New charges arising from Cayman Islands chiropractic practice
From RCIPS
On 9th August 2016 the 47-year-old man charged on 6 July was charged with two further counts of indecent assault relating to allegations made by two additional female patients. He has been bailed to attend court on 13th September.
In total there are 20 charges against the accused in cases involving 14 victims, all of whom were female patients at his chiropractic practice.
The chiropractor has been identified as Dr Jemal (Jamie) Khan who practised at a medical centre in Passadora Place, George Town.

Changes to the payment of annual fees in the Cayman Islands

The General Registry of the Cayman Islands has issued Practice Note No. 01/2016 which states that starting 1 August 2016 patent and trade mark annual fee payments will no longer be accepted in advance of 1 January in the year in which they fall due.
It is therefore no longer possible to pay annual fees up to the year of renewal of a trade mark, or the year of expiry of a patent, in advance. Instead, annual fees due in 2017 must be paid on or after 1 January 2017. Annual fees due in 2018 must be paid on or after 1 January 2018, etc.
Where annual fees remain unpaid on 31 March of each year, a penalty fee will continue to accrue. Furthermore, the Registry will not accept payment of the outstanding annual fee unless the applicable penalty is paid simultaneously and together with any outstanding fees (including outstanding penalty fees) due in respect of prior years.
What steps should trade mark and patent owners take?
Trade mark and patent owners should review their Cayman Islands portfolios to check whether annual fee payments are paid up to date, and if not, ensure that any outstanding years are paid along with the next due annual fee payment on 1 January 2017.

UK: Passenger killed on Gatwick Express identified
A passenger who was killed after leaning out of the window of a Gatwick Express train has been identified by police as a 24-year-old man from West Sussex.

The passenger is understood to have been looking out of a train door window while travelling on the Gatwick Express service on Sunday, when he suffered a blow to the head at Wandsworth Common rail station in south London.
He was pronounced dead at the scene by a doctor, who landed on the nearby common in an air ambulance, the Metro reported.
Inquiries into his death are now being carried out by British Transport Police and the Rail Accident Investigation Branch. His family have also been informed.
A spokesperson for Gatwick Express said it sent its condolences to the family and confirmed that it was co-operating with the investigation.

Dairy Queen planning major expansion in Caribbean

Minneapolis-based Dairy Queen has announced a major expansion plan into the Caribbean market.
The company’s DQ system has announced plans to open 24 new locations in five countries in the Caribbean over the next five years.
lans calls for the development of DQ locations in Trinidad and Tobago, Jamaica, St Lucia, Grenada and St Maarten, both DQ Grill and Chill and DQ Treat locations.
There are already eight DQ Treat locations in Trinidad.
“The international marketplace continues to be a huge opportunity for growth for the DQ system,” says John Gainor, President and CEO of International Dairy Queen, Inc. “We’ll be introducing our DQ Grill & Chill concept to fans in Trinidad and expanding the DQ brand in Jamaica. Our presence in these warm weather countries is a perfect fit for us.”
DQ has more than 6,700 locations around the world, including 2,200 outside of the United States.

Curacao-St Maarten anti-corruption raid targets central bank president

WILLEMSTAD, Curacao — Officers of the anti-corruption unit (TBO) of the Kingdom Detective Cooperation Team (RST) on Wednesday raided the residence of the president of the Central Bank of Curacao and St Maarten, Emsley Tromp.
In addition to the raid on Tromp’s private home in Mahaai, TBO also executed a search at the offices of United Trust, owned by businessman Gregory Elias, where Tromp is reportedly a customer, as well as at the offices of the Central Bank.
Tromp is suspected of tax evasion and money laundering. He has for many years been alleged to be associated with financial malpractice.
Wednesday’s action, led by former Amsterdam prosecutor Saskia de Vries, is part of the tactics of the prosecution in Curacao to tackle the so-called subversion by criminal elements on the island, referring to activities by notaries, brokers, lawyers and – in this case – bankers that make it easier for underworld figures to launder their money.
Tromp has already been under fire for a while because of a perceived failure to manage the Curacao and St Maarten Central Bank with integrity. The raid is causing a lot of tension on the island.
The Public Prosecution (OM) in Willemstad declined to comment on the reason why these searches were executed.

Abstract
Though religion has been related to better mental health, the aspects of organized religious life most salient for the mental health of Caribbean Black adolescents in the US, beyond religious service attendance, has been understudied. This research utilized a sub-sample of Caribbean Black adolescents from the NSAL-A, a nationally representative U.S. dataset, to examine (1) the prevalence of organized religious involvement (e.g., participation in religious service activities, choice to attend religious services) and (2) the relationship between organized religious involvement and mental health. Results showed that 62 % of Caribbean Black adolescents attend religious services regularly (at least a few times a month) and 49 % or more attend religious services or participate in religious activities (e.g., youth groups) by choice. Additionally, various aspects of organized religious involvement were positively related to coping and self-esteem, and negatively related to depressive symptoms. Religious service attendance was not related to any of the mental health indicators. Study results can inform the development of individual and group level interventions targeted at supporting the mental health of Caribbean Black adolescents.

Yes Minister is a satirical look at the early career of Jim Hacker MP; a newly appointed cabinet minister in the fictional Department of Administrative Affairs at Whitehall. His Principal Private Secretary Bernard Woolley, is usually caught between the two. The British comedy, written by Sir Antony Jay and Jonathan Lynn, was fist broadcast by BBC Television in the 1980s has now been adapted to the Cayman stage by Chuck and Barrie Quappe. As the Cayman Parliamentary system is based on Whitehall, any of the situations will be undeniably familiar to all that live in Cayman!

The Department of Vehicle & Drivers’ Licensing informs the public that it will be offering limited services on Thursday, August 18th, 2016 at its Crewe Road location.
The West Bay office will be also closed on that day.
Limited services will result in there being no written/driving examinations or vehicle inspections.
Normal hours of operation will resume on Friday, August, 19th, for the Crewe Road office (8:30am to 4:00pm) and for the West Bay Office (10:00am to 6:00 pm).
This necessary closure is to facilitate a staff meeting and retreat.

Cayman Islands Liquor Licence Holders: Remember your 19 August deadline
Liquor licence holders – including those with music and dancing licenses – are reminded of the Friday, 19 August deadline to apply for licence renewals.
They also are reminded that before they can apply for a renewal, their premises must be inspected by relevant Government agencies. Depending on licensees’ particular operations, these inspections may include the Fire Service, Department of Environmental Health, Planning Department, and Port Authority.
To help speed up the process, the Planning Department has advised that licensees must have inspections done by private, licensed plumbers and/or electricians. These inspections are then submitted to the Planning Department for approval.
The Planning Department added that there are a few exceptions. For example, package licences (for retail outlets such as stores and warehouses) do not require electrical or plumbing inspections.
Only complete renewal applications, with either inspection certificates or proof of inspection requests, that are submitted by the 19 August deadline will be heard at the Liquor Licensing Board’s annual session on 30 September.
Applications can be downloaded from the Department of Commerce and Investment’s website, www.dci.gov.ky . For more information, contact the Liquor Licensing Board through Acting Secretary Gavin Dixon on 244-3167 or DCI’s Shelise Jeffery on 244-2202.

Cayman Islands: LCCL applicants must advise TBL board of Caymanian participation
In order to ensure that the law is upheld, procedural changes for the Local Companies (Control) Licence Law (LCCL) will come into effect on 1 September 2016.
The LCCL requires foreign investors to publish ads that solicit Caymanian participation in their potential business endeavours. In these ads, Caymanians are asked to inform the foreign investor of their interest, in writing; however, as of 1 September, Caymanians also must supply a copy of that letter directly to the Trade and Business Licensing Board.
Also, when submitting their applications to the board, foreign investors must include copies of the two local newspaper ads, published in accordance with section 11 (4) (e) of the law, that solicited Caymanian participation.
‘These procedural changes will help the board to know if the applicant has complied fully with the LCCL’, said Minister of Commerce Wayne Panton.
LCCL applications must be submitted in person at the Business Licensing Counter, on the first floor of the Government Administration Building. The counter is open Mondays to Fridays, between 9:00am and 4:00pm. In addition to the two newspaper ads, applications must be accompanied by due diligence such as a police clearance, copies of passports, references, and the relevant fees.

Early Watercolours
Rarely displayed watercolour paintings from the early collections of the National Gallery of the Cayman Islands (NGCI) and the Cayman Islands National Museum (CINM) will be on show at the National Gallery throughout summer. The temporary exhibition titled, A Legacy of Light features a wide selection of landscapes, seascapes and architectural studies by both established and lesser-known artists from the Cayman Islands. The exhibition opens to the public 1 July 2016 and ends 16 September 2016.
