Governor visits Dep Governor CO’s Meeting
Cayman Islands Governor Duncan Taylor attended Dep. Governor Franz Manderson’s Chief Officers Meeting on 1st October, according to the copy of the Minutes of the Meeting we received from the Dep Governor’s Office.
Governor Taylor advised Chief Officers (COs) of training courses being offered by the Foreign and Commonwealth Office (FCO) through Civil Service Learning in line with commitments in the Overseas White Paper to increase engagement and to help develop the capacity of the public services in the Overseas Territories.
He outlined the benefits of the courses and he passed on the relevant information to the Deputy Governor and encouraged him to consider the benefits that the programme could have for the Service.
The courses are being paid for by the FCO for a trial period of 6 months and are free for over 3,000 Civil Servants in the Overseas Territories.
The Minutes revealed that all Performance Agreements have been completed. The Dep Governor stressed that CO’s must deliver performance management throughout the year as it was “a key driver”.
CO McField-Nixon advised of the development of “Dashboards” for monitoring compliance with the Human Resources (HR) related components of the budget, which will be available to Chief Officers. The Portfolio of the Civil Service (PoCS) will be able to prepare reports based on this programme.
The vehicles for use by Social Workers problem as had been noted in previous Minutes did not seem to have been resolved as McField-Nixon asked the CO’s to follow up with their department heads on the position.

2. Cultural Day
3. Employee Orientation Programme
4. Deputy Governor’s Awards
5. New Performance Management Template
6. Use of GAB as a Shelter
7. Civil Servant Voluntary Activities Policy
8. Submission of Policies to the AG for Bill of Rights
Other business discussed included telephone monitoring system, inaugural opening of Clifton Hunter School for public use to be announced shortly, proposal to operate a remote pharmacy for Civil Servants and mini health checks, departments to be provided with a report on average fuel usage, based on usage over the past few years, to assist with managing their fuel budget and an update on the Budget Delivery Committee (BDC).
