Cayman Cabinet Post Meeting Summary 7 November 2023
CABINET OF THE CAYMAN ISLANDS – POST MEETING SUMMARY
Her Excellency the Governor Mrs. Jane Owen, chaired the meeting of the Cabinet held on Tuesday, 7th
November 2023 in the Cabinet Conference Room, Government Administration Building.
The Hon Minister for Border Control and Labour acted for the Hon Minister for Planning, Agriculture,
Housing and Infrastructure and the Hon Minister for Financial Services, Commerce, Investment,
Innovation and Social Development was absent with permission. All other Ministers and Members of
Cabinet were present.
At this meeting Cabinet:
- Approved for the Cayman Islands Monetary Authority to partner in the Cayman Islands Sea Life
Coin series programme;
- Rescinded approval granted on 3rd October 2023 and approved in accordance with sections 11(5)
and 11(6) of the Public Management and Finance Act (2020 Revision) the following amended re-
allocations;
o increase EGA 10 – Education, Early Childhood and Support Services by CI$1,056,000,
o decrease TP 83 – Scholarship Medical by CI$500,000; and
o decrease OE 12 – University of the West Indies Membership Levy by $556,000;
- Approved:
o in accordance with section 7(3) of the Cayman National Attractions Authority Act the
appointment of Lorna Mae Blackman as a Member of the Cayman Islands National
Attractions Authority Board; and
o monthly remuneration of the Board as follows: Chair – $600; Deputy Chair – $400 and
Members – $200;
- Approved the re-appointment of the following persons to the Health Insurance Commission:
Ricarda Harvey as Member and Paul Thompson as Member;
- Approved:
o The National Community Enhancement Project 2023 Winter Program; and
o In accordance with sections 11(5) and 11(6) of the Public Management and Finance Act
(2020 Revision) to increase PAH 4 – Management of Public Recreational Facilities and
Cemeteries by CI$600,000;
- Approved exemption from planning permission in accordance with section 53 (1) of the
Development and Planning Act (2021 Revision) for the construction of an 8-foot tall chain-link
fence on Block 20E Parcel 356; - Approved in accordance with sections 11(5) and 11(6) of the Public Management and Finance Act
(2020 Revision) to:
o increase OE 1 – Personal Emoluments for the Judiciary by $630,000;
o increase OE 4 – Judiciary Expenses by $60,000;
o increase OE 43 – Depreciation of Judicial Executive Assets by $285,000;
o increase JAD 1 – Administrative Support for the Judiciary by $150,000;
o increase JAD 2 – Support for Court Proceedings by $600,000;
o increase EI 21 – Judicial Administration by $450,000; and
o decrease EA 145 – Court House by $2,175,000;
- Noted the termination of the Gavi Agreement;
- Noted the Chief Medical Officer’s recommended guidelines for the appraisal of clinical
applications in the Cayman Islands; and - Noted the draft UK-OTs Declaration.
