Cayman Cabinet Post Meeting Summary 20 March 2025


CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY

A meeting of the Cabinet was convened on Thursday, 20th March 2025 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present.

At this meeting Cabinet:
a) Noted the Mental Health Commission’s Annual Report for 2023 and authorised the Hon Minister
for Wellness to table the Annual Report in Parliament;
b) Approved the Port (Amendment) Regulations, 2025;
c) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following re-allocations:
o $250,000 from TP 114 – Cayman Finance to TP 57 – Children and Family Services
Support;
o $250,000 from TP 80 – Support for Business Initiatives to TP 57 – Children and Family
Services Support;
d) Approved pursuant to section 53(1)(b) of the Immigration (Transition) Act (2022 Revision) a
conditional exemption;
e) Approved pursuant to section 159 of the Companies Act (2025 Revision) for the following
companies to make application to the Grand Court for restoration to the Cayman Islands Register
of Companies: Eurasian Bright Capital Holding Limited; Eurasian Bright Capital Management
Limited; Ganymede Cayman Ltd.; T & S Capital; Colbrook Ltd; Infinity 7; IATI Ltd.; and Gulf
Housing Solutions Limited;
f) Approved the appointment of the following persons to the Film Control Board: Rita Estevanovich,
Chair; Andrew Ebanks, Member; and Judy Singh Hurlston, Member;
g) Approved the appointment of the following persons to the Cayman Islands Cadet Corps
Committee: Commander Robert Scotland, Member and Chair; Superintendent Adrian Seales,
Member and Vice Chair; Mark Ray, Member; Natasha Bodden, Member; Ventisha Connolly,
Member; Jacqueline Haynes, Member; John Christian, Member; Colonel Errol Brathwaite, Ex-
Officio Member; and Major Halston Farley, Ex-Officio Member;
h) Noted the Hazard Management Cayman Islands 2024 Annual Report and authorised the Hon
Premier to table the Annual Report in Parliament;
i) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision), the following supplementary funding to the Office of the Commissioner of Police:
o Increase OCP 1 – Crime Prevention and Protection Services by CI$1,141,113;
o Increase OCP 2 – Crime Investigation and Criminal Justice Services by CI$453,608; and
o Increase OCP 3 – Policy Advice, Administrative and Support Services by CI$342,708;

j) Approved pursuant to section 12 of the Public Management and Finance Act (2020 Revision), the
following supplementary funding to the Office of the Commissioner of Police:
o Increase OCP 1 – Crime Prevention and Protection Services by CI$3,399,029;
o Increase OCP 2 – Crime Investigation and Criminal Justice Services by CI$1,351,161; and
o Increase OCP 3 – Policy Advice, Administrative and Support Services by CI$1,020,822;
k) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following:
o Decrease EI 92 – Equity Injection in the Ministry of District Administration and Lands by
CI$600,000; and
o Increase SIH 1 – Sister Islands Affordable Housing Programme by CI$600,000;
l) Approved a 7-month tenancy agreement for the Department of Environment;
m) Approved the appointment of the following persons to the Public Lands Commission: Dorin
Greene, Member (East End); and Ana Jackson, Member (Bodden Town);
n) Approved the Development and Planning (Waiver of Permission for Development) (No. 2) Order,
2025;
o) Approved the issuance of drafting instructions to amend the Education Regulations (2024
Revision);
p) Approved the additional assignment of Crown land totalling 173,216 sq ft of Block 15B Parcel 390
to be transferred as an asset to the Ministry of Youth, Sports and Heritage for the development of
the Cayman Islands Aquatic Centre;
q) Disallowed the request by Health Services Authority to amend their Charge Master;
r) Noted the update on the Inspire Meet-Up – Youth Mental Health Event;
s) Noted the update on the Waterfront Tourism experience project and Seafarer’s Memorial Park; and
t)nNoted the Tax Exemption statistics for the month of January 2025.
