CONSULTANCY SERVICES FOR DESIGN AND PROJECT SUPERVISION OF THE MONTSERRAT PORT DEVELOPMENT PROJECT
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Montserrat (GoM) has acquired financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund towards the cost of constructing an off-shore breakwater and dock and associated works at Little Bay. The Government of Montserrat intends to apply a portion of the proceeds of this financing to eligible payments under a contract for this invitation. Payments by CDB will be made only at the request of GoM and upon approval by CDB. Such payments will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GoM shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Ministry of Communications Works and Labour (MCWL), the Executing Agency, through its Public Works Department (PWD) now wishes to procure consultancy services for design and supervision of the proposed works at Little Bay.
The objective of the consultancy and supervision services is to: (1) Prepare detailed performance specifications as necessary for the design of all civil and structural works for the Little Bay Port project; (2) undertake an Environmental and Social Impact Assessment (ESIA), and develop the required Environmental and Social Management Plan (ESMP) inclusive of the Gender-Sensitive and Socially-Inclusive Training Package and associated Guidelines for Implementing Infrastructure Projects in Montserrat, Stakeholder Engagement Plan (SEP) and Grievance Response Mechanism (GRM); (3) Conduct a Climate Risk Vulnerability Assessment; (4) Ensure that high-quality construction is achieved and that all work is carried out in full compliance with the contract documents and technical specifications; (5) Provide support to PWD in the execution of its project management functions, including its monitoring and evaluation functions for the proposed Design-Build Contract for the Little Bay Port Development Project. The duration of the assignment is expected to be for a period of 42 months.
MCWL now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.
Consultants shall be eligible to participate if:
(a) In the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50% beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country;
(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country; and
(d) the consultant is not subject to any restrictions under European Council Regulation 2580/2001 of December 27, 2001 or the Terrorism (United Nations Measures) 2009 of the United Kingdom with a view to combating terrorism.
Eligible countries are member countries of CDB.
The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.
In the assessment of submissions, consideration will be given to technical competence, qualifications and experience of relevant staff, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the Head of Procurement, Ministry of Finance and Economic Development between 08:00 hrs and 16:30hrs Monday to Friday.
Two (2) hard copies of the Expressions of Interest along with two (2) CDs or DVDs with a single non-editable pdf file of the complete Expressions of Interest must be received in sealed envelopes at Address No.1 below no later than 12:00 noon on March 28, 2018 and one (1) hard copy must be sent simultaneously to CDB at Address 2 below. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “EXPRESSION OF INTEREST – CONSULTANCY SERVICES FOR DESIGN AND PROJECT SUPERVISION OF THE MONTSERRAT PORT DEVELOPMENT PROJECT.” Electronic submission to the Montserrat Procurement Unit can be made via the Mytender Portal at http://www.mytenders.org/
Following the assessment of submissions, a short-list of not less than three nor more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. GoM and MCWL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of this EOI.
