Cayman: Cabinet Post Meeting Summary 25 February 2025

A meeting of the Cabinet was convened on Tuesday, 25th February 2025 in the Cabinet Conference Room, Government Administration Building.


Mr. Jason Webster, acted for the Cabinet Secretary. All Ministers and Members of Cabinet were present.
At this meeting Cabinet:


a) Approved:
i. the creation of executive appropriation TP 127 – Assistance for Community Enrichment
and Wellbeing under the Ministry of Education;
ii. iii. a grant to Chapel Church of God (West Bay) in the amount of CI$900,000;
pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase TP 127 – Assistance for Community Enrichment and Wellbeing by
CI$900,000 and decrease EI 12 – New West Bay High School by CI$900,000;


b) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase EI 12 – Capital Funding for various capital projects by CI$1,265,556;

c) Approved:
i. ii. d) e) a grant to Manna Foundation in the amount of CI$750,000;
pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase TP 127 – Assistance for Community Enrichment and Wellbeing by
CI$750,000;


d) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following transfers of appropriations:
i. Decrease OE 134 – Depreciation of Sister Islands Roads – Ministry of District
Administration and Lands by CI$1 million;
ii. Increase EA 60 – Cayman Brac: Sports Complex Expansion in the Ministry of District
Administration and Lands by CI$500,000;
iii. Increase EA 167 – Cayman Brac Public Parks in the Ministry of District Administration
and Lands by CI$500,000;

e) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following transfers of appropriations:
i. Decrease OE 134 – Depreciation of Sister Islands Roads in the Ministry of District
Administration and Lands by CI$1,300,000;
ii. Increase EI 87 – Equity Injection in the Ministry of District Administration and Lands by
CI$1,300,000;


f) Cabinet:

i. Approved the proposed new road by Creek Primary School Cayman Brac and publication
of the section 3 and section 6 Declarations in the Gazette;
ii. Recommended compensating the landowner of Block 106C Parcel 42 for land-take of
approximately 0.04 acre with same-size equivalent portion of undeveloped Crown land
from Block 106C Parcel 43;


g) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase EA 36 – Miscellaneous Roads in the Ministry of District Administration and
Lands by CI$800,000;


h) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to increase EA 9 – Road Compensation in the Ministry of District Administration and
Lands by CI$800,000;
i) Approved the lease renewal of office space for the Ministry of Youth, Sports and Heritage /
Emancipation Exhibition Centre / Pirates Week Committee;
j) Approved the grant of month-to-month licences for storage space for the Ministry of Border
Control, Labour and Culture and the Public Library;
k) Approved the Trade and Business Licensing (Amendment of Schedule 1) Regulations, 2025;
l) Approved 2 exemptions under section 53(1)(b) of the Immigration (Transition) Act (2022
Revision);
m) Refused 1 application for exemption under section 53(1)(b) of the Immigration (Transition) Act
(2022 Revision);
n) Approved:
i. Offer of a settlement to the family of the late Anna Evans;
ii. The creation of an executive appropriation OE 105 – Settlement of Claim – Executive
under the Ministry of Sustainability, Climate Resiliency and Wellness for fiscal year 2025;
iii. Pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) to:
 Decrease HES 1 – Policy Advice and Ministerial Services for Health and Wellness
by $1.236 million;
 Increase OE 105 – Settlement Claim – Executive by $1.236 million;
o) Approved pursuant to section 3 of the Notaries Public Act (2023 Revision) the appointment of the
following persons as Notary Public: Kattina Anglin, Joel Clarke, Wendy Gaze, Michael Parton and
Allema Ramoon;
p) Approved the Public Holidays Order, 2025;
q) Cabinet:
i. r) s) Accepted the resignation of Dr. Catherine Day as a Member of the National Council for
Persons with Disabilities; and
ii. Approved the appointment of Leticia Rodriguez-Cupid, Senior Policy Advisor and
Manager (Inclusion) as the Ministry of Education’s Ex-Officio representative to the
National Council for Persons with Disabilities;
Approved the Beneficial Ownership Transparency (Amendment) Regulations, 2025;
Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following:

i. Decrease EA 159 – Waterfront Tourism Experience by $1,000,000 and increase EA 164 –
Central Scranton Park by $1,000,000; and
ii. Decrease TP 67 – Sports and Cultural Tourism Programmes Assistance by $1,000,000 and
increase EA 164 – Central Scranton Park by $1,000,000;


t) Approved the issuance of drafting instructions to amend the Watersports Areas identified in
Schedule 8 of the Port Regulations (2022 Revision);


u) Approved:
i. The creation of the executive appropriation OE 105 – Settlement of Claims – Executive
under the Ministry of Health;
ii. Pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following:
 Increase OE 105 – Settlement of Claims – Executive by CI$2.850 million;
 Decrease HES 23 – Public Health Services (FY2024 unspent appropriation roll
forward to FY 2025) by CI$1.006 million;
 Decrease HES 23 – Public Health Services by $1.809 million; and
 Decrease HES 1 – Policy Advice and Ministerial Services for Health by
CI$35,000;


v) Approved in accordance with section 159 of the Companies Act (2023 Revision) for the following
companies to make application to the Grand Court for restoration to the Cayman Islands Register
of Companies: The Wick Candles & Scents; Superb Summit International Group Limited; Plantana
Investments; Atlantic Trading Inc.; BKX; Development Acquisition and Finance, Ltd.;
Development Guatemala, Ltd.; Areti I Ltd.; Quark Wealth Global Value Fund; Yueranzhishang
Holding Limited; Intcomex Latin America Finance Corp.; Gulf Housing Solutions (Cayman) 5
Limited; and Gulf Housing Solutions (Cayman) 6 Limited;


w) Approved in accordance with section 37 of the Exempted Limited Partnership Act (2025 Revision)
for the following exempted limited partnerships to make application to the Grand Court for
restoration to the Cayman Islands Register of Exempted Limited Partnerships: CI Capital Investors
II (Cayman), L.P.; Ceres Capital Limited Partnership; and Energy finance Partners of Central
America, L.P.;
x) Approved the waiver of Registration fees and late Registration fees for adjudicating the Transfer of
Land instrument for property at Cayman Brac, Block 103D Parcel 77;
y) Approved the establishment of a bonded warehouse for ecoSPIRITS Cayman Limited and
preparation of an additional schedule to the Customs and Border Control (Bonded Warehouse)
Regulations (2023 Revision);
z) Approved the Virtual Asset (Service Providers) (Amendment) Act, 2024 (Commencement Order),
2025, the Virtual Asset (Service Providers) Act, 2020 (Commencement Order), 2025 and the
Virtual Asset (Service Providers) (Amendment) Regulations, 2025;
aa) Approved the issuance of drafting instructions to amend the Animals (Prohibited Dogs)
Regulations (2024 Revision);
bb) Approved the Public Service Pensions (Ex-Gratia Uplift Payments) (Amendment) Regulations,
2025; and
cc) Noted the Cayman Islands’ Consumer Price Index Report: October to December 2024.
