Update on Residential Garbage Collection Services in Cayman Islands
The Department of Environmental Health (DEH) wishes to inform the public that the residential garbage collection service on Grand Cayman is once per week. In an effort to minimise waste, divert the waste stream from the landfill, and reduce littering, the DEH is encouraging all residents to recycle items (such as tin cans, aluminium, glass bottles, batteries, and #1 & #2 plastics) and deposit those items at one of the recycling depots at the local supermarkets.
The DEH is also reminding the public to only place their residential waste by the roadside for service collection on the following scheduled days:
- Mondays – From Crystal Harbour / Governor’s Harbour to West Bay inclusive of the side roads.
- Tuesdays – From Safe Heaven / West Bay Rd including Harbour Heights to South Church St, Walkers Rd, Smith Rd, Templeton Pine Lake area, Shedden Road, North Sound Road, Breezy Way, Eastern Ave, Mary’s St, Rock Hole, plus the side roads.
- Wednesdays – From Windsor Park, South Sound Rd, Crewe Rd, Bobby Thompson Way, Half Way Pond, Randyke Gardens, Prospect Point Rd, the entire Prospect area including Patrick’s Island and the side roads.
- Thursdays – From the junction of Shamrock Rd / Prospect Point Rd. to Will T. Dr. in Bodden Town and this includes Spotts, Homes off the East-West Arterial road plus the Savannah / Newlands area and the side roads.
- Fridays – From Will T. Drive eastward inclusive of Northward, Bodden Town, East End, North Side and the side roads. There will be no more residential collections on Saturdays or Mondays in the eastern districts from 29 July 2016.
Mr Roydell Carter, Director DEH says, “that the slightly revised residential service schedule normalizes the collection services across Grand Cayman with the majority of residents seeing no change with their current collection day.”
Commercial Customers will continue to receive waste collection service as contracted.
For further information, please contact the DEH at 949-8793 or 949-6696 or visit the DEH’s website at: deh.gov.ky

Focus groups in all six districts of the Cayman Islands will allow persons aged 60 and over to provide input into the ongoing exercise to create an Older Persons Policy.
The focus groups for older persons, will take place throughout the Islands (Grand Cayman, Cayman Brac and Little Cayman) during the week of Monday 1 August to Friday, 5 August 2016. The group sessions will take place from 10 am–12 noon (Grand Cayman), unless otherwise mentioned. The venues and dates are:
Bodden Town – Monday, 1 August – Savannah United Church Hall
North Side – Tuesday, 2 August – William Pouchie Memorial Church Hall
Cayman Brac – Tuesday 2 August; 10 am – 1 pm – Aston Rutty Civic Centre
George Town – Wednesday, 3 August – South Sound Community Hall
East End – Thursday, 4 August – William McLaughlin Civic Centre
Little Cayman – Thursday, 4 August; 6-9pm – Grouper Room, Little Cayman Beach Resort
West Bay – Friday, 5 August – John Gray Memorial Church Hall.
The Minister of Community Affairs, Youth and Sports, Hon. Osbourne Bodden, JP, is encouraging all residents 60 and over to attend and participate in this very important policy initiative. “The more our seniors express their views and highlight issues, the better informed we will be when developing the policy,” he emphasised.
“The Steering Committee is continuing to consult and engage key stakeholders in the development of the National Older Persons Policy (NOPP),” explained Deputy Director in the Cabinet Office’s Policy Coordination Unit Deborah Webb-Sibblies.
Ms Webb-Sibblies added: “We thought it best to host the focus groups in each of the districts to ensure the older residents would be more comfortable speaking of the issues impacting them in their respective communities.”
MP De Weever calls for a compliance commissioner on integrity matters
St. Maarten News — Member of Parliament Cornelius De Weever said he will be seeking political support for the institution of a compliance commission in light of the failed attempt to set up an integrity chamber on St. Maarten. The MP noted that integrity is a serious issue across the Kingdom of the Netherlands and he had proposed that a Kingdom Integrity Chamber be established. However, he lamented the lack of focus on compliance when the Integrity Chamber was set up by parliament, only to be struck down by the constitutional court at the behest of the Ombudsman. “During the parliamentary debate on the topic of the Integrity Chamber, I mentioned the need to increase compliance within government. That need is now sensed more than before,” de Weever said.
“As I continued to look at integrity from the angle of compliance, some interesting insights came up during my research and talking with those in the field. Our laws are or should be a reflection of our values and norms. Those laws regulate the various relationships we engage in and what those involved can expect from each other. When things go wrong, we have court systems in place to address disputes or render judgments as have been seen with the nullification of the Integrity Chamber Ordinance by the Constitutional Court,” MP De Weever said.
He agreed that had the parliament abided by the rules and did the process correctly, the decision of the Constitutional Court would not have stuck out the Chamber. This he noted strengthen his views for the need for compliance. “The more we stick to the rules, the smoother the interactions become and the less burden is placed on judges ultimately as less disputes would arise. In a practical sense it means that decisions from ministers, government or other public bodies will be more consistent and sound, citizens would be more aware of their opposing rights and obligations, thus creating an environment wherein corruption becomes easier to expose,” MP De Weever said. “Are we to take integrity seriously? We need to ensure compliance. Compliance is not an external matter but an internal prerequisite in promoting integrity.”
The MP proposed shifting focus on compliance and more than investigation. He thus called for a compliance commissioner to be established in St. Maarten similar to those in banks in places like the Cayman Islands. “As the compliance officers within banking institutions, and borrowing from the Cayman Islands Information Commissioner’s Office, the compliance commissioner main focus would be to assist the various ministers, governing bodies and other related institutions adhere to the relevant national and international standards, laws and regulations,” MP De Weever said.
“The second responsibility of the compliance commissioner should be to make recommendations for reform in the area of compliance. Thirdly, the compliance commissioner refers cases where it appears that a criminal offence has been committed to the appropriate authorities. Last but not least, the compliance commissioner should as much as possible publish the requirements of the various laws and the rights of individuals thereunder.”
He argued that the compliance commissioner can temporarily be appointed through an unanimous motion of Parliament. He plans to present this motion and seeks support from his colleagues. “I will seek political support across party lines for this motion. Let’s get back on track,” De Weever said.

Cayman Islands Liquor Licence Holders: Remember your 19 August deadline
Liquor licence holders – including those with music and dancing licenses – are reminded of the Friday, 19 August deadline to apply for licence renewals.
They also are reminded that before they can apply for a renewal, their premises must be inspected by relevant Government agencies. Depending on licensees’ particular operations, these inspections may include the Fire Service, Department of Environmental Health, Planning Department, and Port Authority.
To help speed up the process, the Planning Department has advised that licensees must have inspections done by private, licensed plumbers and/or electricians. These inspections are then submitted to the Planning Department for approval.
The Planning Department added that there are a few exceptions. For example, package licences (for retail outlets such as stores and warehouses) do not require electrical or plumbing inspections.
Only complete renewal applications, with either inspection certificates or proof of inspection requests, that are submitted by the 19 August deadline will be heard at the Liquor Licensing Board’s annual session on 30 September.
Applications can be downloaded from the Department of Commerce and Investment’s website, www.dci.gov.ky . For more information, contact the Liquor Licensing Board through Acting Secretary Gavin Dixon on 244-3167 or DCI’s Shelise Jeffery on 244-2202.
