Complaint is made against Langston Richard McKenzie Sibblies a citizen of Jamaica, Canada and the Cayman Islands who acted as Director of Public Prosecutions in Grenada 1981-83 for multiple crimes involved in the unlawful detention of persons by him resulting in harm to hundreds of detainees.
Sibblies is the surviving member of the Task Force on Detainee Affairs appointed by the then head of the People’s Revolutionary Government of Grenada, Maurice Bishop in 1981. The other three members of the four person task force: Victor Husbands, Miles Fitzpatrick and Pat McLeish are all deceased. The task force oversaw the incarceration of several hundred detainees under the most heinous conditions that resulted in illness, death and protracted gross violation of their human rights.The International Criminal Court confirmed that it is unable to consider prosecutions for matters prior to the adoption of the 2006 Rome statute.
Documents that confirmed the actions of Sibblies were discovered from a cache of 20,000 lbs of documents taken by the US Army during the invasion of Grenada on 25 October 1983. These are available on microfiche at the National Archives in College Park, Maryland. A selection of these documents were published by former State Department consultant Michael Ledeen, a project authorized by former Undersecretary of State for Political Affairs, Lawrence Eagleburger.

Biography
