Cayman Cabinet Post Meeting Summary 15 October 2024
A meeting of the Cabinet was convened on Tuesday, 15th October 2024 in the Cabinet Conference Room, Government Administration Building.
All Ministers and Members of Cabinet were present.
At this meeting Cabinet:
- Confirmed the approval granted by circulation on 7th October 2024 for the exemption from
planning permission for the construction of Firearm Range Bays and publication of the
Development and Planning (Waiver of Permission for Development) (No. 2) Order, 2024; - Approved the opening of a new public road as depicted in the Prescribed Composite Map #347 and
publication of the declaration in accordance with section 5 of the Roads Act (2005 Revision); - Approved the opening of a new public road as depicted in the Prescribed Composite Map #360 and
publication of the declaration in accordance with section 5 of the Roads Act (2005 Revision); - Reviewed and noted the Cayman Islands Central Planning Authority and Development Control
Board’s 2023 Annual Report and authorised the Hon Minister for Planning, Agriculture, Housing,
Infrastructure, Transport and Development to table in Parliament; - Confirmed the approval granted by circulation on 8th October 2024 pursuant to section 12 of the
Public Management and Finance Act (2020 Revision) to increase the following allocations:
o TP00076 – Assistance for Infrastructure Development, increase by CI$500,000;
o PAH 24 – Agriculture Support and Regulatory Services, increase by CI$2,362,000;
o PAH 11 – Procurement and Maintenance of Government Fleet, increase by CI$274,000;
o PAH 14 – Management of Planning Applications, increase by CI$713,000;
o PAH 10 – Management of Government Properties, increase by CI$357,000;
o PAH 16 – Licensing of Drivers and Vehicles, increase by CI$313,000;
o PAH 1 – Advice and Support to the Minister, increase by CI$250,000;
o PAH 27 – Facilities Management (GAB), increase by CI$784,000; - Confirmed the approval granted by circulation on 10th October 2024 pursuant to section 12 of the
Public Management and Finance Act (2020 Revision) to increase TP 41 – Financial Assistance by
$4.6 million and increase TP 47 – Ex-Gratia Benefits to Seamen and Ex-Servicemen by $2.2
million; - Confirmed the approval granted by circulation on 10th October 2024 pursuant to section 12 of the
Public Management and Finance Act (2020 Revision) to increase EA 9 – Land Purchase Gazetted
Claims by CI$200,000 for FY 2024 and $800,000 for FY 2025; - Confirmed the approval granted by circulation on 10th October 2024 pursuant to section 12 of the
Public Management and Finance Act (2020 Revision) to increase EA 148 for the Ministry of
Planning, Agriculture, Housing, Infrastructure, Transport and Development by CI$4,000,000 and
increase EA 168 – Infrastructure and Development by CI$2,500,000; - Confirmed the decision taken by circulation on 10th October, 2024 for the Cayman Islands
Submarine Cable Modernisation Project; - Confirmed the approval granted by circulation on 10th October 2024 pursuant to section 12 of the
Public Management and Finance Act (2020 Revision) as follows:
o Increase 2024 appropriation for CBO 21 – Broadcasting of Public Information & On Air
Programmes by $597,000;
o Increase 2024 appropriation for EI 36 – Equity Investments to the Cabinet Office by
$2,003,000;
o Increase 2025 appropriation for CBO 21 – Broadcasting of Public Information & On Air
Programmes by $253,200;
o Increase 2025 appropriation for EI 36 – Equity Investments to the Cabinet Office by
$200,000; - Confirmed the approval granted by circulation on 10th October 2024 for the supplementary
appropriation changes to the Appropriation Act for Government’s 2024 Financial Year, made in
accordance with section 12 of the Public Management and Finance Act (2020 Revision); - Approved the issuance of drafting instructions to develop a Director’s Disqualification Act and any
necessary regulations; - Approved the disposal authorities for the Cayman Islands Intellectual Property Office, the
Department of Commerce and Investment and the National Maritime Affairs Secretariat; - Approved the creation of a new appropriation named NGS 93 – Legal Services Council/Legal
Services Supervisory Authority and in accordance with sections 11(5), 11(6) and 30 of the Public
Management and Finance Act (2020 Revision) to enter into a new purchase agreement with the
new output supplier and transfer the 2024 and 2025 funds from NGS 89 to NGS 93; - Approved the appointment of the following persons as Notaries Public: Paige Gaston Haug, Kari
Larkin, Brittany MacVicar, Cheryl Young, and Ravyn Rankin-Grant; - Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to decrease TP 67 – Sports and Cultural Tourism Programmes Assistance by $1,500,000
and to increase EA 164 – for Central Scranton Park by $1,500,000; - Reviewed and noted the Port Authority of the Cayman Islands Annual Report and Audited
Financial Statements for the year ended 31st December 2023 and authorised the Hon Minister for
Tourism and Ports to table in Parliament; - In relation to the Business Staffing Plan Board:
o Accepted the resignation of Juliette Johnson De Feu as Chair and Gannon Rutty and
Tamara Rankine as Members and thanked them for their service;
o Approved the appointment of Jaron Leslie as Chair and re-appointment of Earldine Gordon
and Oscar Bodden as Members; - Approved the re-appointment of the following persons to the Caymanian Status and Permanent
Residency Board: Celia Russell, Member; Winsome Hill, Member; Lewis M. Ebanks, Member;
and Locksley Haylock, Member;
- Approved the re-appointment of the following persons to the Cayman Brac and Little Cayman
Immigration Board: Temple Tatum, Chair; Audley Scott, Deputy Chair; Elvie Walton-Thompson,
Member; Janet Eldridge, Member; Rochelle Dilbert, Member; Manager, CSPR or Director’s
designate, non-voting; and Secretary, non-voting; - Approved the final Business Case for the completion of the new Cayman Brac High School;
- Approved the amendment legislation for the Companies (Amendment of Schedule 5) Order, 2024;
the Limited Liability Companies (Fees)(Amendment) Regulations, 2024; the Exempted Limited
Partnership (Amendment) (No.2) Regulations, 2024; and the Limited Liability Partnership (Fees)
(Amendment) Regulations, 2024;
