Cayman Islands: HMCIPS ROTL – Breaking the Cycle

In a continued effort to reduce recidivism, Her Majesty’s Cayman Islands Prison Service welcomed the first graduating class from the Release on Temporary License (ROTL) rehabilitation programme.

Family, friends and HMCIPS staff recently celebrated the achievements of 24 graduates, and recognised the hard work of four former inmates who are still employed through the programme.

“When we introduced the programme the aim was to help inmates with the transition from prison into the workforce by teaching them life skills and exposing them to the responsibilities of employment,” Prison Director Neil Lavis says.

“I am proud to say we have helped so many inmates increase their chances of successful reintegration into society. These offenders have worked hard to not become a statistic and change their life for the better.”

During the ceremony, several participants took the stage and explained how the programme gave them a fighting chance outside the prison walls. The individuals were presented with a certificate for completing the ROTL programme, and the participating businesses received a plaque to recognise their role in the positive initiative.

“I would like to sincerely thank the various companies for their involvement because with their help we are removing the stigma of hiring ex-offenders, which in return motivates the inmates to make positive choices instead of resorting back to a life of crime.”
Director Lavis urges more businesses to get involved to help the inmates become contributing members of society.
