Outline Business Case Underway for the Proposed Development of a Long-Term Residential Mental Health Facility

KPMG has begun work to prepare an outline business case (OBC) for a proposed long-term residential mental health facility (LTRMHF).

Government and KPMG signed a contract on Friday, 9 October 2015 that will require KPMG to complete an outline business case consultancy within 90 days. At the signing, the Hon. Premier expressed his delight that the Cayman Islands Government has reached this juncture and remarked that he looks forward to receiving the final OBC. Following the signing and inception meeting, further meetings were arranged with various stakeholders for the following week.

Outlining the process leading to the award of the contract, Ministry of Health Chief Officer, Jennifer Ahearn said the Ministry issued an RFP (Request for Proposals) for provision of financial and technical services to prepare an OBC for the proposed facility. Following the closure of the tendering process on 10 August, the Ministry established a committee to evaluate the tenders; the Central Tenders Committee accepted the recommendation of the evaluation committee to award the contract to KPMG.

The stakeholders’ meetings held last week included discussions with members of the LTRMHF Steering Committee, as well as mental health practitioners, social workers, faith based organisations, and counsellors. The discussions focused on areas of concern and the challenges faced by the mentally ill and health care practitioners in the absence of a LTRMHF, as well as identifying potential solutions.

The KPMG team also toured the Health Services Authority’s eight-bed inpatient mental health unit and met with CINICO’s management team.
While the information gathering exercise is ongoing, further stakeholder meetings are planned for early November.
