Cabinet of the Cayman Islands – Post Meeting Summary

His Excellency the Acting Governor Mr. Franz Manderson, MBE, Cert. Hon., JP, chaired the meeting of the Cabinet held on Tuesday, 2nd August 2022 in the Cabinet Conference Room, Government Administration Building.

Mrs Katherine Ebanks-Wilks, acted as Temporary Minister for Education, District Administration and Lands, Ms Heather Bodden, acted as Temporary Minister for Tourism and Transport, Mr Isaac Rankine, acted as Temporary Minister for Planning, Agriculture, Housing and Infrastructure and Mr Wesley Howell acted as Deputy Governor. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  •   Approved the issuance of a Coastal Works Permit to construct a concrete seawall offshore Block 33B Parcel 106, Sand Point Road, Rum Point, Grand Cayman;
  •   Approved the issuance of drafting instructions for the drafting of Regulations as prescribed in section 50 of the National Conservation Act;
  •   Reviewed and Noted the Annual Report of the Cayman Islands Utility Regulation and Competition Office for the financial year ended 31st December 2019 and authorised for the Report to be tabled in Parliament;
  •   Reviewed and Noted the Annual Report of the Cayman Islands Utility Regulation and Competition Office for the financial year ended 31st December 2020 and authorised for the Report to be tabled in Parliament;
  •   Reviewed and Noted the Annual Report of the Ministry of Border Control and Labour for the financial year ended 31st December 2021 and authorised for the Report to be tabled in Parliament;
  •   Approved the Final Report of the Law Reform Commission – “Bullying: Legislation, Policy or Both?” and approved the issuance of drafting instructions to finalise the supporting Education (Amendment) Bill, 2022 and the Anti-Bullying (Schools) Regulations, 2022;
  •   Approved the Court of Appeal (Amendment) Act, 2022 (Commencement) Order 2022;
  •   Refused a request to Register Articles of Clerkship pursuant to Regulation 16(b) of the Legal Practitioners (Students) Regulations (2018 Revision);
  •   Approved in accordance with the Notaries Public Act (2014 Revision) the applications for the appointment of the following persons as Notaries Public – Michael Day, Charmaine Dalhouse- Morgan, Katharine Pearson, Justine Plenkiewicz, Delia Roper and Elisabeth Schreiner;
  •   Confirmed approval granted by circulation on 1st August 2022 for creation of new transfer payment appropriation TP 118 – Electricity Assistance Programme and in accordance with Section 11 (5) and (6) of the Public Management and Finance Act to increase the appropriation by $5million;
  •   Approved exemption from gainful occupation requirements in accordance with section 53(1)(b) of the Immigration (Transition) Act for a period of 2 years;
  •   Refused the request for a prohibited immigrant to be allowed to visit the Cayman Islands;
  •   Approved the Terms of Reference for the Review of Permanent Residence and Appeals Processes and the appointment of the following members to the Review Committee: A Steve McField, Chair; Patricia Estwick, Deputy Chair; Woody Foster, Member; Taron Jackman, Member; Nichelle Welcome-Scott, Member; Cindy Scotland, Member; Chief Officer Ministry of Border Control and Labour (BCL) or designate, Ex-Officio; Christopher Eakin, Ministry BCL, Ex-Officio; Susan Dixon, Manager CSPR Board, Ex-Officio; Jeremy Scott, Acting Interim Director of WORC, Ex- Officio; Kim Bullings, Cabinet Office, Ex-Officio; Marilyn Brandt, Attorney General’s Chambers, Ex-Officio; and Shari Powell, Manager CSPR Board, Secretary/Ex-Officio;
  •   Approved a one-time grant of CI$60,000 and in accordance with Section 11 (5) and (6) of the Public Management and Finance Act to increase appropriation TP 51 – Other Educational and Training Assistance by CI$60,000; and
  •   Noted the grant funding approved for energy efficiency programme. Published by the Cabinet Office on Wednesday, 10th August 2022. Guidance Notes:
