Cayman: Cabinet Post Meeting Summary 8 November 2022

His Excellency the Acting Governor Mr. Franz Manderson, MBE, Cert. Hon., JP, chaired the meeting of the Cabinet held on Tuesday, 8th November 2022 in the Cabinet Conference Room, Government Administration Building.

The Hon Premier acted on behalf of the Hon Minister for Financial Services, Commerce, Investment, Innovation and Social Development and the Hon Minister for Finance and Economic Development. The Hon Minister for Education, District Administration and Lands acted on behalf of the Hon Minister for Border Control and Labour. Hon Heather Bodden acted on behalf of the Hon Minister for Tourism and Transport and the Hon Minister for Planning, Agriculture, Housing and Infrastructure. Hon Gloria McField-Nixon acted as Deputy Governor. All other Ministers and Members of Cabinet were present.

At this meeting Cabinet:

  • Approved the acquisition of Block 106C Parcel 43 on Cayman Brac for the purpose of developing a community-centre car and special needs adult learning centre parking;
  • Approved the Species Conservation Plan for Aegiphila Caymanensis under section 17 of the National Conservation Act 2013;
  • Approved the re-appointment of Dr. Gayle Woods (DMin) as a voting member of the Board of Directors of the University College of the Cayman Islands;
  • Approved the purchase of Block 54D Parcel 44REM1 for intended access by the general public;
  • Approved the following:

o Terms for a lease of Block 77A Parcel 64, Block 80A Parcel 94, Block 81A Parcel 33, Block 81A Parcel 35, Block 81A Parcel 37 and Block 81A Parcel 60 (Part);

o Creation of OE 148 Lease Payment under the Ministry of District Administration and Lands to facilitate payment of the lease;

o In accordance with Sections 11 (5) and (6) of the Public Management and Finance Act to increase appropriation OE 148 by CI$91,600;

• Approved the following pay awards for the Tourism Attraction Board (“TAB”):

o A monthly honorarium of $150 to assist TAB non-executive employees (grade E and below) with utility expenses for June, July, and August 2022;

o A two percent Cost of Living Adjustment increase for all TAB employees commencing in September 2022;

o A one point increment increase for qualifying TAB non-executive employees (grade E and below), whose positions are evaluated and who are not paid personal to holder (i.e. above the top of salary grade indicated in the applicable job evaluation) commencing in December 2022, broadly equivalent to a 2.5% increase;

o A one-off non-pensionable honorarium equivalent to 6 months value of the 2.5% increment or $700, whichever is greater, for persons paid on the highest pay point on the applicable salary grade;

  • Approved the appointment of Colonel Errol Braithwaite as Commandant of the Cayman Islands Cadet Corp;
  • Approved for the Hon Attorney General to present the 2021-2022 Annual Report of the Anti- Corruption Commission to the Parliament at its next sitting;
  • Approved the following in accordance with sections 1 and 4(2) of the Schedule of the Disabilities (Solomon Webster) Act, 2016:

o Appoint of the following persons to the National Council for Persons with Disabilities: Shan Harriman, Deputy Chair; Jessica Ebanks, Member; Faith Gealey, Member; Danielle Roberts, Ex-Officio; and Dr. Aidan Tumilty, Ex-Officio;

o Accepted the resignation of Dr. Sarah Cuff and noted appreciation for her service;

o Terminated appointment of Carien Harcombe and noted appreciation for her service;

  • Noted the tax exemption statistics for October 2022; and
  • Noted the Unaudited Quarterly Financial Report: Nine-Month Period ended 30th September 2022.
