Cayman Cabinet Post Special Meeting Summary 28 February 2025

A Special meeting of the Cabinet was convened on Friday, 28th February 2025 in the Cabinet Conference Room, Government Administration Building.


Mr. Jason Webster, acted for the Cabinet Secretary. All Ministers and Members of Cabinet were present.
At this special meeting Cabinet:


a) Confirmed approval granted by circulation on 27th February 2025 pursuant to sections 11(5) and
11(6) of the Public Management and Finance Act (2020 Revision) to increase CBO 17 –
Information Services Provided to Other Government Agencies by $1,339,397.18.

b) Confirmed approval granted by circulation on 27th February 2025 for the publication of the
Referendum (Cruise Berthing Infrastructure, Gambling and Cannabis) Notice, 2025.

c) Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) the following adjustments to the appropriation for the University College of the Cayman
Islands:

i. ii. d) e) f) iii. iv. Decrease in EI 46 – Equity Investments by Seven Hundred and Forty-Nine Thousand
Dollars (CI$749,000.00) in FY 2025;
Increase in CCO 1 – Teaching of Tertiary Level, Professional and Vocational
Programmes by Seven Hundred and Forty-Nine Thousand Dollars (CI$749,000.00) in
FY 2025;
Increase in CCO 1 – Teaching of Tertiary Level, Professional and Vocational
Programmes by Seven Hundred and Fifty Thousand Dollars (CI$750,000.00) in FY
2025;
Increase in CCO 1 – Teaching of Tertiary Level, Professional and Vocational
Programmes by One Million, Two Hundred and Eighty Thousand Dollars
(CI$1,280,000.00) in FY 2025.

Approved the purchase of the following lands: Block 72C Parcel 169; Block 111A Parcel 4; and
Block 106C Parcel 38.

Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision), supplementary funding to the Ministry of Youth, Sports and Heritage for the period of
2025, to increase the appropriation for EI 86 – Ministry of Youth, Sports and Heritage by an
additional CI$850,000.

Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision) supplementary funding to the Ministry of Youth, Sports and Heritage for the period of
2025, to increase the appropriation for TP 107 – Ministry of Youth, Sports and Heritage by an
additional CI$500,000.

g) h) i) j) k) l) Approved the re-appointment of the following persons to the Air Transport Licensing Authority:
Michael Adam, Chair; Andre Scott, Deputy Chair; Susan Parsons, Member; Paula Cribb, Member;
Marcus Cumber, Member; Carson (Denny) Ebanks, Member; George Hunter, Member; and Elaine
Whorms, Secretary.
Approved pursuant to sections 11(5) and 11(6) of the Public Management and Finance Act (2020
Revision), the following:
i. increase appropriation EA 30 (Cemetery Vaults – Grand Cayman) by:

  • CI$300,000 for fiscal year 2024
  • CI$300,000 for fiscal year 2025
    ii. decrease appropriation EI 53 (Ministry of Health & Wellness) by:
  • CI$300,000 for fiscal year 2024
  • CI$300,000 for fiscal year 2025

Approved the issuance of a Coastal Works Permit for the construction of a new public concrete
dock located at the terminus of Batabano Road, between Block 9A Parcels 76 and 123, located at
Morgan’s Harbour, West Bay, Grand Cayman, Cayman Islands.

Approved the issuance of a Coastal Works Permit to create swim holes intended for public use on
Crown Property adjacent to Block 72C, Parcels 104, 115, 116, 117 and 425, which is located at
East End Public Beach, East End, Grand Cayman.

Approved the issuance of a Coastal Works Permit for the construction of groynes, formation of
pocket beaches and rock revetment works, as well as the construction of a new concrete dock, new
launching ramp, and area of land reclamation located on the eastern shoreline of the parcel, located
at Block 33E Parcel 77 at the terminus of Camp Drive, Kaibo, North Side, Grand Cayman, Cayman
Islands.

Approved the request for change in material to a Coastal Works Permit previously approved by
Cabinet for the construction of a dock and cabana located at Block 45A Parcel 62, Rum Point
Drive, North Side, Grand Cayman.


m) Approved the grant of a 30ft vehicular Easement over Crown land Block 13D Parcel 468.
