Cabinet Post Meeting Summary
Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 29th August 2023 in the Cabinet Conference Room, Government Administration Building.
Parliamentary Secretary, Mr. Isaac Rankine acted for the Hon Minister for Youth, Sports, Culture and Heritage and Mr. Robert Lewis acted as Cabinet Secretary. All other Ministers and Members of Cabinet were present.
At this meeting Cabinet:
• Confirmed approval granted by circulation on 23rd August 2023 to:
o in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) to decrease EI 161 – Subsea Cable by $500,000 and increase EI 57 – National Housing Development Trust by CI$500,000; and
o for the Hon Minister for Planning, Agriculture, Housing and Infrastructure and the National Housing Development Trust (“NHDT”) Chair to sign the amended NHDT Ownership Agreement;
• Confirmed approval granted by circulation on 24th August 2023 for:
o The mandate of housing repairs to be included in the National Housing Development
Trust’s (“NHDT”) Ownership Agreement;
o For NHDT use existing allocation under under EI 57 – National Housing Development Trust in the amount of CI$1,175,000 to carry out housing repairs in accordance with section 50(6) of the Public Management and Finance Act (2020 Revision); and
o For the NHDT’s Ownership Agreement to be amended and signed by the Hon Minister for Planning, Agriculture, Housing and Infrastructure and the NHDT Chair;
- Confirmed approval granted by circulation on 24th August 2023, in accordance with section 53(1) of the Development and Planning Act (2017 Revision) exemption from Planning Permission for further development of public spaces for the following – East End – BLK 66A PRCL 37; BLK 66A PRCL 1; BLK 62A PRCL 6; BLK 62A PRCL 4; and BLK 62A PRCL 5REM1;
- Approved the re-appointment of Shanna Myles as Member of the Public Lands Commission representing George Town;
- Approved conditional exemption from gainful occupation requirements for a non-Caymanian;
- Reviewed the Port Authority of the Cayman Islands Annual Report and Audited Financial Statements for the period ended 31st December 2022 and approved for it to be presented to Parliament;
- Approved the re-appointment for Bruce Rosenblatt as Director to the Board of the Maritime Authority of the Cayman Islands;
- Approved 2 applications for persons to enroll for the Professional Practice Course at the Truman Bodden Law School;
- Approved the applications for the following persons to be appointed as Notaries Public: Wilfred Bodden, Sophia Bryan, Emerentienne De Vries Paschalides, Letesha Ebanks, Kristelle Falconer, Orville Grant, Prudence Pryce, and Kevin Roberts;
- Approved in accordance with section 52 of the Customs and Border Control Act (2022 Revision) a 100% waiver or refund of import duty on school supplies and equipment up to CI$194,574.83 for local schools;
- Approved in accordance sections 11(5) and 11(6) of the Public Management and Finance Act (2020 Revision) to increase EGA 6 – Secondary Education Services by CI$500,000 and decrease TP 93 – Public Schools Grants and COVID-19 Recovery Programme by CI$500,000;
- Approved:
o Purchase of land Block 49B Parcel 110; and
o In accordance with sections 11(5) and 11(6) of the Public Management and Finance Act (2022 Revision) to decrease EA 161 – Submarine Cable by CI$1,100,000 and to increase EA 4 – Land Purchases by CI$1,100,00;
- Approved the re-appointment of the following persons to the Board of Directors of Cayman Airways Ltd: John Paul Clarke – Chair; Kris Bergstrom – Deputy Chair; Stefanie Ebanks – Director; Shanna Myles – Director; Robert Hurlstone – Director; Marco Archer – Director (non- voting); Tyrone Welds – Director; Director of Tourism or nominee – Ex-Officio; Financial Secretary or nominee – Ex-Officio; Chief Officer for Tourism or nominee – Ex-Officio; and CEO, Cayman Airways – Secretary;
- Cayman Islands National Attractions Authority Board:
o Acknowledged contributions of the former members of the Tourism Attraction Board appointed under the repealed and replaced Tourism Attractions Board Act 1996: Carla Reid – Chair; Chet Ebanks – Deputy Chair; Director of Tourism or nominee – Member; Chief Officer for Culture or nominee – Member; Chief Officer for Lands or nominee – Member; Chief Officer for Tourism or nominee – Ex-Officio; and Financial Controller, TAB – Secretary;
o Approved the appointment of the following persons to the Cayman Islands National Attractions Authority: Carla Reid – Chair; Lorna Bush – Deputy Chair; Nickolas DaCosta – Member; Denise Watson Campbell – Member; Chief Officer for Tourism or nominee – Member; Chief Officer for Culture or nominee – Member; Chief Officer for Lands or nominee – Member; and Director of the Cayman Islands National Attractions Authority – Secretary;
- Approved that Cayman Airways Board of Directors Deed of Indemnity and the Government Motion for onward submission to Parliament;
- Approved the Beneficial Ownership Transparency Bill, 2023, the Companies (Amendment) Bill, 2023, the Limited Liability Companies (Amendment) Bill, 2023, the Limited Liability Partnership (Amendment) Bill, 2023; the Foundation Companies (Amendment) Bill, 2023, the Mutual Funds (Amendment) Bill, 2023, the Insurance (Amendment) Bill, 2023; the Companies Management (Amendment) Bill, 2023; the Banks and Trust Companies (Amendment) Bill, 2023, and the Virtual Assets (Services Providers) (Amendment) Bill, 2023;
- Approved the appointment of Dr. Hazel Brown as Director to the Health Services Authority Board;
- Approved in accordance with section 53(1) of the Development and Planning Act (2017 Revision) exemption from Planning Permission for further development of public spaces for the following – Lower Valley Block 32B Parcel 173REM3;
- Noted the Number of Cautions Administered Annual Report; and
- Noted the Financial Report for the Period 1 January 2023 – 31 July 2023. Published by the Cabinet Office on Wednesday, 6th September 2023. Guidance Notes:
