CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY
A meeting of the Cabinet was convened on Friday, 1st November 2024 in the Cabinet Conference Room,
Government Administration Building.
Chief Officer, Dr. Dax Basdeo acted for the Hon Deputy Governor. All other Ministers and Members of
Cabinet were present.
At this meeting Cabinet:
a) Confirmed approval granted by circulation on 18th October 2024 for the use of Block 75A Parcel
130 (part) for the development and construction of the Eastern Districts Artefacts Centre;
b) Confirmed approval granted by circulation on 18th October 2024 for the grant of a Cabinet Permit
to enable a Prohibited Immigrant to temporarily enter the Cayman Islands;
c) Confirmed approval granted by circulation on 21st October 2024 pursuant to section 9(5) of the
Public Management and Finance Act (2020) transfer funds from the 2025 budget to the 2024
budget by decreasing TP 107 – Youth, Sports and Heritage Programmes – 2025 appropriation by
$350,000 and increasing TP 107 – Youth, Sports and Heritage Programmes – 2024 appropriation
by $350,000;
d) Confirmed approval granted by circulation on 21st October 2024 pursuant to section 53(1) of the
Development and Planning Act (2021 Revision) for the waiver of requirements to obtain planning
permission for upgrading the East End Park (Dixon Park, Block 72C and Parcels 305, 432);
e) Confirmed approval granted by circulation on 24th October 2024 for the submission of the Older
Persons (Amendment) Bill, 2024 to Parliament;
f) Confirmed approval granted by circulation on 24th October, 2024 for the submission of the
Adoption Bill, 2024; the Children (Amendment) Bill, 2024; and the Maintenance (Amendment)
Bill, 2024 to Parliament;
g) Approved in accordance with section 10(2) of the Immigration (Transition) Act (2022 Revision)
the re-appointment of the following individuals to the Work Permit Board of Grand Cayman: Judy
Ann Ebanks, Member; Audley Scott, Member; Pauline Greene, Member; Carson (Denny) Ebanks,
Member; Dennis Caum, Member; Yvette Charlton, Member; Miguel Smith, Member. Sharon Anne
Marie Francis – Member, Edward Hessing – Member, Julie Hunter – Member; Director of WORC
or the Director’s designate (non-voting); Head of Work Permits, Cayman Status and Permanent
Residency or the Director’s designate (non-voting); a Secretary (non-voting) and an Assistant
Secretary (non-voting);
h) Approved the publication of the Declarations in accordance with section 3, 6 and 5 of the Roads
Act (2005 Revision) as depicted in Boundary Plan No 691 and Prescribed Composite Map No 359;
i) Approved in accordance with section 4 of the Water (Production and Supply) Act (2018 Revision)
the grant of a non-exclusive concession to produce and sell non-potable water;
j) Approved in accordance with section 25 of the Misuse of Drugs Act (2017 Revision) for the
transfer of ownership of a vessel to the Cayman Islands Coast Guard;
k) Approved in accordance with section 4 of the Law Reform Commission Act (2019 Revision) for
the re-appointment of Hon Justice Alexander Henderson, KC as Commissioner of the Law Reform
Commission;
l) Approved the submission of the Misuse of Drugs (Amendment) Bill, 2024 to Parliament;
m) Confirmed approval granted by circulation on 30th October 2024 pursuant to sections 11(5) and
11(6) of the Public Management and Finance Act (2020 Revision) to decrease EI 36 – Cabinet
Office by CI$957,260 and increase EA 169 – Weather Radar Upgrade Project by CI$957,260;
n) Approved in accordance with section 14 of the Utility Regulation and Competition (Amendment)
Act, 2022 the re-appointment of the following person to the Utility Regulation and Competition
Office Board: Frank Balderamos, Director.
