Cayman: Public Accounts Committee Hearing | Thursday 14th March 10:00 a.m.
The Constitutionally-enshrined Standing Public Accounts Committee (PAC) will investigate the report of the Auditor General, “Financial Reporting of the Cayman Islands Government: General Report 31 December 2022 (October 2023)”, on Thursday, 14th March, and will hear from:
* The Deputy Governor, Honourable Franz Manderson
* The Financial Secretary, Mr. Kenneth Jefferson
* The Accountant General, Mr. Matthew Tibbetts
* The Deputy Director, Central Procurement Office, Mr. Robert Tatum
The Hearing will commence at 10:00 a.m. and it is expected to conclude by 1:00 p.m. The Committee will hold its regular non-televised administrative meeting afterwards. The Hearing will be accessible to the public and can be viewed live on the Cayman Islands Government’s YouTube channel.

The Auditor General’s report was published in October 2023 and deals with the results of the 2022 financial audits of public entities. The PAC tabled its report to the Parliament in April 2023 on the Auditor General’s previous General Report, in which it fully endorsed the recommendations made by the Auditor General. The Committee also included one formal recommendation to the Ministry of Finance and Economic Development, namely to make a detailed assessment of the cost of implementing Section 47 of the Public Authorities Act to include non-monetary benefits for Statutory Authorities & Government Companies.
The PAC is one of the few standing committees enshrined in the Constitution of the Cayman Islands (Section 87) and in Parliament Standing Orders (Order 77). The overall purpose of the Committee is to review reports of the Office of the Auditor General (OAG) and to ensure the government is held to account for its spending and financial management with a view to safeguarding public money. The PAC holds hearings in accordance with Parliament Standing Order 77 (4), where it will call on any public officer to give information or explanations on the Auditor General’s findings.
