Cayman Islands: LCCL applicants must advise TBL board of Caymanian participation

In order to ensure that the law is upheld, procedural changes for the Local Companies (Control) Licence Law (LCCL) will come into effect on 1 September 2016.

The LCCL requires foreign investors to publish ads that solicit Caymanian participation in their potential business endeavours. In these ads, Caymanians are asked to inform the foreign investor of their interest, in writing; however, as of 1 September, Caymanians also must supply a copy of that letter directly to the Trade and Business Licensing Board.

Also, when submitting their applications to the board, foreign investors must include copies of the two local newspaper ads, published in accordance with section 11 (4) (e) of the law, that solicited Caymanian participation.

‘These procedural changes will help the board to know if the applicant has complied fully with the LCCL’, said Minister of Commerce Wayne Panton.

LCCL applications must be submitted in person at the Business Licensing Counter, on the first floor of the Government Administration Building. The counter is open Mondays to Fridays, between 9:00am and 4:00pm. In addition to the two newspaper ads, applications must be accompanied by due diligence such as a police clearance, copies of passports, references, and the relevant fees.

Letters from Caymanians are to be addressed to the Trade and Business Licensing Board, c/o the Department of Commerce and Investment, Government Administration Building, 133 Elgin Avenue Suite 126, Grand Cayman, Cayman Islands.

Three charged in Florida for participating in Caribbean cellphone fraud scheme

Criminal charges were filed against three defendants relating to their participation in a sophisticated global cell phone fraud scheme.

Ramon Batista, of Orlando, Florida; Edwin Fana, of Miami Gardens, Florida; and Jose Santana, of Royal Palm Beach Florida.

The three were involved in the takeover or compromise of cell phone customers’ accounts and the “cloning” of their phones to make fraudulent international calls to Cuba, Jamaica and the Dominican Republic.

Each were charged with one count of conspiracy to commit wire fraud; access device fraud; the use, production or possession of modified telecommunications instruments; and the use or possession of hardware or software configured to obtain telecommunications services, as well as aggravated identity theft.

July 29, 2016: Let’s face it, laws governing lesbian, gay, bisexual, transgender and queer (LGBTQ) rights are complex in Latin America and the Caribbean and acceptance varies widely. But at Rio 2016, several LGBTQ athletes from around the world will participate, including one from Brazil.
Larissa França, the Brazil-born beach volleyball player and 2012 Olympic bronze medalist and 2011 World Champion, is openly gay and will be on home “sand” this August at the summer Olympics.

França is the all-time leader of women’s beach volleyball titles and is married to Brazilian beach player Liliane Maestrini after coming out publicly in July of 2013; the same year same-sex marriage was legalized in Brazil. She is 34 and was born in Cachoeiro do Itapemirim, Brazil.

Same-sex marriages have been legal in Argentina since 2010, in Brazil nationwide and Uruguay since 2013, and in Colombia since 2016. In Mexico, same-sex marriages are performed in Mexico City and the states of Quintana Roo, Coahuila, Chihuahua, Nayarit, Jalisco, Guerrero, Campeche, Colima, and Michoacán and those unions are recognized nationwide.

Same-sex marriages are also legal in the Dutch Caribbean while marriages performed in the Netherlands are recognized in Aruba, Curaçao and Sint Maarten.

However, eleven former British Caribbean colonies, still have criminal punishment for “buggery” on their statute books including Jamaica, Dominica, Barbados, Guyana, Trinidad and Tobago, Saint Lucia, Antigua & Barbuda, Saint Vincent and the Grenadines, Grenada, Saint Kitts and Nevis & Belize.

At least 16 dead in hot air balloon crash in Texas

At least 16 people aboard a hot air balloon died Saturday when it apparently caught fire and crashed in a corn field in central Texas, in the deadliest such accident in the USA in decades.

Caldwell County sheriff’s deputies responding to a 911 call about an apparent vehicle accident instead found the burned basket portion of a hot air balloon, the sheriff’s office said in a statement.

The balloon crashed into farmland under a stretch of high-power electrical transmission lines in a field outside the town of Maxwell, about 30 miles south of Austin. Authorities did not immediately say what caused the crash.

 

The accident occurred shortly after 7:40 a.m. local time, Lynn Lunsford with the Federal Aviation Administration said in a statement. Investigators with the FAA and the National Transportation Safety Board were en route to the scene. The FBI office in San Antonio said Saturday afternoon that it would assist the NTSB in the investigation.

Erik Grosof of the NTSB said at a news conference Saturday that a “significant” investigation will be conducted. He would not provide an exact number of dead, only saying there were a “number of fatalities” and a “significant loss of life.”

Earlier, the Texas Department of Public Safety confirmed 16 people were killed. The sheriff’s office said at least 16 people were on board the balloon and it appeared there were no survivors.

More federal officials will arrive to the scene Sunday, Grosof added. Local officials will release the names of the pilots and passengers in Saturday’s crash in Texas after notifying relatives. Texas Gov. Greg Abbott issued a statement to ask “all of Texas to join us in praying for those lost.”

Heart of Texas Hot Air Balloon Rides owned and operated the balloon, according to the Austin American-Statesman. The company’s website says it services the Austin, San Antonio and Houston areas with up to 24 people allowed on a flight.

Margaret Wylie, who lives about a quarter-mile from the crash site, told The Associated Press she was letting her dog out early Saturday when she heard a “pop, pop, pop.” She said she called 911.

“I looked around and it was like a fireball going up,” she said, noting the fireball was located under large power lines.

Fatal accidents like this are “very rare,” said Dean Carlton, president of the 2,100 member Balloon Federation of America. “It’s been a pretty tough day for our community,” he said, adding hot air ballooning is “safe, fun entertainment.”

CRFM to host meeting in Suriname on value chain approach in fisheries

P1000696Belize City, Monday, 18 July 2016 (CRFM)—The Caribbean Regional Fisheries Mechanism (CRFM) will convene a regional workshop for Senior Fisheries Officers from its 17 Member States on applying the value chain approach to maximize fisheries earnings in a week-long event scheduled to run from Monday, July 18 to Friday, July 22, 2016 at the Torarica Hotel, in Paramaribo, Suriname.

The workshop will be conducted with the assistance of experts from the United Nations University-Fisheries Training Program (UNU-FTP) and other partner universities in Iceland, such as the University of Iceland and the University of Akureyri, which will be sharing their expertise in value chain development in fisheries and aquaculture.

The CRFM is also partnering with the University of the West Indies, St. Augustine Campus, Trinidad and Tobago, to implement the upcoming training, which will kick off after a formal opening ceremony scheduled for 9:00 a.m. on Monday, July 18.

CRFM Executive Director, Milton Haughton, notes that the initiative is designed to help key government and private sector representatives who operate small and medium-sized fisheries and aquaculture enterprises to become more efficient through capacity-building.

The CRFM, through this initiative, is also partnering with stakeholders to promote the value chain approach and to maximize the use of this approach to unlock the Caribbean’s full potential.

The CRFM expects that the key actors in the sector who are being targeted will better understand the value chain approach and use it to assess the primary constraints that affect them. They should also be able to identify opportunities for investments and other interventions to generate greater returns for the sector. Ultimately, this initiative aims to improve the overall profitability and sustainability of the industry.

Furthermore, the CRFM will lead and support the development of action plans for member countries, after pilot studies are conducted at selected locations.

Mideast courier Aramex founder cashes out 10-percent stake

DUBAI, United Arab Emirates — The Mideast courier service Aramex announced Sunday that its founder had sold a nearly 10-percent stake in the Dubai-based company.

Aramex said in a stock exchange filing that founder Fadi Ghandour sold all of his stake in Levant Logistics Holdings, a Cayman Islands-based company that controls a 9.9-percent stake in Aramex. The buyer was another Cayman Islands-based company, Boson Ventures Corporation.

Aramex did not disclose when the sale happened or at what price. Based on the most recent Aramex closing price, the stake is worth 579.8 million dirhams ($158 million).

Aramex shares rose on the news, extending an 11-day winning streak. They gained 2.5 percent to close at 4.10 dirhams as the broader Dubai Financial Market declined.

2 injured in stabbing during Caribbean Carnival festivities

TORONTO — Two people have been taken to hospital after a stabbing at Toronto’s Exhibition Place on Saturday evening.

The incident occurred in the area of the 49th annual Toronto Caribbean Carnival parade.

Paramedics said one of the victims was in serious condition.

Police have released no details on the age of the victims or any suspect descriptions.

Update on Residential Garbage Collection Services in Cayman Islands

The Department of Environmental Health (DEH) wishes to inform the public that the residential garbage collection service on Grand Cayman is once per week. In an effort to minimise waste, divert the waste stream from the landfill, and reduce littering, the DEH is encouraging all residents to recycle items (such as tin cans, aluminium, glass bottles, batteries, and #1 & #2 plastics) and deposit those items at one of the recycling depots at the local supermarkets.

The DEH is also reminding the public to only place their residential waste by the roadside for service collection on the following scheduled days:

  • Mondays – From Crystal Harbour / Governor’s Harbour to West Bay inclusive of the side roads.
  • Tuesdays – From Safe Heaven / West Bay Rd including Harbour Heights to South Church St, Walkers Rd, Smith Rd, Templeton Pine Lake area, Shedden Road, North Sound Road, Breezy Way, Eastern Ave, Mary’s St, Rock Hole, plus the side roads.
  • Wednesdays – From Windsor Park, South Sound Rd, Crewe Rd, Bobby Thompson Way, Half Way Pond, Randyke Gardens, Prospect Point Rd, the entire Prospect area including Patrick’s Island and the side roads.
  • Thursdays – From the junction of Shamrock Rd / Prospect Point Rd. to Will T. Dr. in Bodden Town and this includes Spotts, Homes off the East-West Arterial road plus the Savannah / Newlands area and the side roads.
  • Fridays – From Will T. Drive eastward inclusive of Northward, Bodden Town, East End, North Side and the side roads. There will be no more residential collections on Saturdays or Mondays in the eastern districts from 29 July 2016.

Mr Roydell Carter, Director DEH says, “that the slightly revised residential service schedule normalizes the collection services across Grand Cayman with the majority of residents seeing no change with their current collection day.”

Commercial Customers will continue to receive waste collection service as contracted.

Cayman Islands’ District Focus Groups to Inform Older Persons Policy

Focus groups in all six districts of the Cayman Islands will allow persons aged 60 and over to provide input into the ongoing exercise to create an Older Persons Policy.

The focus groups for older persons, will take place throughout the Islands (Grand Cayman, Cayman Brac and Little Cayman) during the week of Monday 1 August to Friday, 5 August 2016. The group sessions will take place from 10 am–12 noon (Grand Cayman), unless otherwise mentioned. The venues and dates are:

Bodden Town – Monday, 1 August – Savannah United Church Hall

North Side – Tuesday, 2 August – William Pouchie Memorial Church Hall

Cayman Brac – Tuesday 2 August; 10 am – 1 pm – Aston Rutty Civic Centre

George Town – Wednesday, 3 August – South Sound Community Hall

East End – Thursday, 4 August – William McLaughlin Civic Centre

Little Cayman – Thursday, 4 August; 6-9pm – Grouper Room, Little Cayman Beach Resort

The Minister of Community Affairs, Youth and Sports, Hon. Osbourne Bodden, JP, is encouraging all residents 60 and over to attend and participate in this very important policy initiative. “The more our seniors express their views and highlight issues, the better informed we will be when developing the policy,” he emphasised.

“The Steering Committee is continuing to consult and engage key stakeholders in the development of the National Older Persons Policy (NOPP),” explained Deputy Director in the Cabinet Office’s Policy Coordination Unit Deborah Webb-Sibblies.

Ms Webb-Sibblies added: “We thought it best to host the focus groups in each of the districts to ensure the older residents would be more comfortable speaking of the issues impacting them in their respective communities.”

 

Cayman Islands: West Bay Fire Station temporarily relocated

The crew, vehicles and equipment of the West Bay Sub Station are being temporarily relocated to the Ed Bush Sports Complex and will be dispatched from there when responding to respective incidents.

The move is to accommodate extensive repairs to the sub station. Work began on Monday 25 July 2016 and is expected to continue over a period of six weeks. There is no anticipated impact on the delivery of services or emergency response times due to the mandatory relocation. Residents are reminded to call 911 in the event of an emergency.

Red Bay Summer Roadworks Cayman Islands

Roadworks continue in the Prospect and Red Bay areas; to reconfigure the Red Bay roundabout and enhance the east-west arterial.

Most work is being done during off-peak times to avoid disruptions to traffic.

While work is being done, one of the lanes will be open for traffic as usual, but drivers may also use an alternate lane, as directed.

Please drive carefully, and pay attention to signs indicating lane closures or diversions.

Work in this area is to be completed before the end of August.

Memorial Service for former Cayman Islands Governor

The Government of the Cayman Islands will pay its final respects to the retired and much respected former Governor of the Cayman Islands, the late Col. Thomas Russell, CMG, CBE. The memorial service will take place on Thursday 4 August, between 8.00 a.m. – 8.45 a.m. on the lawn of the former Government Administration Building (Glasshouse).

The service will include tributes and reflections from those who knew or worked alongside Mr. Russell. Officials expected to attend include Her Excellency the Governor Helen Kilpatrick, Premier Hon. Alden McLaughlin, Deputy Governor Hon. Franz Manderson, Leader of the Opposition Hon. McKeeva Bush. There will also be representatives from the Veterans and JP Associations. The general public is invited to attend the special ceremony.

In the event of inclement weather, the ceremony will take place inside the current Government Administration Building. Notifications will be broadcast and posted should this change of location be deemed necessary.

Cayman Islands Liquor Licence Holders: Remember your 19 August deadline

Liquor licence holders – including those with music and dancing licenses – are reminded of the Friday, 19 August deadline to apply for licence renewals.

They also are reminded that before they can apply for a renewal, their premises must be inspected by relevant Government agencies. Depending on licensees’ particular operations, these inspections may include the Fire Service, Department of Environmental Health, Planning Department, and Port Authority.

To help speed up the process, the Planning Department has advised that licensees must have inspections done by private, licensed plumbers and/or electricians. These inspections are then submitted to the Planning Department for approval.

The Planning Department added that there are a few exceptions. For example, package licences (for retail outlets such as stores and warehouses) do not require electrical or plumbing inspections.

Only complete renewal applications, with either inspection certificates or proof of inspection requests, that are submitted by the 19 August deadline will be heard at the Liquor Licensing Board’s annual session on 30 September.

Early Watercolours

Rarely displayed watercolour paintings from the early collections of the National Gallery of the Cayman Islands (NGCI) and the Cayman Islands National Museum (CINM) will be on show at the National Gallery throughout summer. The temporary exhibition titled, A Legacy of Light features a wide selection of landscapes, seascapes and architectural studies by both established and lesser-known artists from the Cayman Islands. The exhibition opens to the public 1 July 2016 and ends 16 September 2016.

  Light & Colour Workshop

Take part in a special watercolour workshop with Lois Brezinski Saturday, 13 August 2016 – 1:00 PM to 4:00 PM. This intensive workshop explores the use of watercolours to capture the dramatic effects of light in the tropics. The workshop is designed for all levels and is open to adults and mature teens.

Free watercolour art activities for kids! These creative drop-in sessions will be sure to inspire families of all levels and abilities. Children must be accompanied by an adult. Bookings are not required.
