Cayman swimming official in charge at Olympic Qualifying Competition

CIASA, Grand Cayman, 30 June 2015: Cayman Islands Amateur Swimming Association (CIASA) Referee Adam Roberts has been selected to officiate as a Referee in the Toronto 2015 Pan American Games (14-18 July) which is a qualifying competition for the Rio 2016 Olympic Games.

Adam’s appointment as Referee is a personal and professional achievement. It is also an honour for Cayman Swimming to have one of its officials recognized internationally with the trust and respect that accompanies the responsibility of one identified to stand in the top position at an international competition of this level.

To put Referee Adam Robert’s role as Referee in perspective, the FINA[i] Swimming Rules, which will be in effect at the competition, provides that the Referee shall “have full control and authority over all officials, approve their assignments, and instruct them regarding all special features or regulations related to the competitions. He shall enforce all rules and decisions of FINA and shall decide all questions relating to the actual conduct of the meet, and event or the competition, the final settlement of which is not otherwise covered by the rules.”

Adam, a CIASA/FINA/UANA[ii] official was honoured with the appointment and had this to say when asked how he felt about his upcoming duties: “I am thrilled and still a little in shock at this news. It is a huge honour and a massive tribute to Cayman’s officiating programme and our efforts at training over many years. I hope this will prove to be a fillip and encouragement to all our officials. I am hugely grateful to the Cayman Islands Government for giving me time off to go and to all the trainers over the years, especially Steven Goldman and Errol Clarke who have always been so encouraging; and to my wife who not only organises Cayman training of officials but has always supported me 100%.”

Adam previously officiated in swimming at the Pan American Games held in Guadalajara, Mexico in 2011 as Inspector of Turns and Judge of Stroke and for him to be presented with another opportunity at this level speaks highly of his professionalism and competence as a swim official.

CIASA President, Michael Lockwood, also spoke highly of the appointment: “Over the years Adam has contributed a significant number of hours to the development of professional and qualified swimming officials locally, regionally and internationally. This has proved pivotal to the development of our swimmers as they are able to compete, here at home, in fully officiated and sanctioned meets – gaining invaluable experience so that they know what to expect when the compete overseas. We thank him for his contributions to swimming and look forward to seeing him on deck in Toronto.”

Cayman Swimming currently has a team of 12 qualified swimmers representing the Cayman Islands at the Island Games, where Cayman Official Tom McCallum in on deck as a referee and qualified swimmers will also be at the following, upcoming international competitions: Pan American Games, FINA World Championships in Russia and the Youth Commonwealth Games in Samoa.

CARIBBEAN: CCC completes preliminary examination of CWC’s agreement to acquire Columbus

PRESS RELEASE – The CARICOM Competition Commission (“the Commission”) hereby provides an update to its statement published on 28 January 2015 on www.caricomcompetitioncommission.com and issued to media organisations in Member States throughout the region, regarding the agreement by Cable and Wireless Communications Plc (“CWC”) to acquire Columbus International Inc. (“Columbus”).

Pursuant to Article 176.1 of the Revised Treaty of Chaguaramas (RTC), the Commission has completed its Preliminary Examination of the agreement and has reached the conclusion that an investigation is warranted.

In this regard, the Commission will now undertake to complete the remaining procedural steps under Article 176 of the RTC to further progress this matter.

Given that the findings of the Preliminary Examination indicate that an investigation is required, in accordance with Article 176.4 of the RTC, the Commission will hold consultations with the Member States concerned to determine and agree on its jurisdiction to investigate the business transaction.

Article 176.5 further states that: “If there is a difference of opinion between the Commission and the Member State regarding the nature and effects of the business conduct or the jurisdiction of the investigating authority, the Commission shall:

(a) cease any further examination of the matter; and

(b) refer the matter to COTED for its decision.”

Article 176.6 further provides that: “Nothing in this Article shall prejudice the right of the Member State to initiate proceedings before the Court at any time.”

Article 176.7 then concludes by stating that: “Where there is a finding that the Commission has jurisdiction to investigate the matter, the Commission shall follow the procedures set out in paragraphs 5, 6, 7 and 8 of Article 175″.”

The Commission expects this consultation phase with the Member States to be completed in a timely manner. The Commission will then provide an update on its next steps
