Background: Literacy Fest 2017 is an annual festival to celebrate literacy programmes and achievements in the Prison Service. Literacy is a primary indicator for offending behaviours and thus is a critical focus of rehabilitation efforts in corrections. Literacy takes the form of song, poetry, art, comedy and much more. Inmates have worked hard all year to prepare for Literacy Fest, and invited guests will be entertained by their work.
Turtles Lose Pre-1972 Copyright Battle In Fla.
The Turtles rock band lost their copyright battle in Florida Thursday, as the state’s Supreme Court ruled Florida common law does not recognize a right to collect royalties from recordings made before 1972.
Cayman Islands: Stolen Blue Honda Civic, 26 October -UPDATE FOUND
Update:The dark blue 1996 Honda Civic Hatchback, that was stolen in West Bay (see below press release), has now been located.
The RCIPS would like to thank the public for any part they may have played in the recovery of the stolen vehicle.
Just before 8AM today, Thursday 26 October, police were notified that a blue 1996 hatchback Honda Civic was stolen from the yard of #20 Peanut Lane, West Bay, sometime yesterday, Wednesday, 25 October after 4:30PM, and before 6:30AM this morning.
The vehicle is described as having 15” silver rims with low profile tires and 2 rust spots on the roof. A picture of a similar vehicle is attached.

RCIPS FCU Warns of Fraudulent Solicitations from Fake Facebook Profiles of Public Figures, 26 October
The RCIPS FCU is advising the public of a report received yesterday, Wednesday 25 October, that a fake Facebook profile purporting to be the profile of Hon. Tara Rivers, MLA, has been soliciting money from those following the Facebook page.
The RCIPS FCU is investigating the report, and is taking this opportunity to raise awareness among the public of the use of fake Facebook profiles for fraudulent solicitations. Detectives are asking the public to be wary of any solicitations for financial details or donations via Facebook. These should be handled very carefully and authenticated, especially when received from Facebook pages that appear to be the profile of a public figure.

US court dismisses fraud lawsuit against Cayman Islands RE/MAX
Cayman Compass are reporting an American federal district court has thrown out a lawsuit alleging fraud against Cayman Islands real estate brokerage firm RE/MAX after a judge found the matter could not be properly heard in that jurisdiction.

Throne Speech, Budget Address in Cayman islands LA Fri (27)
The LA meets at 9.40 am tomorrow (Friday, 27 October 2017) for the delivery of the Throne Speech, Government’s Policy Statement and the Budget Address.
Members of the public should be seated in the public gallery by 9.30 am.
Prior to entering the LA building, Her Excellency the Governor, Helen Kilpatrick will inspect a Police guard of honour outside and then proceed inside to give the Throne Speech.
This will be followed by the Premier, Hon. Alden McLaughlin delivering the Policy Statement and then the Budget Address by Minister for Finance and Economic Development, Hon. Roy McTaggart.
CBS looks to jump-start evening news ratings, naming Glor new anchor

In one of those infrequent changings of the guard, CBS (CBS +0.3%) has named Jeff Glor the next anchor of the CBS Evening News.
He’ll take over later this year, replacing interim anchorman Anthony Mason. Mason had stepped in after six-year anchor Scott Pelley was moved off the broadcast earlier this year.
Glor has spent more than 10 years with CBS News.
Last month, CBS wrapped the TV year in third place among evening news broadcasts: ABC’s (DIS -0.1%) World News Tonight took the top spot with 8.25M average viewers, breaking a 21-year winning streak by NBCs (CMCSA -0.2%) Nightly News, which averaged 8.17M. The CBS Evening News averaged 6.56M viewers.

The four-day conference is designed to foster a better understanding of the inner workings of the cruise industry and help attendees improve their cruise tourism business.

Magnitude 3.9 earthquake strikes off California coast

SAN CLEMENTE ISLAND, Calif. (AP) — A magnitude 3.9 earthquake has struck off California’s coast.
The U.S. Geological Survey says the earthquake hit at midnight Tuesday and had an epicenter about 10 miles (16 kilometers) northwest of San Clemente Island.
The agency says the earthquake had a depth of about 3 miles (4.9 kilometers.)
The KABC TV station reports that the earthquake was felt in parts of Los Angeles, Long Beach, the South Bay and Orange County.
Antigua-Barbuda minister suspended following arrest in London

ST JOHN’S, Antigua — The prime minister of Antigua and Barbuda, Gaston Browne, has announced the immediate suspension from the Cabinet of tourism and investment minister, Asot Michael, pending the outcome of his arrest on Monday (23) morning by the Metropolitan Police in London.
Browne is presently in Jordan on his way back to Antigua from Montenegro where he led a government delegation to an international conference on global citizenship.
The prime minister advised that he received news from Antigua and Barbuda’s High Commissioner in London, Karen-Mae Hill, that she had been informed by the British Foreign and Commonwealth Office that Michael was arrested on his arrival in England on Monday morning.
“While I have no firm details of the reasons for Mr Michael’s arrest, the arrest itself is sufficient for me to suspend him immediately as a Cabinet member and to relieve him of all his ministerial portfolios until this matter is resolved one way or the other”, Browne said.
The prime minister declared: “I have repeatedly stated that I expect every member of my government to comply with the highest possible standards required of public office, and while Mr Michael might establish his innocence in time, the fact that he has been arrested now, obliges me to relieve him of all government duties.”
“I undertake to release other information regarding Mr Michael’s arrest as it is brought to my attention,” he added.
UPDATE: The government of Antigua and Barbuda has now been advised by Michael’s attorney, James Guthrie, that his client was detained and questioned upon arrival at Gatwick Airport. He has since been released. The government will issue another statement when further information becomes available.

Parcels of Ganja Wash Ashore in Little Cayman, 20-22 October

Between Friday 20 and Sunday 22 October, Police received reports from members of the public that parcels had washed ashore in Little Cayman. The parcels were found to be containing a substance suspected to be Ganja.
Little Cayman Police Officers, assisted by the Air Operations Unit, conducted extensive searches of the shoreline. Altogether 5 parcels were recovered, of approximately over 80 lbs. total in weight.
The RCIPS would like to thank the members of the public who notified the authorities about the parcels.
Anyone with information that could assist the police in locating the source of these parcels is asked the call CBPS at 948-0331 or. They can also contact the RCIPS Confidential Tip Line at 949-7777 or the Crime Stoppers Tip Line at 800-TIPS (8477) to remain anonymous.

With Halloween activities running from Saturday, Oct. 28 to Tuesday, Oct. 31, Camana Boo is the place to be!
It all kicks off with a wizardly Spooktacular event on Saturday, Oct. 28. Come early for a Monster March hosted by Cayman Heart Fund and the Hart for Hearts Foundation. The march will open Spooktacular as little ones and their grown-ups will march in costume from Books & Books to just outside Abacus, where they will officially ‘enter’ Spooktacular for the start of the event. Kicking off at 4 p.m., registration is CI$5 per person and a booth will be set up outside the bookstore from 3:30 p.m. Spot prizes and awards for best costumes will be given out.
Camana Boo’s annual Spooktacular event is free and open to all and will offer up a wizardly good time, with potions labs, creepy crafts, games including a Just Dance dance-off on the Crescent, and finishing with a screening of Harry Potter and the Sorcerer’s Stone (2001, PG) on the Crescent, in celebration of the 20th anniversary of the publication of the first book in the famous JK Rowling series.
Moonlight & Movies will continue on Sunday and Monday nights, and don’t miss Tuesday night when Halloween on the Big Screen offers Moonlight & Movies and something more! After trick-or-treating is done, bring the family down to Camana Bay for the 7 p.m. showing of Halloween family favourite Hocus Pocus (1993, PG) on the giant blow-up screen on the Crescent. The Camana Bay restaurants will be offering food and drinks for sale in stalls lining the Crescent – the movie screening is free and food and drink tickets are CI$6 and $4 respectively.

Following a lightning strike which occurred on Wednesday, 27th September 2017, the National Weather Service (NWS) public radio programming on channel 107.9 is off air for repairs, which are expected to take at least a month, officials say.
The NWS will continue to make its forecasts available through all other regular channels, including its website at www.weather.gov.ky , Facebook page www.Facebook.com/CINWS and all local media.

Cayman Islands Customs Registration of Importers Begins Monday (16)
To help importers start using a system for entry declaration, the Customs Department will start registering importers. The registration takes place from Monday, 16 October 2017 until 27 October 2017, from 8:30am to 4:00pm, Monday to Friday, on the 1st floor of Customs Headquarters, located at #42 Owens Roberts Drive (locally known as Airport Road).
Only after registration and formal recognition by Customs as an importer can they access the new online electronic system for entry declaration that comes into effect on 1 November 2017. Importers have to complete and submit entries electronically to Customs using the new gateway portal COLS (Customs Online System), which they will be able to access through the website www.customs.gov.ky.
To be registered, each individual has to visit Customs headquarters in person and provide relevant information including a government-issued identification, e.g., driver’s licence or passport.
Additionally, companies and businesses will have to provide their business licence and/or company registration, including directorship.

Cayman Islands Pirates Week food handlers training 2017
The Department of Environmental Health (DEH) advises the public that it will be conducting two basic Food Handlers’ Certification Courses for Pirates Week food vendors on Wednesday, 25 October and Thursday, 26 October 2017. Each course will commence at 9 a.m. and continue until 4 p.m. Sessions will be held at the DEH Conference Room which is located at the Cayman Islands Environmental Centre, 580 North Sound Road, Grand Cayman.
The DEH urges all food handlers needing to update their certification before Pirates Week to register early for one of these courses as there is limited space available. The cost of registration for each course is $15 per person and includes the cost of materials.
At the end of the course, food handlers will be certified in safe food handling and be able to prevent the spread of food-borne illness and disease. Certification is valid for three years.

Hurricane Irma Appeal launched by Cayman Islands Red Cross
The Cayman Islands Red Cross (CIRC) is launching its Hurricane Irma appeal in light of the devastation suffered by the Eastern Caribbean islands as the storm continues to wreak havoc throughout the region.
“We really don’t know the extent of the damage as full assessments haven’t been conducted yet, but based on what we have seen and heard Irma has been catastrophic for several nations,” explains CIRC Director Jondo Obi. “The Anguilla Red Cross has lost its headquarters, and as has now been widely reported the island of Barbuda has basically been declared uninhabitable,” she continues.
“We are still working on establishing contact with our counterparts throughout the region, and those with whom we have reached have stated that they are physically well but emotionally devastated,” adds Mrs. Obi.
The CIRC’s Irma appeal is strictly for monetary donations, and the organisation urges residents *not* to make arrangements to send supplies to the affected areas.
“The arrival of unsolicited donations into a disaster zone is at times referred to as the second disaster,” explains Deputy Director Carolina Ferreira. “The items that most people would like to donate, like clothing, shoes, household items and toys, are not a priority in the immediate aftermath of a catastrophe, and when they arrive into affected areas they create numerous problems for workers on the ground,” she explains.
Unsolicited donations are not only difficult and costly to send, but in areas where major ports have been affected and alternative locations are being utilised they become difficult for organisations to access and collect, if they are even made aware of their existence at all. Furthermore clearing and collecting such goods means diverting personnel and equipment away from more pressing tasks, like damage assessments. There is also the issue of sorting and storage, as such widespread devastation means that many buildings have been affected and there is a shortage of space. Lastly, often times the affected population is not in a position to be able to receive these goods at the time when they are sent.
“The Cayman Islands Red Cross is a branch of the British Red Cross, and the funds we collect here go directly to the most affected areas as part of the larger appeal by the British Red Cross and the International Federation,” adds Keith Ford, Disaster Manager for the organisation. “The people of these Eastern Caribbean islands are already going to need a lot of help, but the truth is that Jose is following closely behind a similar path and set to turn into a major hurricane itself. We must help.”

Cayman Islands’ Green Iguana Cull extended
The Department of Environment wishes to announce that this year’s green iguana cull is to be extended until the end of November 2017.
Although contracts to cullers were issued with a provisional end date of 31 August 2017, availability of funds is sufficient to allow current culling contractors to continue until the end of November. Terms of contracts and payment rates will remain unchanged.
Culling contractors and other interested parties are asked to carefully note the following deadlines and arrangements:
1. No new contractors will be signed up after 5 p.m. on 31 August, 2017.
2. The green iguana raffle will close on 31 August 2017. Participants will be invited to attend the closing draw.
3. No contractor reports of culled iguanas will be accepted for payment after 5 p.m. on 30 November, 2017.
