Cabinet of the Cayman Islands Post Meeting Summary 29 Nov ’22
His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 29th November, 2022 in the Cabinet Conference Room, Government Administration Building.
The Hon Gloria McField-Nixon acted as Deputy Governor. All other Ministers and Members of Cabinet were present.
At this meeting Cabinet:
- Confirmed approval granted by circulation on 24th November 2022 to approve the Order to amend the Schedule to the Public Holidays Law (2007 Revision) to designate 8 May 2023 as a public holiday and to publish the list of public holidays for 2023;
- Reviewed and noted the University College of the Cayman Islands Board of Governors Annual Report and Financial Statements for the Financial Year ended 31st December 2021 and authorised the Hon Minister for Education to present the report(s) to Parliament at its next sitting;
- Approved the removal of examination fee payments for Caymanian students and noted that funds in the amount of CI$ 75,818 will be required to cover graduation fees in January 2023;
- Reviewed and noted the Ministry of Youth, Sports, Culture and Heritage Half-Year Report and Financial Statement for the six (6) month period ended 31st December 2021 and authorised the Hon Minister for Youth, Sports, Culture and Heritage to present the report to Parliament at its next sitting;
- Approved the following reallocation of appropriations via section 11(5) of the Public Management and Finance Act (2020 Revision):
o Reduce ITI 1 International Engagement and Representation of the Cayman Islands by CI$344,517 and increase FSC 22 Registers of Corporate, Intellectual Property and Vital Information by CI$ 344,517 for 2022;
o Reduce ITI 1 International Engagement and Representation of the Cayman Islands by CI$ 537,922 and increase FSC 22 Registers of Corporate, Intellectual Property and Vital Information by CI$ 537, 922 for 2023;
o Reduce EI 78 Ministry of Investment, Innovation and Social Development by CI$ 100,000 and increase EI 67 Ministry of Financial Services and Commerce by CI$ 100,000 for 2022;
- Approved in accordance with the Adoption of Children Act the reappointment of Nicole Hydes – Member to the Adoption Board;
- Approved the revised effective date of the agreement between the Cayman Islands Government and Aster Caribbean Holdings Ltd;
- Approved the following pay awards to the National Housing Development Trust staff:
a) Employees whose jobs are evaluated on Grades E and below and who are not paid personal to holder and above the maximum pay point for the applicable salary grade:
- a one-off, non-pensionable honorarium valued at $450 (representing the $150 honorarium paid monthly during June, July and August 2022 within the Civil Service);
- a one-point increment valued at approximately 2.5% of monthly pay, effective from 1st December 2022, for persons paid below the top salary point of the applicable salary grade; or
- a one-off, non-pensionable honorarium valued at $700 or the equivalent of 6 month’s increment (i.e. 2.5% of monthly pay), whichever is greater, for employees who are paid on the top salary point of the applicable grade; and
b) All employees with a 2% Cost of Living Adjustment effective from 1st September 2022, which is already reflected in CIG’s Salary Scale which took effect on 1st September 2022.
- Reviewed and noted the Public Service Pensions Board Annual Report for the Financial Year ended 31 December 2021 and authorised the Hon Deputy Governor to present the report to Parliament at its next sitting;
- Authorised in accordance with section 159 of the Companies Act (2022 Revision) the application to the Grand Court for Unlimited Medical Service Investment Group Co., Ltd; Alfredo Holdings, Ltd.; Folsham Investments Limited; Yongye International Limited and Westbrook Investments, Ltd. to be restored to the Cayman Islands Register of Companies;
- Approved in accordance with section 37(6)(b) of the Exempted Limited Partnership Act (2021 Revision) the application to the Grand Court for GTG – Damac Partners, LP to be restored to the Cayman Islands Register of Partnerships;
- Approved the filing of a Government Motion with the Clerk of Parliament for a resolution on a Referendum on National Lottery and Decriminalisation of Small Quantities of Cannabis; and
- Noted the update on Integrated Solid Waste Management System relating to the refund to Dart Consortium for stamp duty and land registry charges of CI $1,008,970;
