Cayman: AG attends UKOTs Conference

Cayman Attorney General Hon. Samuel Bulgin

Attorney General Hon. Samuel Bulgin recently represented the Cayman Islands at the annual United Kingdom Overseas Territories (UKOTs) and Crown Dependencies conference for Attorneys General held in Montserrat, 26-29 September.

The conference covered a wide range of issues of common interest to all the overseas territories and crown dependencies including constitutional and maritime matters as well as recognition of same sex partnerships. Other topics included child safeguarding legislation, irregular migration, updates from the United States on key legislative matters and issues surrounding criminal justice and law enforcement.

In commenting on the event, Attorney General Bulgin noted this was the first conference post-COVID 19 that delegates attended in person. “The conference provided an excellent opportunity for colleague Attorneys General and other law officers to discuss matters of mutual interest and to share best practices. It also serves  to remind us that the overseas territories and crown dependencies do have similar challenges and issues on which we are required to provide timely and quality legal advice and representations to our various public sector clients.”

Co-chairs for the conference were the United Kingdom’s Solicitor General Michael Tomlinson and Attorney General of Montserrat Hon. Sheree Jemmotte-Rodney. Attendees comprised Attorneys General and other law officers from Montserrat, British Virgin Islands, Turks and Caicos Islands, Anguilla, Falkland Islands, Guernsey, Jersey, South Georgia and South Pacific UKOTs.

Also in attendance were a representative from the United States Department of Justice, legal advisors and other officers from the United Kingston Foreign Commonwealth and Development Office. Representatives from the United Kingdom Home Office as well as law officers from the Isle of Man also joined the meeting online.
