CONCACAF Announces the appointment of 21 committees

Wide Representation of CONCACAF’s Member Associations in all Functional Areas

MIAMI (Monday, April 15, 2013) – The Confederation of North, Central America and Caribbean Association Football (CONCACAF) announced today the appointment of 21 of the Confederation’s committees. The committees are composed of representatives from across CONCACAF’s member associations, assuring a wide and diverse representation from the region.

“The decisions made regarding CONCACAF should always include the participation of our Member Associations,” said Jeffrey Webb, President of CONCACAF. “We are delighted to have received full acceptance from experts in the different disciplines within our region that come from both inside and outside the football family.  Together, we look forward to continuing to set the foundations for football development in our region.”

These appointments, in addition to the previously announced committees (Audit and Compliance, Finance, Gold Cup, and Integrity), round out 25 working groups contributing to all decisions made regarding all functional areas of the Confederation.

Below is the list of the recently announced committees.

1. Administration Panel Committee

The Administration Panel Committee serArchivo-CONCACAF-MapaFutbolves as a good governance safeguard for the proper administrative functioning of the Confederation as a whole and in its various administrative parts. Among its diverse functions, the Administrative Panel Committee may serve as a go-between and provides a regulating function among separate administrative entities within the Confederation.

Chairman: Sunil Gulati (United States); Vice Chair: Alfredo Hawit (Honduras); Members: Peter Montopoli (Canada), Livingston Bailey (Cayman Islands), Guy Roch (Guadeloupe), Javier Atala (Honduras), Yon de Luisa (Mexico), Brian Remedi (United States) and John Sutter (United States).

2. Appeal Committee

The Appeal Committee serves to assess all appealed sanctions imposed within the CONCACAF region. The Appeal Committee wouUnknownld be the last step in the appeal process for community or administrative sanctions before arbitration.

Chairman: Larry Mussenden (Bermuda); Vice Chair: Hector Trujillo (Guatemala); Members: Charlie Cuzzetto (Canada), Nathania Rankin (Cayman Islands), Karem Samuel (Grenada), Emanuel Cantave (Haiti), Jose Brenes (Puerto Rico), Navine Fleming (Anguilla), Anthony Johnson (Saint Kitts and Nevis) and Oliver Smith (Turks and Caicos).

3. Associated Competitions (Olympics) Committee

The Associated Competitions (Olympics) Committee shall organize the Associated Competitions and Olympic Football Tournaments in compliance with the provisions of the regulations applicable to these tournaments.

Chairman: Justino Compeán (Mexico); Vice Chair: Horace Burrell (Jamaica); Members: Raymond Guishard (Anguilla), Osiris Guzman (Dominican Republic), Lyndon Cooper (St. Lucia), Raymond Tim Kee (Trinidad and Tobago), Richard Groff (United States), Maurice Victoire (Martinique) and Wayne James (Grenada).

4. Beach Soccer Committee

The Beach Soccer Committee shall organize all Beach Soccer Championships in compliance with the provisions of the regulations applicable to these competitions, the list of requirements and the organizing Association agreements.

Chairman: Justino Compeán (Mexico); Vice Chair: Horace Burrell (Jamaica); Members:  Anton Sealy (Bahamas), Mark Campbell (Cayman Islands), Philip White (Dominica), Carlos Mendez Jr. (El Salvador), Ruperto Vicente (Belize) and Hillaren Frederick (US Virgin Islands).

5. Club Championships Committee

The Club Championships Committee shall organize all Club Championships in compliance with the provisions of the regulations applicable to these competitions, the list of requirements and the organizing Association agreements.

Chairman: Justino Compeán (Mexico); Vice Chairman: Horace Burrell (Jamaica); Members: Everton Gonsalves (Antigua and Barbuda), Juan Rojas (Costa Rica), Gerardo Villa Sr. (Guatemala), Yves Jean-Bart (Haiti), Decio de Maria (Mexico), Ramon Cardoze (Panama), Richard Groden (Trinidad & Tobago) and Nelson Rodriguez (United States).

6. Competitions Group of Committees

The Competitions Group of Committees includes the various committees formed for the purpose of organizing and supervising the Confederation’s championship tournaments at all levels and for both genders. These include but may not be perpetually limited to: Associated Competitions, Beach Soccer, Club Championship, Five-A-Side, National Team Events, Women’s Championships and Youth Championships Committees.

7. Disciplinary Committee

The Disciplinary Committee shall preside over disciplinary matters where tournaments other than the Gold Cup regional championship are concerned, having a say in the length and severity of suspensions and fines resulting from foul play. The Disciplinary Committee will serve as the final appeal recourse for Associations where competition related matters are concerned.

Chairman: Alfredo Hawit (Honduras); Vice Chair: Ariel Alvarado (Panama); Members: David Sabir (Bermuda), Peter Campbell (Cayman Islands), Luis Hernandez (Cuba), Carlos Mendez (El Salvador), Jose Ernesto Mejia (Honduras), Enrique Bonilla (Mexico), Rolando Lopez (Nicaragua), Lincoln Sutherland (Jamaica) and Mike Edwards (United States).

8. Five A Side Football (FUTSAL) Committee

The Five-A-Side Football (FUTSAL) Committee shall organize Five-A-Side Football (FUTSAL) championships in compliance with the provisions of the regulations applicable to these competitions, the list of requirements and the organizing Association agreements.

Chairman: Justino Compeán (Mexico); Vice Chair: Horace Burrell (Jamaica); Members: Joseph Sene (Guadeloupe), Antonio Garces (Cuba), Claude Tage (Saint Martin), Rafael Tinoco (Guatemala), Franklin Wilson (Guyana), Nicky Owen (Sint Maarten) and Claude Hogan (Montserrat).

9. Legal and Finance Group of Committees

The Legal and Finance Group of Committees shall analyze basic legal issues relating to football within the CONCACAF region and monitor the financial management and advise the Executive Committee on financial matters and asset management. These include but may not be perpetually limited to: Appeal, Audit and Compliance, Finance, Integrity, National Associations and Statutes and Regulations Committees.

10. National Associations Committee

The National Associations Committee shall deal with relations between CONCACAF and its members and draw up proposals for optimum cooperation. The committee shall also monitor the evolution of the Statutes and regulations of CONCACAF and its members.

11. National Team Events Committee

The National Team Events Committee is concerned with the range of activities pertaining to national teams taking place outside of formal regional tournaments such as the Gold Cup and World Cup qualifying. This includes but is not limited to relationships with the teams and team officials themselves, support in supervising friendly matches played under the auspices of the Confederation, and assuring that the Confederation’s best interests are kept in mind during the execution of the same.

12. Public Affairs Group of Committees

The Public Affairs Group of Committees is concerned with furthering understanding of the Confederation’s mandate among the general public in the 40 CONCACAF member states. These Committees may undertake actions in engaging local, regional and national law making, governmental, or journalistic bodies to further that mission. These include but may not be perpetually limited to: Disciplinary and Security/Fair Play Committees.

13. Referees Committee

The Referees Committee shall implement and interpret the Laws of the Game and may propose amendments to the Laws of the Game to the Executive Committee. It shall appoint the referees and assistant referees for matches in competitions organized by CONCACAF.

14. Security/Fair Play Committee

The Committee for Security and Fair Play monitors adherence to fair play as well as supporting and supervising the conduct of everyone involved in football within the CONCACAF region.

Chairman: Alfredo Hawit (Honduras); Vice Chair: Chantel Bird (US Virgin Islands); Members: Rufo Kelly (Aruba), David Sabir (Bermuda), Peter Montopoli (Canada), Paul Macey (Cayman Islands), Osiris Guzman (Dominican Republic), Bryan Jimenez (Guatemala), Robert Smith (Jamaica), Louis Giskus (Suriname) and John Sutter (United States).

15. Sports Medicine Committee

The Sports Medicine Committee shall deal with all medical aspects of football within the CONCACAF region.

Chairman: Sunil Gulati (United States); Vice Chair: Alfredo Hawit (Honduras); Members: Andrew Pipe (Canada), Carlos Palavicini (Costa Rica), Oscar Benitez (Honduras), Guyan Arscott (Jamaica), Santiago Echevarria (Mexico), Augusto Alvarado (Panama), Terence Babwah (Trinidad and Tobago), Robert Contiguglia (United States), Bert Mandelbaum (United States) and Hughie O’Malley (United States).

16. Statutes & Regulations Committee

The Statutes and Regulations Committee is the Confederation’s primary reference on the laws of the governing body of this region’s football. The Committee will revise and suggest updates to the Statutes and Regulations of the Confederation to the Executive Committee as required, assuring alignment with the mission and vision of the organization as a whole.

Chairman: Horace Burrell (Jamaica); Vice Chair: Rafael Salguero (Guatemala); Members: Damien Hughes (Anguilla), Hally Haynes (Barbados), Bruce Blake (Cayman Islands), Margarita Echeverria (Costa Rica) and Lisa Levine (United States).

17. Technical Group of Committees

The Technical Group of Committees will oversee all affairs related to matters such as Refereeing, Sports Medicine, Administration, Women and Men’s Technical aspects as well as Gold Cup. These include but may not be perpetually limited to: Administration, Gold Cup, Referees, Sports Medicine, Technical and Women’s Technical.

18. Technical Committee

The Technical Committee shall take charge of all technical matters pertaining to the practice of the sport throughout the Confederation. The Committee shall send a representative to important regional events and Championships, and confirm the process of creation of the resulting Technical Study Group reports which shall be produced in turn.

19. Women’s Championships Committee

The Women’s Championships Committee shall organize the CONCACAF Women’s Championships in compliance with the provisions of the regulations applicable to these competitions, the list of requirements and the organizing association agreement. The Committee will deal with general issues relating to women’s football.

Chairman: Justino Compeán (Mexico); Vice Chair: Horace Burrell (Jamaica); Members: Andrew Bickerton (British Virgin Islands), Peter Montopoli (Canada), Wilma Godet (Cayman Islands), Yolanda Camacho (Costa Rica), Elaine Walker-Brown (Jamaica), Sonia Bien-Aime (Turks and Caicos) and Mia Hamm (United States).

20. Women’s Technical Committee

The Women’s Technical Committee is the highest point of reference for quality and innovation on the pitch where the women’s game in the Confederation is concerned. The Women’s Technical Committee shall dispatch, at its convenience, Technical Study Groups to women’s events and championships throughout the region, and confirm the creation and dissemination of resulting Technical Reports to further enhance the course of the women’s game in the region.

21. Youth Championships Committee

The Youth Championships Committee shall organize all Under-17 and Under-20 Championships in compliance with the provisions of the regulations applicable to these competitions, the list of requirements and the organizing Association agreements.

CONCACAF “The Confederation of North, Central America and Caribbean Association Football” is one of six continental confederations of FIFA (Fédération Internationale de Football Association) and serves as the governing body of football in this part of the world. It is composed of 40 national associations, from Canada in the north to Guyana, Surinam and French Guyana in the south.
