Two women, one mentally ill and the other crippled, forced to live in inhumane conditions in Guyana

Two West Coast Berbice women – one mentally ill and another crippled – were on Monday rescued from shocking conditions of abuse and neglect.

Officers of the Probation and Social Services Division of the Ministry of Social Protection in Region Five (Mahaica/Berbice) have now placed the women in better care, after discovering the conditions under which they were forced to live.

The cases follow a similar one discovered on the Essequibo Coast four days ago, in which a 31-year-old woman who had been imprisoned by her mother for more than a year and forced to live under inhuman conditions.

A mentally-ill woman, said to be 31 years old, was found living in what the officers described as a “cage” some distance away from the family home at Belladrum village, WCB. She was completely naked at the time officers visited, and they had to break into the facility to get her out. The stench of faeces and urine, the Officers said, was overpowering.

There was no bed, no furniture, not even a piece of cardboard on the floor, the officers said. They learnt that the woman had been kept prisoner in that enclosure by her parents and relatives for the past 17 years. The officers said that relatives attempted to justify keeping the woman in that state by saying that she was demon possessed and was often adversely affected by the full moon. On full moon nights, they said, they had to tie her up with rope to restrain her from harming herself or others.

“The mother told us that she would bathe her by throwing water on her through holes in the wall,” the officers said.

Nicaragua to build new $400m Caribbean port

In Nicaragua, the National Port Company (EPN) is planning to build a new terminal at Bilwi, Puerto Cabezas, to accommodate cargo from the north of the country that is currently handled by the ports of Limón, in Costa Rica, and Cortés, in Honduras.

At present, just three shipping lines make use of Caribbean ports while Pacific ports have calls from 15 lines.

Bilwi will be expanded to allow it to accommodate some 4m tons of cargo annually, said EPN executive president Virgilio Silva, who estimates investment needed will be in the order of $400m. Once operational, he concludes that significant time savings will accrue.

In addition to this project, the government is to invest $224m in modernising existing port, including construction of phase IV of Salvador Allende port, which has absorbed $35m; finishing San Juan del Sur port; and dredging 7km of the port of Bluefields to improve navigation for merchant vessels.

In 2015, Nicaragua’s ports handled 4m tons of cargo and are predicting a 20% rise in 2016 to 5.3m tons.

Cayman Islands: New one-way channel system in Camana Bay Harbour

What: To ensure that boats have safe and easy access to The Harbour, Camana Bay has implemented a new one-way system utilising the north and south channels (as depicted in the attached map). Boats can now only enter from the north channel, near 94 Solaris Avenue, and leave from the south channel.

The theme for this event is “FutureVision” and the range of topics spans conservation, new energy sources, the ocean’s potential, improved health, technical literacy, economic and social sustainability, creativity, and how to deal with today’s increasingly complex world. A musical performance will be offered by the UCCI theatre arts students and food will be prepared by UCCI hospitality students.

Our students have been getting kudos from the community. The TG Omega Leo Club hosted a Valentines-themed photo booth to raise funds for various charitable initiatives and were featured in the Compass.

Hours extended for free HIV testing in Cayman Islands

The Public Health Department wishes to advise the public of extended hours for free HIV screenings offered at the Cayman Islands Red Cross on Huldah Avenue, George Town.

The free testing is now available from 9.00 a.m. to 1.00 p.m. every Tuesday.

Express Processing Available for Business Licensing Applications
Business owners are reminded that they can obtain express processing for their trade and business licensing applications.
To receive licences within five business days, persons can pay $400 for grants and $100 for renewals, in addition to other required application fees. Along with complete applications, all fees are to be submitted to the Business Licensing Counter, located on the first floor in the Government Administration Building, between 9am and 4pm, Mondays to Fridays.
