Cabinet of the Cayman Islands – Post Meeting Summary held Tue, 1st Mar, 2022
His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 1st March, 2022 in the Cabinet Conference Room, Government Administration Building.
All Ministers and Members of Cabinet were present with the exception of the Deputy Premier, Hon Christopher Saunders – Minister for Finance and Economic Development, Border Control and Labour and Hon Andre Ebanks – Minister for Financial Services, Commerce, Investment, Innovation and Social Development, also Hon Minister Johany Ebanks – Minister for Planning, Agriculture, Housing and Infrastructure. The Hon Premier, Wayne Panton acted as Minister for Finance and Economic Development and Minister for Financial Services and Commerce and the Hon Kenneth Bryan, acted as Minister for Border Control and Labour, Parliamentary Secretaries Ms Heather Bodden acted as Temporary Minister for Investment, Innovation and Social Development and Mr Dwayne Seymour acted as Temporary Minister for Planning, Agriculture, Housing and Infrastructure.
At this meeting Cabinet:
• approved the following:
o appointment of the following Committee to review the Development and Planning Act: Steve McField – Chair; Chief Officer Ministry of PAHI or designate – Deputy Chair; Chairman of the Central Planning Authority, Director of Planning, Stanley Hill; Jerry Wood; Mervin Smith; Garth Tibbetts; David Crawford; Fred Whittaker; George Manderson; Cameron Graham; Stephen Hislop; Gary Rutty; Selina Tibbetts; Tracey Rankine; Paul Rivers;
o amendment to the definitions with regard to ancillary spaces and use of rooftops as a first amendment; and
o issuance of drafting instructions to amend the Development and Planning Act and its associated Regulations;
- confirmed approval granted by circulation on 28th February 2022 for the extension on the ban on cruise ship calls for a further temporary period until 20th March 2022 at 11:59 pm;
- approved two conditional exemptions from gainful occupation requirement for non-Caymanians pursuant to Section 53 (1)(b) of the Immigration (Transition) Act (2021 Revision); and
- approved the phased restart of cruise tourism with Phase I commencing on 21st March 2022 for a period of four weeks after which time Phase II will commence on 18th April 2022. Published by the Cabinet Office on Wednesday, 9th March, 2022.
