Cayman: DVES announces appointment of Deputy Director
The Ministry of Commerce, Planning and Infrastructure announces the appointment of Mark Bothwell as the Deputy Director of the Department of Vehicle and Equipment Services (DVES).
Mr. Bothwell, a Caymanian, served as Deputy Director since July 2019 and has over thirteen years of management experience with the Caymanian Islands Government. Prior to assuming the post of Acting Deputy Director, he worked as Assistant Director, Acting, of Solid Waste in the Department of Environmental Health where he was responsible for the management of over eighty employees in various sections of the landfill, dispatch and island-wide collections.
He also held positions as Assistant Manager and General Manager in the Recreation, Parks and Cemeteries Unit Unit prior to its amalgamation into the Public Works Department. He had responsibility for some twenty eight employees in a number of areas including budget, human resources, fleet management and the upkeep, safety and security for over one hundred government facilities.
In his role of Deputy Director at the Department of Vehicle and Equipment Services, Mr. Bothwell will assist the Director in the development and management of an annual operational budget of $4.7 million for the Department. He will also manage the fleet management programme of over 1,000 vehicles and equipment, and develop fleet administration standards and vehicle operating policies to help maximise return on fleet investments and administrative decision making processes.
As part of his professional development, Mr. Bothwell has completed architectural design training at the Tallahassee College and a joint executive management course at the University of Texas, Arlington and University College of the Cayman Islands.
Director of DVES, Stephen Quinland stated that the team members at the Department are delighted to see Mr. Bothwell appointed in position. “Mark has been my valuable right hand man who brings an abundance of knowledge and experience that we need at DVES as we work to improve efficiency, service standards and provide an overall enhanced experience for our customer,” Mr. Quinland said.
Chief Officer in the Ministry of Commerce, Planning and Infrastructure Alan Jones expressed satisfaction with the selection of Mr. Bothwell for the Deputy Director position. He underscored that the appointment of another competent Caymanian to a senior role at DVES augurs well for the civil service and that it is further evidence of good succession planning in critical areas.
“Mr. Bothwell is a great addition to Department of Vehicle and Equipment Services’ leadership team. He is a dedicated worker who continues to serve well so we are pleased that he is fully assuming this role as Deputy Director”, Mr. Jones emphasised.
In commenting on his appointment Mr. Bothwell said, “I have been acting in this position for over a year now so I am grateful for the opportunity to be formalised in this role. I look forward to continuing my contribution to the department, ministry and the Government of the Cayman Islands”.
