Cayman Cabinet Post Meeting Summary – 16 January 2024
Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 16th January 2024 in the Cabinet Conference Room, Government Administration Building.
The Hon Minister for Planning, Agriculture, Housing, Infrastructure, Transport and Development acted forthe Hon Minister for Youth, Sports and Heritage. All other Ministers and Members of Cabinet were present.
At this meeting Cabinet:
• Confirmed approval granted by circulation on 8th December 2023 in accordance sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) for the following:
o Increase 2023 appropriations for TP 107 – Youth, Sports, Culture and Heritage Programmes in the Ministry of Youth, Sports and Heritage by $75,000;
o Decrease 2023 appropriations for TP 120 – Clean up relating to Natural Disasters in the Ministry of Planning, Agriculture, Housing and Infrastructure by $75,000;
• Confirmed approval granted by circulation on 8th December 2023 for a one-time grant to Truth for Youth School of $100,800 and in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) for the following:
o Increase 2023 appropriations for TP 51 – Other Educational and Training Assistance by $100,800;
o Decrease 2023 appropriations for OE 12 – University of the West Indies Membership Levy. by $100,800;
• Confirmed approval granted by circulation on 8th December 2023 in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) for the following:
o Decrease 2023 appropriations for EI 87 – Ministry of District Administration and Lands by $900,000;
o Decrease 2023 appropriations for EA 60 – Cayman Brac: Bluff Playfield by $600,000;
o Increase 2023 appropriations for EI 92 – Sister Islands Affordable Housing Development Corporation by $1,500,000;
• Confirmed approval granted by circulation on 8th December 2023 for the National Pensions (Amendment) Act, 2023 (Commencement) Order, 2023;
• Confirmed approval granted by circulation on 8th December 2023 for the Utility Regulation and Competition Office to award its staff a one-off honorarium of $1,500 effective December 2023;

o Decrease 2023 appropriations for TP 110 – Sustainability Programme Support by $115,000;

• Confirmed approval granted by circulation on 14th December 2023 for the acquisition of Block 95B Parcel 271 for the purposes of expanding the West End cemetery, expanding the West End Public Beach Park and establishing a location for future social housing;
• Confirmed approval granted by circulation to note the Public Service Pensions Board’s Annual Report for the year ended 31st December 2022 and authorised the Annual Report to be tabled in Parliament;

o Increase 2023 appropriation for HAF 3 – Prison Custodial Services by $321,904.04;

• Confirmed approval granted by circulation on 18th December 2023 for the following removal and appointments to the Board of the Civil Aviation Authority of the Cayman Islands: removal of the late Liesl Richter as Director; appointment of Terry-Ann Arch – Director and re-appointment of Kathryn Dinspel-Powell – Director (public service representative);

Decrease 2023 appropriation for EA 36 Miscellaneous Road Surfaces by $689,062.50;
Increase 2023 appropriation for EA 4 – Land Purchases by $4,944,562.50
• Approved the proposed new public road at Erbins Lane, Cayman Brac and the gazettal of associated procedural declarations under the Roads Act (2005 Revision).
• Reviewed and noted the 2018-2022 Annual Report of the Conditional Release Board and approved its tabling at the next sitting of Parliament.
• Approved the Proceeds of Crime (Amendment) Act, 2023 (Commencement) Order, 2024 subject to
subparagraph (2) for the Act to come into force on 31st January 2024 and Sections 11, 12 and 13 of the Proceeds of Crime (Amendment) Act, 2023 to come into force on 30th April 2024;
• Approved the appointment of the following persons as members to the Planning Appeals Tribunal in accordance with Section 46(1) of the Development and Planning Act (2021 Revision) for a period of 2 years:
