Accountability dashboard for civil servants

At the 8th October 2012 meeting of the Deputy Governor and Chief Officers the minutes show a presentation on the Human Resources (HR) Performance Management Dashboard. The Dashboard will allow the Deputy Governor, Portfolio of Civil Servants (PoCS), Chief Officers, Managers and Head of Department’s (HoD) (for their respective entities) the ability to easily view the status of Performance Agreements, which will promote accountability.

Another main item discussed was a National Disability Initiative where the Policy Coordination unit of the Cabinet will be coordinating the development of a National Disability Action Plan and a National Disabilities Policy and Law. As this work requires inter-ministry collaboration, CO’s will now be required to identify participants for a taskforce and to submit information to the Policy Unit of current provisions and practice in the area of Disabilities.

This work will be supported by work already completed, including the Ministry of Education, Training &Education’s (ET&E) July 2012 proposals to support the development of a National Action Plan, as well as work previously completed, including a Report of the Legal Committee for Persons with Disability, which provides a foundation to draw on for the development of Drafting Instructions.

Another matter discussed was the Public Finances internal criteria document as it related to the Deputy Governor’s Award scheme. Deputy Governor, Franz Manderson, suggested that CO’s have a look at the document and possibly consider implementing something within their own Departments.

Others included Future of Cayman Press Conference (already held on 10th Oct.), departmental visits in November by Dep. Governor; promotion of sporting activities to promote healthy lifestyles within the Civil Service including marathons and 5K runs/walks; formation of the Budget Delivery Committee; ability to offer flu shots in the GAB; the Healthcare 20/20 Conference (already taken place); Leonard Dilbert updated his attendance at the Overseas Country and Territory Association (OCTA) meetings in Greenland and the Joint Ministerial Council meetings held in London; and a mentoring programme launched by the Chamber of Commerce.
