CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY Wed 14 Aug 2024
A meeting of the Cabinet was convened on Wednesday, 14th August, 2024 in the Cabinet Conference
Room, Government Administration Building.
Mr. Stran Bodden acted for the Hon Deputy Governor. All other Ministers and Members of Cabinet were
present.
At this meeting Cabinet:
- Confirmed approval granted by circulation on 12th August 2024 in accordance with section 11(5) of
the Public Management and Finance Act (2020 Revision) to transfer CI$300,682 from TP 83 –
Scholarships – Medical Specialisation appropriation to TP 82 – Scholarships – Special Educational
Needs appropriation; - Confirmed approval granted by circulation on 12th August 2024 in accordance with section 11(5) of
the Public Management and Finance Act (2020 Revision) to increase EI 12 – Capital Funding for
various capital projects by CI$4,000,000; - Confirmed approval granted by circulation on 12th August 2024 in accordance with section 11(5) of
the Public Management and Finance Act (2020 Revision) to increase TP 51 – Other Educational
and Training Assistance by $400,000 and for a one-time grant to Triple C School; - Approved the purchase of Block 98D Parcels 124 and 125 and the dedication of vehicular right of
ways in favour of the general public; - Approved the purchase of Block 75A Parcel 208 and the dedication of vehicular right of way in
favour of the general public; - Approved the purchase of Block 72C Parcel 213;
- Approved the purchase of Block 101A Parcel 7;
- Advised the Governor on the disposal of a portion (0.06 acres) of Crown property (Block 25B
Parcel 470) subject to Parliamentary approval in accordance with section 10(2) of the Governor
(Vesting of Lands) Act (2005 Revision); - Approved the purchase of Block 110A Parcels 23 and 28;
- Approved the signing of the wayleave agreement for Hazard Management Cayman Islands’ Flood
Monitoring System; - Reviewed and noted the Civil Aviation Authority of the Cayman Islands Annual Report and
Financial Statements for the year ended 31st December 2023 and authorised the Hon Minister
responsible to table same in Parliament; - Approved the following re-appointments to the Human Tissue Transplant Council: Sally Peedom,
Keisha Powery-Roberts, Police Commissioner and Dr. Diane Hislop-Chestnut; - Approved the following re-appointments to the Health Practice Commission: Dr. Alexandra
Bodden, Khimanie Blackwood and Rosanna Humphreys-Johnson;
Page 2 of 2 - Approved publication under section 3 and 6 of the Roads Act (2005 Revision) to acquire land as
public road as depicted by Boundary Plan No 645 and publication under section 5 of the Roads Act
(2005 Revision) classification of land as public road as depicted by Prescribed Composite Map
343; - Approved for the proposal to amend the Development Plan for Block 32D Parcels 320-322, 339-
341 and 355 and Block 38E Parcel 637-638 from agriculture/residential to medium density
residential to be forwarded to Parliament for consideration; - Reviewed and noted the Ministry of Planning, Agriculture, Housing, Infrastructure, Transport and
Development’s Annual Report and Financial Statements for the year ended 31st December 2022
and authorised the Hon Minister responsible to table same in Parliament; - Reviewed and noted the National Housing Development Trust’s Annual Reports and Financial
Statements for the periods ending 30th June 2016, 31st December 2017, 31st December 2018, 31st
December 2019, 31st December 2020 and 31st December 2021 and authorised the Hon Minister
responsible to table same in Parliament; - Approved the issuance of a Coastal Works Permit for the construction of a dock and cabana
offshore Block 24C Parcel 21; - Approved the Final Business Case for the completion of the new JGHS Project C and approved in
accordance with section 11(5) of the Public Management and Finance Act (2020 Revision) to
increase EI 12 – Ministry of Education appropriation by $3.0 million; - Advised the Governor on a nil-consideration land exchange comprising of approximately 0.22 acre
of Crown land part of Block 14CJ Parcels 123, 124 and 125, exchanged for 0.22 acre of Block
14CJ Parcel 180 for better alignment of the boundary of the Central Scranton Park; - Noted the update in relation to Saildrone undertaking a seabed survey of the Cayman Islands;
- Noted the information in relation to Oropouche Fever; and
- Noted the information in relation to MPox.
