Cabinet Post Meeting Summary 17 February 2025


CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

A meeting of the Cabinet was convened on Monday, 17th February 2025 in the Cabinet Conference Room, Government Administration Building.

Parliamentary Secretary the Hon W. McKeeva Bush acted for the Hon Minister Planning, Agriculture,
Housing, Infrastructure, Transport and Development. All other Ministers and Members of Cabinet were
present.

At this meeting Cabinet:
a) Advised approval of the transfer of Crown land private road Block 12C Parcel 257 to National
Roads Authority;


b) Approved a licence to the Health Services Authority for use of part of Crown land Block 43A
Parcel 60;


c) Approved the re-appointment of the following persons to the Cayman Islands Monetary Authority
Board: Garth MacDonald, Chair; Johann Moxam, Deputy Chair; Vaughan Carter, Director; Anna
Goubault, Director; Helen Dombrowsky, Director; Ormond Williams, Director; Sabrina Foster,
Director; and Dr. Dax Basdeo Director;


d) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the reallocation to increase TP 41 – Financial Assistance by $6,000,000;


e) Approved the Identification Register Act, 2022 (Commencement) Order, 2025, the Cayman Islands
Identification Card Act, 2022 (Commencement) Order, 2025, the Identification Register
Regulations, 2025 and the Cayman Islands Identification Card Regulations, 2025;


f) Approved the issuance of drafting instructions for the development of the Merchant Shipping
(Supplementary Fund) Regulations, 2025;


g) Approved pursuant to section 5 of the Roads Act (2005 Revision) the Declaration of demarcation
of road widening as defined by Prescribed Composite Map No 345;


h) Approved for the National Roads Authority to open a public road in North Side and publication of
the Declarations pursuant to sections 3 and 6 of the Roads Act (2005 Revision) as depicted by
Boundary Plan No 657;


i) Approved for the National Roads Authority to compulsorily acquire land for road schemes
identified as in the public’s interest and publication of the Declarations pursuant to sections 3 and 6
of the Roads Act (2005 Revision) as depicted by Boundary Plan No 620 and Declaration pursuant
to section 14 of the Roads Act (2005 Revision) as depicted by Boundary Plan No 665;


j) Approved pursuant to section 4(4)(A) of the Liquor Licensing Act (2019 Revision) the
appointment and re-appointment of the following persons to the Liquor Licensing Board (Grand
Cayman): Noel Williams, Chair; Geoffry Ebanks, Deputy Chair; Arleth Gould, Member; Tamika
Williams, Member; and Carson (Denny) Ebanks, Member;

k) Approved the issuance of 6 exemptions from Part 7 of the Immigration (Transition) Act (2022
Revision) for a period of one year;


l) Approved for the Cayman Islands National Cultural Foundation to proceed with the granting of the
COLA and honorarium to public servants and further approved pursuant to sections 11(5) and
11(6) of the Public Management and Finance Act (2020 Revision) the following:
o Increase the 2024 NCF 6 – Cultural Programmes appropriation by $16,000;
o Decrease the 2024 HCA 1 – Policy Advice and Ministerial Services on Human Resource
and Immigration Matters appropriation by $16,000;
o Increase the 2025 NCF 6 – Cultural Programmes appropriation by $36,042.35; and
o Decrease the 2025 HCA 1 – Policy Advice and Ministerial Services on Human Resource
and Immigration Matter appropriation by $36,042.35;


m) Pursuant to section 74 of the Labour Act (2021 Revision):
o Approved the appointment and re-appointment of the following persons to the Labour
Tribunal: James Kennedy, Chair; Jennodell Myles, Chair; Vincent Frederick, Chair; Peta
Gaye Golaub Symons, Chair; Davina Ebanks, Deputy Chair; Joshua Zimmer, Deputy
Chair; Everton Spence, Deputy Chair; Vaccianna Franklin, Member; Janelle Milburn,
Member; Tedrick Greene, Member;
o Accepted the resignation of Keith Myers, Chair and Shelly-Ann Davis, Member from the
Labour Tribunal and thanked them for their service;


n) Pursuant to section 77 of the Labour Act (2021 Revision):
o Approved the appointment and re-appointment of the following persons to the Labour
Appeals Tribunal: Robert Jones, Chair; Ryan Charles, Deputy Chair; Isidora Eden,
Member; Dorothy Davis, Member; Betty Baraud, Member; Richard Lewis, Member; Janet
James, Member; and Nicosia Lawson, Member;
o Accepted the resignation of Trisha McElroy, Deputy Chair and Garth Clarke, Member
from the Labour Appeals Tribunal and thanked them for their service;


o) Approved the implementation of an annual Performance Incentive Plan for all employees within
the Public Service Pensions Board;


p) Approved pursuant to section 3 of the Notaries Public Act (2023 Revision) the appointment of the
following persons as Notary Public: Fallon Ebanks, Felisiana Ebanks, Hilda Farinas, Abigail
Goddard, Naomi Law, Nora Pascal and Adeline Rankin;


q) Approved the appointment of the following persons to the Electrical Board of Examiners pursuant
to section 6 of the Electricity Act (2008 Revision): Carlos Powell, Chair; David Crawford, Deputy
Chair; Walton Gooding, Member; Edlin Moore, Member; Garth Tibbetts, Member; Luis Solar,
Member; and Director of Planning or designate, Secretary (Ex-Officio);


r) Approved the for the Hon Minister for Sports to sign the George Town Declaration resulting from
the 4th Caribbean Forum of the World Anti-Doping Agency (WADA);


s) Approved the Elections (Forms for the General Election and Referendum of 2025) Rules, 2025;
and
t) Noted the update on the World Anti-Doping Agency (WADA) 4th Caribbean Forum.
