Statement on Fire Service incident
Following a report by Cayman Marl Road on 27 December 2018, the Ministry of Financial Services and Home Affairs can confirm that the Director-General of the Civil Aviation Authority of the Cayman Islands (CAACI) was informed of the alleged incident, by Chief Fire Officer (CFO) Hails on 12th December 2018. The CFO subsequently submitted an ‘occurrence report’ to the CAACI on 21st December 2018.
Overseas Territories Aviation Requirements (OTAR) Part 13, ‘Occurrence Reporting’ states that the Aerodrome Certificate holder (CIAA), or any person required to provide an occurrence report, shall conduct an investigation through the organisation’s Safety Management System (SMS). In compliance with this, the Ministry can further confirm that a joint investigation will be conducted by the CIFS and the CIAA, commencing 2 January 2019. A report on the findings will be produced, including where necessary, recommendations to ensure that similar occurrences are not repeated.
The Ministry has been advised by the CAACI that the sole objective of occurrence reporting is the prevention of accidents and incidents and not to attribute blame or liability.Upon receipt of the report following the joint investigation, the CAACI will review such recommendations and determine regulatory compliance of the outcome.
As there is a protocol in place for the handling of such matters per established best practices, the Ministry will await the completion of the joint investigation.

46-year-old-man charged with Rape and Threats to Kill, 31 December

About 11:50PM on Friday, 28 December, police responded to a rape incident that took place in the Windsor Park area between a man and a woman that was known to each other.
A 46-year-old-man of George Town was arrested on Saturday 29 December for the offense of rape and threats to kill. He was kept in custody as the investigations progressed.
Just after 10:30AM today, 31 December, the man was formally charged with the offense of Rape and Threats to Kill contrary to the Penal Code (2018 Revision) and he will appear in court today (Mon 31 Dec)
