Cayman: Cabinet Post Meeting Summary 28 January 2025

A meeting of the Cabinet was convened on Tuesday, 28th January 2025 in the Cabinet Conference Room, Government Administration Building.

All Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Confirmed approval granted by circulation on 22nd January 2025 to table the Government Motion
    at Parliament to seek approval of the amended draft Order of the Governor giving effect to part of
    the recommendations of the Electoral Boundary Commission and the establishment of a new
    Electoral Boundary Commission;
  • Confirmed approval granted by circulation on 23rd January 2025 of the additional National Heroes
    Day nominations 2025;
  • Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
    Revision) to decrease FY 2024 OE 27 – Past Service Pension Liability appropriation by $895,000
    and increase FY 2024 OE 121 – Additional Normal Cost for Pension Plans appropriation by
    $895,000;
  • Approved pursuant to section 9 of the Public Authorities Act (2020 Revision) the re-appointment
    of Letitia Lawrence as Director on the Board of Directors of CINICO;
  • Approved the 2025 Statistical Publication and Dissemination Calendar and its publication;
  • Approved the grant of a lease to Cable & Wireless (Cayman Islands) Ltd for part of Block 15B
    Parcel 390;
  • Approved the grant of a lease to Digicel for roof space at Block OPY Parcel 94;
  • Approved the renewal of lease of storage space for the Office of the Director of Public
    Prosecutions;
  • Approved the licence agreement between Cayman Islands Drama Society and Lighthouse School
    car parking expansion;
  • Approved pursuant to section 4 of the Land Surveyor Act (1996 Revision) the re-appointment of
    the following persons to the Land Surveyor’s Board – Chief Surveyor, Chair; Godfrey Gayle,
    Secretary; Colin Fawkes, Member and Roland Bodden, Member;
  • Approved the issuance of drafting instructions to amend the Insurance Act (2010 Revision) and any
    secondary or other legislation and drafting instructions to prepare any necessary commencement
    orders;
  • Approved the re-appointment/appointment of the following persons to the Health Appeals
    Tribunal: Elisabeth Lees, Chair; Rupert Alec Oliver Wheeler, Deputy Chair; Dr Carl Brown,
    Member; Dr Wilmoth Shillingford, Member; Dr Eryka Simmons, Member; Carrol Reid, Member;
    Tamara Ebanks, Member; Ina Dennis-Thomas, Member; Barrington Reid, Member; Christopher

  • Approved pursuant to Schedule 3 of the Health Practice Act (2021 Revision) the appointment of

    Revision);
  • Approved pursuant to section 3(1) of the Adoption of Children Act (2021 Revision) for the
    following appointments and re-appointments to the Adoption Board: Dr Wilmoth Shillingford,
    Member; Angela Sealey, Member; Sandra Simmons Francis, Member and Sharon Marie Martin,
    Member;
  • Approved pursuant to section 66 of the Animals Act (2024 Revision) the appointment of the
    following persons to the Animal Welfare Advisory Committee: Cayman Islands Humane Society –
    Barbara Padega, Member and Cayman Islands Equestrian Federation – Nicole Eldemire, Member;
  • Confirmed approval granted by circulation on 24th January 2025 for the designation of National
    Hero of the Cayman Islands to the late Captain Keith Parker Tibbetts, MBE, JP;
  • Confirmed approval granted by circulation on 26th January 2025 for the designation of National
    Hero of the Cayman Islands to Francine Eldona Jackson GMM, Ernest Craddock Ebanks, OBE, JP
    and Frank Hugh George Scotland CBH;
  • Confirmed approval granted by circulation on 24th January 2025 for the tabling of the Stamp Duty
    (Rates of Duty) Regulations, 2025 in Parliament;
  • Confirmed decision taken by circulation on 24th January 2025 for the Cayman National Cultural
    Foundation Board:
    o Accepted the resignation of Chair, Lorna Reid and Members Roy Bodden, Jennifer Dilbert,
    Arthur Dzaghgouni and Susan Olde, OBE and thanked them for their service;
    o Approved pursuant to section 8 of the Cayman National Cultural Foundation Act, 2013 the
    following appointments/re-appointments to the Board: Stephen Price, Chair; Sulekha
    Tummala, Member; Jason Gilbert, Member; Carmin Godfrey, Member; Amanda Bodden,
    Member; Nicholas Johnson, Member; Michael McLaughlin, Member; Menelik Miller,
    Member and Angela Whittaker, Member;
  • Approved the appointment of Yvette Dilbert as Director and Chair of the Health Services Authority
    Board;
  • Approved pursuant to regulation 27 of the Immigration Regulations (2019 Revision) for the waiver
    of grant fees for a Right to be Caymanian by Way of Decent;
  • Pursuant to section 3(2) and (5) of the Development and Planning Act (2021 Revision), accepted
    the resignation of Celecia Bancroft as Member to the Central Planning Authority Board and
    thanked her for her service and approved the appointment of Osbert Francis, Member to the Central Planning Authority Board;
  • Approved the draft Government Motion recommending a constitutional amendment to guarantee
    that North Side and East End each has a dedicated Member of Parliament; and
  • Noted the tax exemption statistics for December 2024.
