ERA seeks bids for new generating plant

powerline--621x414The Electricity Regulatory Authority is seeking Statements of Qualifications from qualified bidders to participate in a competitive solicitation to build, own and operate 36 Megawatts of new generating capacity on Grand Cayman in 2016.

The competitive solicitation process, as mandated by the Transmission and Distribution Licence issued to Caribbean Utilities Company Ltd. (CUC) in April 2008, begins with CUC identifying a need for such capacity by filing a Certificate of Need, followed by the Authority’s agreement that this capacity is required.

Competition for new generation on Grand Cayman is one of the core principles on which the new licences were granted to CUC back in 2008, and the Authority encourages all qualified bidders to respond and submit Statements of Qualifications (SOQs) for consideration.  The Authority will use these SOQs to determine the companies that will receive the Request for Proposals (RFP) to provide this generation.

On July 15, 2013, the Authority announced the cancellation of the previous solicitation process due to unavoidable and unforeseen delays.  The allegations of irregularities made by the former Managing Director concerning the previous solicitation process continue to be the subject of a formal investigation by the Anti-Corruption Commission.
