Cayman Islands regulator orders forensic audit of unlicensed investment firm

GEORGE TOWN, Cayman Islands — The Cayman Islands Monetary Authority (CIMA) has reportedly ordered unlicensed investment firm B & C Capital Limited to undergo a forensic audit of the company’s books. The audit must be conducted by a qualified individual or entity, who must be a disinterested thirty party.

Black money disclosures revised up to Rs 4,147 cr
NEW DELHI: The finance ministry on Monday revised upwards the figure for the amount received under the Black money law compliance window to Rs 4,147 crore from the previous Rs 3,770 crore.
Revenue secretary Hasmukh Adhia said the number of declarants remained the same at 638 but various envelopes which had been sent to other tax offices were collected and the amount was revised.
The government has said that those who have availed of the compliance window “can sleep well” but those who continue to evade the tax department and refuse to declare undisclosed wealth stashed abroad will face consequences. The Black money law provides for 120% penalty and up to 10 years in jail.
Asked whether the government was disappointed with the tepid response to the compliance window Adhia said the government did not have any particular target in mind.
The revenue department is aggressively pursuing information on Black money stashed abroad. The government has 96 double tax avoidance treaties and 14 specific exchange of information treaties. Authorities have already started receiving information under the FATCA treaty signed with the United States. The flow of massive amount of information will make it difficult for evaders to dodge the tax authorities.
The common reporting standards which will kick in from 2017 will also make it extremely difficult to hide undisclosed wealth in overseas accounts.
Adhia said the tax department has filed 132 prosecution in 43 cases relating to information under the so called HSBC accounts and the number of requests by the government has doubled to 1,600 this year from last year’s 800.

A RCIPS spokesperson said this was a result of a patrol around 12:15 p.m. Saturday (3 October) in response to increased burglaries and reports of shoreline fishing in the area.

Coordinating the Caribbean Racing Circuit

The Caribbean Sailing Association (CSA) has fostered an agreement among the major Caribbean International regattas to a long term schedule in order to better assist owners and crews in their planning. The goal was for the member regattas to work together in a unified effort to make the Caribbean racing circuit better coordinated for the benefit of all.

Peter Holmberg, President of the CSA, stated that “the CSA calendar committee worked hard with the various events to avoid overlapping event dates. Once this was achieved, the natural next step was getting everyone to buy in to a long term schedule. The upside is for everyone– the sailors who get to attend more events, the events that get greater attendance and publicity by ‘owning’ their time slot and the islands that get more visitors and the associated revenue. It is a win-win for everyone, and by working together, the entire region will grow.”

Guernsey’s fund and banking industries show stability in Q2
Guernsey’s financial services regulator approved 18 new investment funds during the second quarter of 2015, resulting in a total of 112 additions for the year ending 30 June 2015.
Figures from the Guernsey Financial Services Commission (GFSC) also show that the net asset value of all funds under management and administration in Guernsey fell by £2.3 billion (-1%) during the second quarter to £219.9 billion. The value of deposits held by banks in Guernsey increased by £0.2 billion (0.2%) during the same period to reach £83.6 billion; representing a rise of £6.1 billion (8%) year-on-year.
Dominic Wheatley, Chief Executive of Guernsey Finance, said: “The number of new approvals over the past 12 months shows that Guernsey remains an attractive destination for funds. This is particularly the case when considered alongside recent announcements which include Guernsey extending market access to EU Alternative
Investment Fund Managers (AIFMs) and Alternative Investment Funds (AIFs) doing business in Guernsey, which itself followed the European Securities and Markets Authority’s advice to the relevant European authorities in July that the EU AIFMD passport should be extended to Guernsey.
“The small increase seen in the banking deposits is similarly encouraging, particularly as it is yet another quarter of solid performance over the past 12 months.”
The 18 new investment funds approved by the GFSC between the start of April and the end of June comprised 14 closed-ended funds and four non-Guernsey open-ended schemes, meaning the total number of funds currently approved for domiciling or servicing in Guernsey stands at 1,044.
Guernsey closed-ended funds increased by £0.5 billion (0.3%) to £135.5 billion, while Guernsey open-ended funds decreased in value by £2 billion (-4.9%) to £39.1 billion. Non-Guernsey schemes – open-ended funds that are not domiciled in Guernsey but have some aspect of their management, administration or custody carried out in the Island – decreased in value by £0.9 billion (-2%) during the second quarter to reach £45.3 billion.
Data from the investment management and stockbroking sector, for the period up to the end of March 2015 confirmed total gross assets under management in Guernsey of £116.4 billion – a rise of £7.4bn (6.8%) over the quarter.
Mexican Caribbean ramps up for record traffic thanks to all time peso low

Latin American, Caribbean economies forecast to shrink in 2015
SANTIAGO, Oct. 5 (Xinhua) — The Economic Commission for Latin America and the Caribbean (ECLAC) has predicted a 0.3-percent decrease in the region’s economic activity in 2015.
It has also estimated that the region’s growth in 2016 will be close to 0.7 percent, according to an article published on ECLAC’s official website on Monday.
“A weak internal demand, a global environment marked by a low growth of the developed world, an important deceleration in emerging economies, the strengthening of the dollar, a growing volatility in financial markets and an important fall in primary goods prices” are the main reasons behind the drop in growth, according to the United Nations regional commission’s report.
South American oil and mineral producers will take the worst hit, according to the article.
However, economies with more connections to the U.S. economy will likely maintain their rhythm of growth. For example, Mexico and Central America as a whole could grow by 2.6 percent in 2015 and 2.9 percent in 2016 while the Caribbean economies could grow by around 1.6 percent in 2015 and 1.8 percent in 2016.
To combat the deceleration in the regional economic activity, it is important to prevent the investment rate from dropping, said ECLAC.
“Energizing investments is a fundamental task to change the current deceleration phase,” said the article.

CARIBBEAN: ECLAC projects growth in 2015 and 2016

CARIBBEAN 360 – While the wider Latin America and the Caribbean grouping looks set to see a contraction this year, the Economic Commission for Latin America and the Caribbean (ECLAC) says Caribbean economies looks set to grow not only in 2015 but 2016 as well.
ECLAC today forecast a decline in the overall region’s economic activity for 2015 to -0.3 per cent from 0.5 per cent, and estimates that for 2016 growth will be close to 0.7 per cent. At the same time, it said, despite the regional trend towards a deceleration the region’s economies will show differentiated dynamics
The countries of the Caribbean, for example, are expected to expand, an average, 1.6 per cent in 2015 and 1.8 per cent in 2016.
Mexico and Central America will grow 2.6 per cent in 2015 and 2.9 per cent in 2016.
Meanwhile, growth projections indicate that South American economies – specialized in the production of primary goods, especially oil and minerals and with a growing level of trade integration with China – will register the biggest deceleration.
Those economies are expected to experience contractions of about -1.3 per cent in 2015 and of -0.1 in 2016.
Among the main factors behind the growth drop are a weak internal demand; a global environment marked by a low growth of the developed world; an important deceleration in emerging economies, especially China; the strengthening of the dollar and a growing volatility in financial markets; and an important fall in primary goods prices, ECLAC said.
And the United Nations body warned that in order to face the economic activity deceleration it is imperative to revert the drop of the investment rate and the lower contribution of the gross capital formation affecting growth since it not only impacts the economic cycle but also the capacity and quality of medium- and long-term growth.
Energizing investments is a fundamental task to change the current deceleration phase as well as to achieve a path of sustained and sustainable growth in the long term, the organization concluded.
Suriname banana sector threatened by Moko disease

PARAMARIBO, Suriname — The banana industry in Suriname is currently facing a serious threat from the so-called Moko disease, which has affected nearly a quarter of the country’s 2,000 hectares of commercial banana plantations. Meanwhile, authorities here have called in the assistance of international experts in a bid to prevent a wipe out of the banana sector, which would eventually result in the loss of nearly 2,500 jobs.
“The outbreak of the disease caused by Moko bacteria poses a serious threat to the survival of the banana sector in our country. The government has already sought international aid to assist an established national crisis team in finding solutions to this national issue,” President Desi Bouterse said during the presentation of the 2016 budget in parliament last Wednesday.
Food and Agriculture Industries (FAI), the country’s banana exporter, and the two unions at the company recently rang the alarm bell, after almost 400 hectares of the 1,000 hectares at the Jarika plantation was affected by the bacterial disease. So far the Nickerie plantation has not been affected by the disease, which is spread by insects.
“This is a disaster,” said union leader Michael Sallons.
According to Sallons, staff should do its utmost to help fight the disease. All tools must be sterilized, while the boots of employees should always be disinfected to prevent the spread of the disease. Small scale banana and plantain farmers in the area and the rest of the country may be affected.
Sallons warned that people should not just buy banana plants, since they could be infected. Meanwhile, the company and the unions have launched an awareness campaign to inform and sensitize the wider population over the looming crisis.
According to Dayanand Dwarka of the Union of Nickerie Banana Workers, policymakers ignored early warnings when the disease was discovered several years ago. Dwarka said that, even before FAI acquired the government-owned noted banana company, the disease was discovered.
“But policymakers have closed their eyes for the damage it could cause,” he said.
The disease was identified in 2008.
The union leader noted that numerous small-scale farmers have also been affected. He blames poor border control for the problem, which currently threatens the local agricultural sector.
“We were free from these diseases, but when you see what kind of garbage passes through the poorly controlled border, it is only a question of time before you are confronted with the problems,” he said at a press conference.
He noted that products such as pepper, tomatoes and vegetables are being smuggled into Suriname from neighbouring Guyana. Since these produce came in without any phytosanitary control, pests were introduced in Suriname that are affecting tomato and aubergine farmers.
Dwarka further warned of a new trend in which more and more local rice farmers are using illegally obtained seed from Guyana.
“By doing that, you harm your own rice industry,” the union leader warned.
He further argued that most of the rice farmers are ignorant about the disastrous consequences to which they expose themselves, the industry and the country. Import of vegetables, fruits and seeds without the required safety certification is a serious offence.
However, Dwarka said, the authorities are complicit in the current situation because it is their duty to ensure compliance with the import rules, but they fail to do so.

Miami (Monday, October 5, 2015) – The Confederation of North, Central America and Caribbean Association Football (CONCACAF) today announced that CONCACAF Cup, presented by Scotiabank, between the United States and Mexico on Saturday, October 10, at the Rose Bowl Stadium in Pasadena, CA (6 p.m. PT), is sold out.
The winner of the match, which will be televised in the U.S. by Univision/UDN in Spanish and FS1 in English, will earn a berth in the prestigious FIFA Confederations Cup, to be played in Russia in 2017.
“This is one of the biggest soccer games to be played on North American soil since the 1994 World Cup, and the fans have certainly responded,” said CONCACAF Acting General Secretary Ted Howard. “Whether you are in the stadium, or watching on television, we are looking forward to bringing fans a truly historic sporting event.”
With more than 90,000 fans expected in what will be one of that weekend’s largest soccer crowds anywhere in the world, organizers are encouraging fans to plan their commute in advance and take advantage of several fan conveniences being offered by the local organizers:
Vehicles with four or more passengers will receive a discounted stadium parking rate of $25 (General Parking $40)
Free fan shuttles will run from the Parsons Engineering Building in Old Town Pasadena. The shuttles will be running on dedicated roads directly in and out of the stadium prior to, during and after the match.
Fans with tickets are encouraged to arrive early and enjoy the interactive Fan Fest on the Brookside Golf Course Driving Range, featuring various sponsor booths, music, food and autograph sessions by soccer legends. Stadium parking lots will open as early as 2 p.m. PT.

In 2013, CONCACAF announced the split of the region’s berth to the FIFA Confederations Cup between two editions of the CONCACAF Gold Cup, assuring that both editions of the Gold Cup in each four-year cycle have the same importance from a competitive perspective. By winning the recent 2015 CONCACAF Gold Cup, Mexico qualified for the CONCACAF Cup against the 2013 Gold Cup champion, the United States.
