His Excellency the Governor Mr. Martyn Roper, OBE, chaired the meeting of the Cabinet held on Tuesday, 30th August 2022 in the Cabinet Conference Room, Government Administration Building.
Mr Dwayne Seymour, acted as Temporary Minister for Education, District Administration and Lands and Ms. Claire Allen, acted as Attorney General. All other Ministers and Members of Cabinet were present.

Cabinet Post Meeting Summary
- Approved for the Hon Minister for Education to present the Education (Amendment) Bill, 2022 to the House of Parliament;
- Approved pursuant to section 7 of the National Drug Council Act (2010 Revision) the following appointments to the National Drug Council: Yvette Noble-Bloomfield, Chair; Jeana Ebanks, Vice Chair; Susanne Neita, Member; and Chanda V. Glidden, Member;
- Approved pursuant to section 11(5) and (6) of the Public Management and Finance Act (2020 Revision) the transfer of CI$1,700,000 from FY 2022 EA-161 Subsea Cable Project to FY 2022 EI-71 DVES;
- Approved pursuant to section 11(5) and (6) of the Public Management and Finance Act (2020 Revision) the transfer of CI$400,000 from FY 2022 EA-153 Upgrade of National Parks to FY 2022 EA-164 Central Scranton Park (CI$100,000) and FY 2022 EA-4 Land Purchases (CI$300,000);
- Approved the purchase of Block 14CJ Parcel 19 and one-time waiver of stamp duty for acquisition of Block 32B Parcel 429 and pursuant to section 11 (5) and (6) of the Public Management and Finance Act (2020 Revision) the increase of EA 4 Land Purchase by $300,000;
- Approved pursuant to section 11(5) and (6) of the Public Management and Finance Act (2020 Revision) the to increase HAF-03 Prison Custodial Services by CI$423,776;
- Approved application pursuant to Regulations 27(a) of the Legal Practitioners (Students) Regulations (2018 Revision) for consent to enrol on the Professional Practice Course;
- Approved pursuant to the Notaries Public Act (2014 Revision) the applications for appointment of the following persons as Notaries Public: Felicia Connor, Decia Foster, Julie Hamann, Tamara Hurlston, Valerie Hoppe and Fiona Macadam;
- Reviewed and noted the Civil Aviation Authority of the Cayman Islands Annual Report and Audited Financial Statement for the year ended 31st December 2021 and authorised the Hon Minister for Financial Services and Commerce to present the Annual Report and Audited Financial Statement to the House of Parliament;
- Approved the temporary waiver of grade requirements for students who have applied for and received conditional approval to begin under-graduate studies overseas for the Fall 2022 term at accredited and recognised educational institutions and waiver of grade requirements for students who have applied for and received conditional approval to begin studies at local educational institutions for the Fall 2022 term;
- Reviewed and noted the Cayman Islands Stock Exchange Ltd Annual Report and Audited Financial Statement for the year ended 31st December 2021 and authorised the Hon Minister for Financial Services and Commerce to present the Annual Report and Audited Financial Statement to the House of Parliament;
- Noted the Monitoring of Persons Detained under Cayman Islands Border Control Act;
- Noted the Cayman Islands’ First Quarter Economic Report 2022;
- Noted the Cayman Islands’ Quarterly Trade Statistics Bulletin: April to June 2022; and
- Noted the Cayman Islands’ Labour Force Survey Report: Spring 2022.
