A meeting of the Cabinet was convened on Tuesday, 8th April 2025 in the Cabinet Conference Room,
Government Administration Building.
Mr. Jason Webster, Deputy Chief Officer – Policy Coordination, acted as Cabinet Secretary. All Ministers
and Members of Cabinet were present.
At this meeting Cabinet:
a) Confirmed approval granted by circulation on 24th March 2025 pursuant to sections 11(5) and
11(6) of the Public Management and Finance Act (2020 Revision) to decrease CIV 3 –
Maintenance of Electoral Register by $100,000 and increase CBO 17 – Information Services
Provided to Other Government Agencies by $100,000;
b) Confirmed approval granted by circulation on 27th March 2025 pursuant to section 4 of the Mental
Health Commission Act (2024 Revision) for the appointment of the following persons to the
Mental Health Commission: Hon Alexander Henderson, KC – Deputy Chair; Sutton Burke –
Member; Cheryl Myles – Member; and Dr. Joseph Marzouca – Member;
c) Confirmed approval granted by circulation on 27th March 2025 pursuant to section 3 of the
Notaries Public Act (2023 Revision) for the appointment of the following persons as Notary
Public: Joseph Barefoot; Bonnie Bodden; Kerry O’Callaghan; Kenneth Stewart; and Sharon
Watson;
d) Confirmed decision taken by circulation on 27th March 2025 to review and note the 2023-2024
Annual Report of the Anti-Corruption Commission and authorise the Hon Attorney General to
table the Annual Report in Parliament;
e) Confirmed approval granted by circulation on 3rd April 2025 pursuant to section 19 of the Utility
Regulations and Competition Act (2024 Revision) for the appointment of the following persons to
the Utility Regulation and Competition Office Board: Natasha Bodden – Director; Wrendon
Timothy – Director; and Mike Gibbs – Director;
f) Confirmed approval granted by circulation on 3rd April 2025 for exemption from the provision of
section 11(4)(e) of the Local Companies (Control) Act (2025 Revision) for Sol Petroleum Cayman
Islands Ltd and Saxon Administration Ltd;
g) Confirmed decision taken by circulation on 3rd April 2025 to support the resolution by the Health
Services Authority’s Board to rename the Cayman Islands Health Services Authority Hospital from
Cayman Islands George Town Hospital to Anthony S. Eden Hospital;
h) Confirmed approval granted by circulation on 3rd April 2025 pursuant to section 4 and the Schedule
of the Human Tissue Transplant Act, 2013 for the re-appointment of Ormond Williams as a
Member of the Human Tissue Transplant Council;
i) Confirmed approval granted by circulation on 15th March 2025 of the Animals (Prohibited Dogs)
(Amendment) Regulations, 2025;
j) Approved the renewal of a licence to the Port Authority of the Cayman Islands;
k) Approved the renewal of a lease for the Sunrise Adult Training Centre;
l) Approved the extension of the Employee Performance Reward Programme by the Maritime
Authority of the Cayman Islands;
m) Approved 2 conditional exemptions under section 53(1)(b) of the Immigration (Transaction) Act,
(2022 Revision);
n) Approved pursuant to section 3 of the Notaries Public Act (2023 Revision) the appointment of the
following persons as Notary Public: Julia Hydes; Leah Robinson; Sophia Skale; Hannah Welcome;
and Teneisha Wilson;
o) Approved the request by Island Flair Company to use the Cayman Islands Coat of Arms and Flag
in a children’s picture book;
p) Approved pursuant to section 9(5) of the Public Management and Finance Act (2020 Revision) to
increase EGA 6 – Secondary Education Services by $5,000,000 in fiscal year 2024;
q) Advised the approval of a written residential life tenancy for Block 32C Parcel 168;
r) Approved the Animals (Prohibited Dogs) (Amendment) (No.2) Regulations, 2025;
s) Approved pursuant to section 27A (3) of the Health Practice Act (2021 Revision) for the waiver of
the application and licence fee for the Poinciana Rehabilitation Centre clinical staff;
t) Approved the issuance of drafting instructions to amend the Official Gazette Act (1997 Revision)
and the Official Gazette Regulations (1995 Revision); and
u) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase Output Group EI 85 by $1.4 million.
