Cayman Islands Cold Case Unit solves 6-year-old cold case murder

On 8th February 2008, West Bay Fire Officers attended to a car fire #2 Avoca Lane, Mount Pleasant, West Bay. After they had extinguished the fire, they opened the trunk and discovered Bise’s body wrapped in a blanket. An autopsy revealed that death was caused by severe blunt force trauma to his head and strangulation.

Chad Anglin was initially arrested by Royal Cayman Islands Police Service (RCIPS) detectives on 14th February 2008 for the homicide of Frederic Rene Bise. He was detained in police custody, interviewed and subsequently released on bail having denied any involvement. The Detectives continued their investigation, and a file was submitted to the Legal Department for ruling who requested further inquiries.

During the latter part of 2010, the RCIPS formed the CCU to review unsolved homicides. At the commencement of 2011, officers of the Unit commenced their review of the Bise’s homicide. They re-interviewed witnesses and pursued other lines of inquiry. A file was submitted to the Director of Public Prosecution (“DPP”) (formerly Legal Department) for ruling. The DPP’s office recommended that Chad Anglin be charge with the murder of Frederic Bise. On 17th October 2013, Chad Anglin was formally charged and subsequently indicted. His trial started on 05th May 2014 and concluded yesterday when the jury returned a verdict of guilty. A mandatory life sentence was handed down.

The RCIPS will continue to investigate and pursue rigorously all leads in order to solve our cold case homicides. The RCIPS advises that no unsolved homicides are closed on their books; detectives continue working on cold cases irrespective of the cost or time until those responsible are brought before the Courts.
