Daniel Greaves

The Ministry of Home Affairs recently announced the appointment of Daniel Greaves as the Director of Prisons, effective 1 December 2023, following a recruitment process. Mr Greaves, with a career spanning 38 years in the Cayman Islands Prison Service, brings a wealth of expertise to the post.

In his previous position as Deputy Director, and most recently as Acting Director of His Majesty’s Cayman Islands Prison Service, Mr Greaves has demonstrated exemplary leadership, playing a pivotal role in policy development, strategic planning, and partnership-building with government and non-government agencies alike. His commitment to public safety has also been evident through his strategic input, operational guidance, and intelligence contributions to various national security working groups.

Commenting on his new appointment, Mr Greaves stated “I am proud to continue leading His Majesty’s Cayman Islands Prison Service and envision a future for the department that is built on sustainable opportunities and evidence-based practices. The Prison Service has evolved to offer a diverse range of meaningful and purposeful activities that holistically address the rehabilitation needs of our incarcerated population. At the same time, we’re actively adopting an intelligence-driven approach to operations, which allows us to adapt and refine strategies to meet the changing security risks.”

During his tenure as Director, Mr Greaves will pursue several strategic goals related to reducing re-offending, enhancing public safety collaborations, advising on plans for a new prison facility, and engaging with community partners to better support the reintegration of offenders.

Building on his successful track record of collaboration, Mr Greaves will continue to foster partnerships with public safety agencies across the spectrum of emergency response, law enforcement, and criminal justice. Mr Greaves firmly believes in the power of collaboration to streamline prisoners’ access to services and create efficient pathways for rehabilitation.

As Director of Prisons, Mr Greaves is committed to implementing evidence-based interventions to further reduce re-offending rates. In doing so, he aims to provide functional and rehabilitative solutions that support prisoners’ reintegration into society.  Key goals encompass continuous improvement of educational and vocational programs, as well as the provision of mental health and therapeutic services.

As a part of the project team for a proposed new prison facility, Mr Greaves will advise the Ministry of Home Affairs and key stakeholders to produce detailed design and costing plans over the next 2 years. His focus will be on designing a modern, secure, and humane environment that aligns with international standards and fosters rehabilitation.
