confirmed approval granted by circulation on 29th November 2024 for the 2025 Cost of Living
Adjustments and 2024 Honorarium for all public servants and to increase the minimum salary of
full-time civil servants; - Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to decrease DAT 17 – Tourism Support, Training, Promotional and Advertising
Activities by $195,000 and increase TP 12 – Tourism Scholarships by $170,000 and increase TP
13 – Ms. Cayman Scholarships by $25,000; decrease TP 80 – Support for Business Initiatives by
$150,000 and increase TP 67 – Sports and Culture Tourism Programmes by $150,000; - Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to reduce ITI 3 – Digital Services, Strategy and Business Investment Services by
$805,000, increase TP 41 – Financial Assistance by $435,000 and increase TP 47 – Ex-Gratia
Benefits to Seafarers and Veterans by $370,000; - Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to reduce ITI 3 – Digital Services, Strategy and Business Investment Services by
$88,000, increase CAY 2 – Children and Youth Services Foundation by $88,000; - Approved for the National Roads Authority to open a public road in East End and publication of
the declarations pursuant to sections 3, 5 and 6 of the Roads Act (2005 Revision); - Approved for the National Roads Authority to widen Frank Sound public road at the south junction
and publication of the declarations pursuant to sections 3 and 6 of the Roads Act (2005 Revision); - Approved the establishment of the Commonwealth Enterprise and Investment Council hub in the
Cayman Islands; - Approved the Development and Planning (Waiver of Permission for Development) Order, 2024 to
waive the requirement to obtain planning permission for the development of a detention facilities in
Cayman Brac; and - Noted the Policy Directives to the Department of Financial Assistance.
