Cabinet Post Meeting Summary 28 May 2024

Cabinet Post Meeting Summary of the meeting held by the Cabinet on Tuesday, 28 May 2024 and published by the Cabinet Office on  Wednesday, 5 June 2024.

Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 28thmMay 2024 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present.

At this meeting Cabinet:

• Confirmed approval granted by circulation on 23rd May 2024 of the onward submission of the Pharmacy Bill, 2024 to Parliament;

• Confirmed approval granted by circulation on 23rd May 2024 of the onward submission of the Firearms (Amendment) Bill, 2024 to Parliament;

• Confirmed approval granted by circulation on 23rd May 2024 of the onward submission of the Perpetuities (Amendment) Bill, 2024 to Parliament;

• Approved the issuance of drafting instructions for the development of the Immigration (Transition) Arrangements of Convenience) Regulations, 2024;

• Approved the onward submission of Rezone Application RZ23-0001 to Parliament;

• Approved the lease renewal of storage unit for the Department of Environment;

• Approved the acquisition of portion of Block 14CJ Parcel 191;

• Reviewed and noted the Ministry of Border Control and Labour’s Annual Report and Audited Financial Statement for the period ending 31st December 2023 and authorised the Hon Minister to table for the next sitting of Parliament;

• Reviewed and noted the Portfolio of the Civil Service’s Annual Report and Audited Financial Statement for the period ending 31st December 2023 and authorised the Hon Deputy Governor to able for the next sitting of Parliament;

• Approved the appointment of the following persons as Notaries Public: Michelle Durrant; Theresa Ebanks; Chyrial Hanna; Ashley Jacaban; and Jenna Gaio;

• Confirmed approval granted by circulation on 24th May 2024 of the following in relation to the Board of Directors of the Cayman Turtle Conservation and Education Centre Ltd:

o Increase stipend as follows: – Chair – $1,250 per month; Deputy Chair – $1,000 per month; and Member – $750 per month;

o Appointment of Mellisa Rankine as a Director; and

o Accepted the resignation of James Parsons as Director;

• Confirmed approval granted by circulation on 24th May 2024 of the following appointments to the Board of Directors of the Special Economic Zones Authority:

o Revoke appointment of Langlie Powery as Member;

o Appointment of Langlie Powery as Chair, Cora Grant-James as Deputy Chair and Elkie

Rose as Member; and

o Re-appointment of Ridhiima Kapoor as Member;

• Cabinet in accordance with paragraphs 1(1)(c)(ii) and 3(3) in the Schedule to the Older Persons Act, 2017, for the Council of Older Persons:

o Accepted the resignation of Rayle Roberts as the representative for the Ministry of Social Development; and

o Appointed Trevor Gibbs as the Member representing the Ministry of Social Development;

• Approved in accordance with section 159 of the Companies Act (2023 Revision) for the following companies to make application to the Grand Court for restoration to the Cayman Islands Register of Companies: R. and A. Investments Ltd.; Energy Sustainable; Thorn Investments Ltd.; North Hemisphere Holdings Ltd.; MCP Investment Corporation; and Near East Holding I Limited;

• Reviewed and noted the Ministry of Finance and Economic’s Annual Report and Audited Financial Statement for the period ending 31st December 2023 and authorised the Hon Minister to table for the next sitting of Parliament;

• Advised the sale of Crown property Grapetree Condominium Block 13B Parcel 103H6;

• Approved the Immigration (Transition) (Amendment) Regulations, 2024;

• Approved in accordance with Schedule 1 of the Health Practise Act the re-appointment of the following persons to the Health Practice Commission: Dr. Joseph Marzouca, Chair; Celia Middleton, Member and Haroon Pandohie or designate, Member;

• Noted the Cayman Islands’ Foreign Trade Statistics Report 2023; and

• Noted the Financial Report for the period 1st January 2024 – 30th April 2024.
