Cayman Islands’ Governor names new Auditor General

Auditor General Susan WinspearHer Excellency the Governor, Ms Helen Kilpatrick, is pleased to announce the appointment of Ms Sue Winspear as the new Auditor General of the Cayman Islands. Ms Winspear will take up her role in July 2016.

Ms Winspear joins the Office of the Auditor General, Cayman Islands from the National Audit Office in the UK where she served as an Executive Leader within the Leadership Team.  With 30 years of financial and auditing experience, in her most recent role Ms Winspear had responsibility for approximately 200 directors and audit staff leading the financial audit, value for money studies, investigations and other assurance work in the Government departments of Health, Education and Local Government. She also had responsibility for external relations and communications.

Ms Winspear previously held Director General roles in the Department for Education and the Department for Communities and Local Government reporting to Sir Bob Kerslake, then Permanent Secretary who was also the Head of the UK Civil Service. For most of her career Ms Winspear has worked in a political environment and has regularly attended the UK Public Accounts Committee.

Ms Winspear looks forward to working on behalf of the people of the Cayman Islands. “It is a privilege to be appointed as Auditor General for the Cayman Islands and I look forward to leading the Auditor General’s Office for the next period and taking it from strength to strength as we play our part in helping to improve public services and financial management,” Ms Winspear said.

Her Excellency the Governor said that she was pleased that the selection process was complete and that Ms Winspear had accepted the position. “The role of Auditor General is critical to ensuring Government is held to account and for maintaining public confidence. I am confident that Ms Winspear will bring dynamic leadership to the Office and will successfully support the Public Accounts Committee. Ms Winspear’s experience and capabilities will be a great asset to the Cayman Islands,” Ms Kilpatrick said.

Ms Winspear was recruited after an open recruitment campaign. The role was advertised in the Cayman Islands, the United Kingdom, Australia, Canada and the Caribbean. During the first phase of the selection process, six candidates were shortlisted to undertake a practical assessment and psychometric testing. Of this total, four candidates proceeded to the final interview stage.

The interview panel was comprised of Her Excellency the Governor, Mr. Dan Scott (Regional Managing Partner – Ernst and Young), Ms Karie Bergstrom, (Chief Operating Officer – Maples and Calder), and Mr. Martin Sinclair (retired Assistant Auditor General – UK National Audit Office).

Mr. Garnet Harrison will continue as the Acting Auditor General until Ms Winspear takes up her role in July.

Ms Winspear is a Council Member of the Chartered Institute of Public Finance and Accountancy and a Fellow Member of the Association of Accounting Technicians.
